Adopt Resolution No. 9f-3f3 approving the appropriation of funds to pay for the addition (
Project, Project No. 3558-1. streets to be overlaid in the 1998 Northeast Quadrant Pavement Overlay and Concrete Repail
ITEM EXPLANATION:
On July 14, 1998, the City Council awarded the 1998 Northeast and Southeast Quadral Combined Overlay and Concrete Repairs contract to R.E. Hazard Contracting Co. The stree included in the original contract for this resurfacing project were identified in February 1998. Tt unusually wet weather during the 1997-98 rainy season accelerated moisture damage to sorr streets that were identified in February as not needing resurfacing in the 1998 overlay prograrr Continued monitoring by Engineering and Street Maintenance staff has identified seven additior street segments that need overlay treatment. Staff is highly concerned that failure to perform i overlay on the newly proposed streets before the next rainy season will result in water damage those streets that will require complete reconstruction next year. Complete reconstruction whc compared to an overlay would have negative impact to local traffic and residents. Stre resutfacing can be started and completed in no more than a few hours time. Reconstruction the streets would require no less than a week. During that time the work would seriou: inconvenience the residents and would impede access to the residences by public services.
In addition to the public inconvenience, the cost of reconstruction would be about five times mo costly than resurfacing. There is no change as to the type of work to be done. The contractor Y construct additional overlaid streets per the original contract specifications and unit prices.
The street segments recommended for overlay are shown on Exhibit 1 and are:

This project is categorically exempt from the environmental review process under Section 15: Class 1 (C) of the Public Resources Code (California Environmental Quality Act).

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD. CALIFORNIA, APPROVING THE APPROPRIATION OF FUNDS TO PAY
FOR THE ADDITION OF STREETS TO BE OVERLAID IN THE 1998
NORTHEAST QUADRANT PAVEMENT OVERLAY AND CONCRETE
REPAIRS PROJECT, PROJECT NO. 3558-1.
WHEREAS, the City Council of the City of Carlsbad, California, has determinl
6 necessary, desirable, and in the public interest to resurface the additional asphalt streets; ani
7 WHEREAS, the most efficient and economical way to overlay the additional streets *

include the work in the 1998 Northeast Quadrant Pavement Overlay and Concrete Re
Project, Project No. 3558-1.
10 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carls
11 California, as follows:
12 1. That the above recitations are true and correct.
13 2. That $98,000 is hereby allocated from the Pavement Management Pro:
account to cover the construction costs of the additional streets. 14
3. That the City Council of the City of Carlsbad, California, does hereby authorizf
15 appropriation of funds from the Pavement Management Program account.
