HR I THREE POSITIONS IN RECREATION; AND AMEND THE GENERAL EMPLOYEE SALARY SCHEDULE AND BUDGET. 1 CITY MGRi RECOMMENDED ACTION: Adopt Resolution No. sv-3# to revise the job descriptions of Recreation Assistant, Recreation Specialist, Recreation Supervisor I and II; reallocate the salary range of Recreation Specialist and Recreation Supervisor II; reclassify a Recreation Specialist to Recreation Supervisor I and two Recreation Assistants to Recreation Specialist; and amend the General Employees’ Salary Schedule and FY 1998-99 Budget. ITEM EXPLANATION: Over the last five years, the Recreation programs have continued to expand in both scope and size. As the services and operations have grown, the Recreation staff has assumed more responsibilities in supervising and monitoring these programs. Additionally, the competition for qualified Recreation staff has increased causing more frequent turnover and concerns about retaining current staff. Last year, Recreation requested a comprehensive departmental audit of twelve positions in their department and a market survey of Recreation classifications in comparable agencies. As a result of this review, staff recommends and submits the following changes and attached revised job descriptions for Recreation Assistant, Recreation Specialist, Recreation Supervisor I and II (Attachment A) for Council consideration: Classification: Recommended Change: From: Recreation Supr II Reallocate salary range Range 56 Recreation Specialist Reallocate salary range Range 37 To: Range 64 Range 29 Recommendation to Old Salary To Classification of: New Salary Reclassify: Range: Range: One Recreation Specialist Range 37 Recreation Supervisor I Range 49 Two Recreation Assistants Range 10 Recreation Specialist Range 29 I REALLOCATION OF SALARY RANGES: At the Recreation Department’s request, Human Resources conducted a salary survey of comparable Recreation series classifications in similar Recreation programs in San Diego county. Based on the market survey information collected, staff recommends reallocating the salary ranges for the Recreation Supervisor II and Recreation Specialist classifications. The Recreation Supervisor II is recommended to move from salary range 56 upward to salary range 64, $37,259 - $45,288 annually. The Recreation Specialist is AB# %897 ,page2 recommended to move from range 37 downward to range 29, $26,301 - $3 1,969 annually. There are three incumbents in the Recreation Supervisor II classification who would be affected. The increased annual cost to move these incumbents to the new salary range is estimated at $8,000. There is one incumbent in a Recreation Specialist position at range 37, however, staff is recommending reclassifying this position to Recreation Supervisor I at range 49. Thus, the downward reallocation of the Recreation Specialist salary range would not affect the salaries of any current incumbents. Only future incumbents would be allocated to the new lower salary range. RECLASSIFICATIONS: Since 1994, Recreation has added over 240 programs, youth and adult sport camps, aquatics, instructional classes and special events. This has increased citizen participation in Recreation-sponsored activities by 2 1% and generated an additional $360,000 in program revenue for the City. Over that same period in time, Recreation’s regular staff of 13.5 regular full-time employees has not changed. Instead, Recreation has handled the expansion of programs through the addition of more hourly staff to offer the most cost effective services for the operation. This coordination of more hourly staff covering more programs has resulted in greater responsibilities assumed by the current full-time employees. Currently, the class definitions of responsibility levels for the Recreation job series are as follows: Recreation Supervisor II - Responsible for a community center and/or park and all activities on site. Additionally, carries responsibilities for coordinating a large city-wide program(s). Supervises full-time and hourly staff directly and through first line supervisors. Recreation Supervisor I - Responsible for a large city-wide program(s). Supervises recruits and trains staff, including regular full-time and hourly positions. Recreation Specialist - Responsible for a major program. Supervises, recruits and trains staff, primarily hourly positions. Recreation Assistant - Supports Recreation activities by performing routine clerical, administrative and field duties. Based on the above definitions, there are three positions identified that were evaluated as working at a higher level than currently classified. One incumbent serving as the Recreation Specialist is coordinating the new Stay and Play program which currently serves 150 children daily at the Pine Elementary School site. As per Council’s direction, this program is scheduled to be expanded to a second site in January 1999. Staff 2 AB# $%%page3 anticipates an additional 50-75 Carlsbad participants. This same incumbent also coordinates seventeen different Special Events and Camps throughout the year. These multiple program responsibilities are comparable to the other current Recreation Supervisor I positions who are also in charge of several city-wide program areas. Similarly, two positions at the Recreation Assistant level have evolved from assisting with the coordination of the Adult Sports Programs and Instructional Class Programs into assuming the lead responsibilities in each program area to relieve the Recreation Supervisors assigned to these programs. Currently, one Recreation Assistant position is vacant due to a recent resignation. It is staffs recommendation to reclassify the Recreation Specialist to Recreation Supervisor I at salary range 49, $32,092 - $39,008. In addition, it is recommended that two Recreation Assistant positions be reclassified to Recreation Specialist at the reallocated salary range 29, $26,301 - $3 1,969. The estimated annual cost to increase the salaries and benefits for these three reclassifications is $10,400. FISCAL IMPACT: The increased annual salary and benefit cost to 1) reallocate the salary range of the Recreation Supervisor II from salary range 56 to salary range 64 and move three incumbents; and 2) reclassify a Recreation Specialist to Recreation Supervisor I, and two Recreation Assistants to Recreation Specialist at the reallocated salary range 29 is approximately $18,400. A fund transfer of $15,500 for the remainder of FY 1998-99 is necessary to pay for the additional cost. Staff recommends the $15,500 be transferred from the Council Contingency Account to the Recreation department account. Sufficient funds are available in the Council Contingency Account for this transfer. DISTINGUISHING CHARACTERISTICS: The Recreation Assistant provides general support to the Recreation Supervisors in the preparation, implementation and monitoring of recreation programs and activities. Work is performed independently under general guidelines set by the supervisor. This level is distinguished from the next higher level of Recreation Specialist who is responsible for directing or supervising a major program and staff. KEY RESPONSIBILITIES: Provide a variety of clerical and specialized support of recreational programs and activities, including but not limited to: preparing event materials, work orders, reports; typing contracts, schedules, worksheets, use permits, class descriptions; processing payment requests, facility use applications; maintaining a database of client information; answering phones; helping patrons; and providing any assistance to the Supervisor in program administration. DISTINGUISHING CHARACTERISTICS: This is the senior level classification in the Recreation Supervisor series. Incumbents assigned to this classification are responsible for a recreation/community center and/or park, coordinating with other City departments for maintenance of physical structure and grounds, and all program activities offered at the centerjpark. The incumbents also have additional responsibilities for large city-wide programs, such as, Triathalon, youth sports, or the instructional class programs. Positions assigned to this class are distinguished from the Recreation Supervisor I class by the degree of administrative and supervisory responsibility assigned and the additional responsibility for a recreation/community center facility. KEY RESPONSIBILITIES: Responsible for a recreation/community center and/or park, and all program activities offered at the site location. Supervise and participate in a variety of City-wide recreation program activities.
