RECOMMENDED ACTION:
AUTHORIZATION FOR
OUT OF STATE TRAVEL
Adopt Resolution No. 7 @ - 303 authorizing Council Member Kulchin and a staff representative
from the Public Works Department to attend the American Shore and Beach Preservation
Association 1998 National Conference in Galveston, Texas on October 4-7, 1998.
ITEM EXPLANATION:
The American Shore and Beach Preservation Association 1998 National Conference will focus on a
myriad of issues relating to beach erosion, shoreline preservation and stabilization strategies, and coastal environmental restoration projects implemented by public agencies around the nation. Key
speakers will be addressing such topics as the National Shore Protection Policy, Legislation on Funding Reapportionment and Federal Funding for Coastal Erosion Response. The conference
program includes plenary sessions, technical presentations, and workshops on technologies that
will provide information that could be utilized along the Carlsbad coastline.
In addition to the conference, the American Shore and Beach Preservation Association will be conducting their annual Board of Directors meeting. Council Member Kulchin is a current Board
member and will be attending the Board meeting. In addition, Council Member Kulchin is on the agenda and will provide a presentation entitled “Opportunistic Sand; a Permitting Process”.
FISCAL IMPACT:
The cost to attend this conference will be approximately $1,600, including flights, lodging,
registration and meals. Funds are available in the Council and Public Works budgets to cover all
estimated costs.

RESOLUTION NO. 98-307
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING COUNCIL MEMBER
KULCHIN AND A STAFF REPRESENTATIVE FROM THE PUBLIC
WORKS DEPARTMENT TO ATTEND THE AMERICAN SHORE AND BEACH PRESERVATION ASSOCIATION 1998 NATIONAL
CONFERENCE IN GALVESTON. TEXAS ON OCTOBER 4-7.1998.
6 WHEREAS, the American Shore and Beach Preservation Association 1998 National
7 Conference will be held in Galveston, Texas on October 4-7, 1998; and
8 WHEREAS, the City believes it will be valuable for a Council Member and a staff
9 representative from the Public Works Department to attend this conference; and
IO WHEREAS, funds are available in the amount of $1,600 in the FY 1998-99 Council and
11 Public Works Department budgets.
12 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
13 California that permission is granted to Council Member Ann Kulchin and a staff representative
14 from the Public Works Department to travel out of state to attend this conference.

16 PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
17 held on the 15 th day of September , 1998 by the following vote, to wit:
