ITEM EXPLANATION Ordinance No. NS-458 was introduced and first read at the City Council meeting held o October 6, 1998. The second reading allows the City Council to adopt the ordinance whic would then become effective in thirty days. The City Clerk will have the ordinance publishel within fifteen days, if adopted. (Not withstanding the preceding, this ordinance shall not b effective within the City’s Coastal Zone until approved by the California Coasta Commission.)
