PEDESTRIAN CURB RAMP IMPROVEMENTS
PROJECT NO. 3523-3
RECOMMENDED ACTION:
Adopt Resolution No. 9817#a accepting a bid and awarding Project No. 3523-3 for the
construction of the Northwest Quadrant Pedestrian Curb Ramp Improvements to Bighorn
Construction Company, Inc.
ITEM EXPLANATION:
On July 7, 1998, the City Council approved the plans and specifications for the Construction of
Northwest Quadrant Pedestrian Curb Ramp Improvements. The Purchasing Department received
one (1) sealed bid on September 10, 1998, as shown in Table 1:

This project will provide for the retrofitting of 200 pedestrian curb ramps at existing intersections in
the Northwest Quadrant as a part of the City-wide ADA Compliance Program. The Northwest Quadrant is the second quadrant to be retrofitted, although ramps have been installed throughout
the City on a limited case-by-case basis. Construction of 62 ramps in the Southeast Quadrant are nearing completion.
All bid documents submitted by Bighorn Construction Company, Inc. have been reviewed by staff
and found to be in order. Staff recommends that City Council award the contract for the
construction of the Northwest Quadrant Pedestrian Curb Ramp Improvements to Bighorn
Construction Company, Inc.
The single bidder, Bighorn Construction Company, Inc., has indicated that it will complete the work with its own forces.

ENVIRONMENTAL REVIEW:
The project is categorically exempt from the environmental review process under Section 15301
Class 1 (c) of the Public Resources Code (California Environmental Quality Act).

FISCAL IMPACT:
Funds have already been appropriated for the Pedestrian Curb Ramp Program in the amounts of $25,000 (1996-97) $250,000 (1997-98) and $250,000 (1998-99). Total appropriation to date is
$525,000. Subtracting program expenditures of $52,821 and encumbrances of $72,260 leaves available funding in the amount of $399,919.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AUTHORIZING THE EXECUTION OF CONTRACT NO. 3523-3 FOR THE
CONSTRUCTION OF THE NORTHWEST QUADRANT
PEDESTRIAN CURB RAMP IMPROVEMENTS.
WHEREAS, plans have been reviewed by the City Council of the City of Carlsbad for the
construction of the Northwest Quadrant Pedestrian Curb Ramp Improvements, Project No.
3523-3; and
WHEREAS, a bid has been received by the City of Carlsbad for the construction of said
’ s project; and
10 WHEREAS, the single bid received to construct said project was submitted by Bighorn
Construction Company, Inc. in the amount of $279,915; and

WHEREAS, the single bid received to construct said project submitted by Bighorn
Construction Company, Inc. is responsive; and
13 WHEREAS, the total estimated costs for said project are $350,000; and
14 WHEREAS, Council has previously appropriated $250,000 in the 1997-98 and $250,000
15 in the 1998-99 ADA Pedestrian Curb Ramp Program for design, construction, administration, and
16 inspection of said Project; and
17 WHEREAS, subsection 3.28.172 (c) (1) of the Carlsbad Municipal Code authorizes the
City Manager to approve change orders in the amount equal to the contingency set at the time of
18 bid award.
19 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
2o California, as follows:
21 1. That the above recitations are true and correct.
22 2. That the plans, specifications and contract documents are on file in the office of the
23 City Engineer.
3. 24 That the single bid of $279,915 submitted by Bighorn Construction Company, Inc.
for Project No. 3523-3 for the construction of the Northwest Quadrant Pedestrian Curb Ramp
25 Improvements is accepted, contingent on Bighorn Construction Company, Inc. providing executed
26 contract documents, suitable bonds and proof of insurance to the City Purchasing Officer within
27 twenty (20) days of adoption of this resolution or such additional days that the City Manager, at
2s his sole discretion, may allow.

4. That the City Manager is hereby authorized to approve construction change
orders up to $42,000.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 20 day of October 9 1998 by the following vote, to wit:
