CMWD Facility For the Purposes of Water Recycling RECOMMENDED ACTION: CITY ATTY. CITY .GR.Tp Staff recommends adoption of Resolution No. 9 8 - 3.33 approving the Leucadia County Water District’s plan to permanently transfer up to 1 .O million gallons per day of secondary effluent from the Encina Water Pollution Control Facility to the Gafner Water Reclamation Facility for the purpose of water recycling. ITEM EXPLANATION: On July 22, 1998 the Encina Wastewater Authority (EWA) Board of Directors considered an agenda item related to the Leucadia County Water District’s (LCWD’s) water recycling program. As you may recall LCWD has proposed the construction of permanent facilities at the EWA plant that will provide for the transfer of treated secondary effluent from the EWA plant to the District’s Gafner Water Reclamation Facility (WRF). The secondary effluent will receive tertiary treatment at the LCWD plant and be sold as reclaimed water to the City of Carlsbad. These permanent facilities will replace temporary facilities that have been in place for over a year. At the July meeting, EWA staff expressed complete support of the District’s transfer. At that time, the EWA staff recommended that the respective member agencies approve the LCWD plan for permanently transferring up to one million gallons per day of plant secondary effluent to the Gafner WRF (Attachment B). The EWA Board of Directors unanimously approved this recommendation. LCWD is currently in the process of finalizing the engineering design for the construction of the proposed permanent facilities. That design effort has received continuous oversight by the EWA staff. Additionally, LCWD is working closely with EWA staff to draft a Memorandum of Agreement for Future consideration by the EWA Board of Directors regarding the location and operation of these facilities at the EWA plant. In accordance with the Encina Revised Basic Agreement, it has been requested that the respective member agencies, including Carlsbad, approve this Leucadia Plan. FISCAL IMPACT: There is no fiscal impact as a result of this action. 1. RESOLUTION NO. 98-332 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING LEUCADIA COUNTY WATER DISTRICT’S PLAN TO PERMANENTLY TRANSFER 1 .O MGD FROM ENCINA WPCF TO GAFNER WATER RECLAMATION FACILITY FOR THE PROPOSES OF WATER RECYCLING Whereas, the Leucadia County Water District has proposed construction of permanent secondary effluent transfer facilities at the Encina Water Pollution Control Facility; and Whereas, up to one million gallons per day of secondary effluent will be pumped to the Leucadia County Water District’s Gamer Water Reclamation Facility; and Whereas, this secondary effluent will receive tertiary treatment and be sold as recycled water to the City of Carlsbad; and Whereas, this proposed transfer has support of EWA staff and has been unanimously approved by the EWA Board of Directors; and Whereas, in accordance with the Encina Revised Basic Agreement, it has been requested that the respective member agencies, including Carlsbad, approve this Leucadia County Water District Plan NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. The above recitations are true and correct. 2. That the Leucadia County Water District’s plan to permanently transfer up to 1.0 million gallons per day of secondary effluent from the Encina Water Pollution Control Facility to the Gafner Water Reclamation Facility for the purposes of water recycling be approved. Request their respective member agencies to approve the Leucadia County Water District’s plan to permanently transfer up to 1.0 m.iIlion gallons per day of effluent from the Encina Water Pollution Control Facility to the Gafner Water Reclamation Facility for the purpose of water recycling.; and, 2 Discuss and take other actions as appropriate. BACKGROUND AND DISCUSSION: The Leucadia County Water District is currently in the process of finalizing contract documents for the construction of permanent facilities, located at the Encina water Pollution Control Facility (Plant), that will provide for the transfer Plant effluent to its Gafner Water Reclamation Facility (Gamer) where it will be treated and sold as recycled water. Section 10.1 Future Reclamation of the Revised Basic Agreement sets forth the following: “Any proposed reclamation shall require the approval of all the member agencies in the event that the proposed reclamation facility is designed and/or constructed such that (i) any solids or non-treated effluent from any such facility may be discharged into Unit I of the Joint System. ..” Because the proposed transfer and treatment of Plant effluent will result in the discharge of filtered solids from Gafner into Unit I, and that the proposed capacity of the proposed transfer and treatment of Plant effluent is greater than the 0.75 million 9-I ATTACHMENT B . L Ref: 4404.2 +~lons per day capacity for Gafner as set forth in Section 10.2 Existing Reclamation of the Revised Basic Agreement, it is the opinion of staff that member agency approval of the proposed plan is required. During the discussion of this issue with the MAM, it was suggested that EWA consider the joint ownership of all treatment facilities tributary to the Plant. The basis for the suggestion was that the combined use of all facilities would support and encourage area wide recycling programs and possibly lead to greater cost effectiveness for all member agencies. In the near future, staff will be scheduling a meeting of the Plans & Policies Committee to examine this suggestion. StafT is in complete support of the Leucadia County Water District’s transfer and treatment program. Since the temporary program has been underway at the Plant there have not been any problems or concerns. It is, therefore, recommended that the Board of Directors: 1. Request their respective member agencies to approve the Leucadia County Water District’s plan to permanently transfer up to 1 .O million gallons per day of secondary effluent from the Encina Water Pollution Control Facility to the Gafner Water Reclamation Facility for the purpose of water recycling.; and, 2 Discuss and take other actions as appropriate.
