RECOMMENDED ACTION:
Adopt Resolution No. "Is2?/ approving plans and specifications and authorizing tt
Clerk to advertise for bids for the demolition and removal of the Split Pavilion, Project No. 36'
ITEM EXPLANATION:
This project will remove all improvements in the Split Pavilion including a small portion
sidewalk on Carlsbad Boulevard next to the Split Pavilion. The north wall along the Split F
will remain, however. Included in this project will be the replacement of the existing steel
railing on the beach blufftop with anodized aluminum railing. Plans and specifications to r
the stated portions of the Split Pavilion and to install new railing have been prepared.
It is intended that the demolition and removal of materials from the Split Pavilion \
competitively bid and that work completed by a contractor. The contractor would a
responsible to replace sidewalks, railing and flat grade the site. Installation of minimal replac
City forces. A portion of the Ocean Street parking lot adjacent to the Split Pavilion will be ust ' material such as turf and a sprinkler system at the Split Pavilion location would be compk

Although competitive bids will be solicited, the Notice to Proceed to the low bidder, once the
of the demolition contract is authorized by the City Council, will not be issued until all perm
received.
Staff is preparing a Coastal Development Permit (CDP), Land Use Review Applica
accompany the CDP, Negative Declaration and will send the plans to the State of Ca
Department of Parks and Recreation (DPR) for review and issuance of an amendment. It M
about 10 weeks to concurrently process the Coastal Development Permit and Negative Decl
through the Planning Commission. Once the plans are received by the State DPR they h
days to review the plans.
ENVIRONMENTAL REVIEW:

The Engineer's Estimate for demolition and removal of the Split Pavilion and replacement 0'
railing is $1 00,000. Construction inspection, administration, design, landscapinc
contingencies will be about an additional $40,000. Funds are available from the General
Construction (GCC) account.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE DEMOLITION AND REMOVAL
OF THE SPLIT PAVILION, PROJECT NO. 3615.
WHEREAS, the City Council of the City of Carlsbad, California has deterr
necessary, desirable, and in the public interest to demolish and remove the Split I
Project No. 3615; and
WHEREAS, the plans and specifications for furnishing of all labor, materii
equipment, transportation, and other expenses necessary or incidental of said project h;
prepared and are on file in the Engineering Department of the City of Carlsbad
incorporated by reference herein; and
WHEREAS, funding from the General Capital Construction (GCC) fund includes
funds to demolish the Split Pavilion and said project is included in the 199819s
Improvement Program.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of (
California, as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications, and contract documents as presented ar
approved.
