JJR RECOMMENDED ACTION: Adopt Resolution No. $fw@ to establish the job classification of Lead Communications Operator, revise the job descriptions for the Communications Operator I, II and Communications Supervisor, revise the job description of Community Service Officer III, and amend the Police Department Salary Schedule. ITEM EXPLANATION: During the FY 1998-99 budget process, the Police Department received approval to add a position to address the need for more supervisory assistance in covering the 24 hour communication center operations. Human Resources assisted the Police Department in developing the new classification and compensation for Lead Communications Operator and updating the job descriptions of Communications Operator I, II and Supervisor. These job descriptions are submitted for Council consideration and approval as Attachment A, B and C, and the amended Police Department Salary Schedule to add the new classification of Lead Communications Operator is submitted as Attachment E. Also during the budget process, the enforcement responsibilities for the Lagoon were transferred from Recreation to Police, resulting in adding a new position in the Police Department. The Police Department has chosen to consolidate these new responsibilities with other enforcement duties into the Community Service Officer III classification. The Community Service Officer III job description was revised to include the unique responsibilities and qualifications required in the Lagoon enforcement position and is submitted for Council consideration and approval as Attachment D. LEAD COMMUNICATIONS OPERATOR The communications center is responsible for answering all calls for service requests for both police and fire, including 911, and for dispatching both police and fire units 24 hours a day. The communications center is currently staffed by 13 Communication Operators and one Communications Supervisor, and is operational 24 hours a day, seven days a week. One supervisor is present for approximately 25 percent of the overall time, subsequently additional supervisory assistance is needed. Therefore, the Police Department requested and received approval to add one additional shift supervisor position in the FY 1998-99 budget. The addition of a Lead Communications Operator enables a better response to performing duties, such as, running special reports and resetting the computer-aided dispatch system when there are problems, as well as increasing the span of supervisory control and improving communications between day and evening shifts. This position will rotate shifts with the Communications Supervisor as necessary to meet the needs of the operation. Page 2 of AB # & fy/ / Based on a market survey of similar positions in the county and internal comparability to other lead positions, staff recommends the allocation of the Lead Communications Operator to Salary Range 24, $35,008 - $42,552 in the Police Department Salary Schedule. The salary and benefits cost for this new position has been approved in the FY 1998-99 Police Department budget. Human Resources also updated job descriptions for the Communications Operators I and II, and Communications Supervisor to reflect the current duties, responsibilities and certification requirements for these positions. They also have been formatted for consistency in the progression of the job series. COMMUNITY SERVICE OFFICER III Because the duties of the Lagoon Patrol assignment for Community Service Officer III include certain specialized duties such as: operating a patrol boat, enforcing lagoon use regulations, performing safety rescue and first aid if necessary, and assisting with disabled boats or minor accidents, the job description has been revised to reflect these unique duties and requirements. The Lagoon Patrol duties are required full-time during the summer months and significantly less time during the remainder of the year. As a result, the position will assume other civilian enforcement responsibilities similar to other Community Service Officer III duties for the Police Department during the off-season. The annual salary of $25,945 - $3 1,537 for the Community Service Officer III remains unchanged. FISCAL IMPACT: The cost of salary and related benefits for the Lead Communications Operator is estimated at $58,000. These funds have been approved and included in the FY 1998/99 Police Department operating budget. DISTINGUISHING CHARACTERISTICS: Lead Communications Operator is a non-sworn classification responsible for providing direction to subordinate personnel in police and fire dispatch activities on each shift. The position performs Computer Aided Dispatch (C.A.D.) system backup procedures and operates the system to produce reports as required. This level is distinguished from the Communications Supervisor who is responsible for the operation and supervision of police and fire dispatch activities on all shifts. KEY RESPONSIBILITIES: Participate in supervisory activities involving the dispatch of routine and emergency services, such as in ambulance, tow trucks and paramedic services for a shift operation. Provide instructions to subordinates and answers questions; assist in coordinating scheduling and completion of work unit projects; inspect work for accuracy and completeness; evaluate work techniques and methods for conformance to established work standards and report to Communications Supervisor as necessary. Respond to inquiries from the public, other departmental or City employees; provide explanation of work unit technical processes and functions requiring an understanding of policies and procedures; advise the Watch Commander of pertinent incoming information and potential operating problems. DISTINGUISHING CHARACTERISTICS: Communications Operator I is an entry level class in the Communications Operator series and employees assigned to this class normally have little experience involving police work. Communications Operators I are normally considered to be in a training status to develop the skills, abilities and responsibilities of the next level in this series. Within one year from date of hire, the Communications Operator I must successfully complete the 120 hour basic dispatcher course and demonstrate the required competencies for successful job performance. Upon meeting these qualifications, employees will be re-assigned to the next higher class, Communications Operator II. Communications Operator II Positions in this class are normally filled from the lower class of Communications Operator I. A Communications Operator II is the journey-level classification and works under general supervision and performs a wide variety of complex clerical and emergency tasks in support of the police and fire department operations. KEY RESPONSIBILITIES: Receive routine and emergency calls and dispatch police, fire and emergency medical units. Monitor other radio frequencies and alarm systems, and dispatch appropriate emergency units. Coordinate activities within the City departments as well as with other emergency service and other government jurisdictions. DISTINGUISHING CHARACTERISTICS: Communications Supervisor is a non-sworn single-position classification responsible for the supervision of police and fire dispatch activities on all shifts. The position performs Computer Aided Dispatch (C.A.D.) system backup procedures and operates the system to produce reports as required. The incumbent must also function as a member of the Department’s management team and participate actively in addressing issues of concern to the Department which at times may not have a direct impact on his/her area of specialization. KEY RESPONSIBILITIES: Supervise and participate in activities involving the dispatch of routine and emergency services, such as in ambulance, tow trucks and paramedic services. DISTINGUISHING CHARACTERISTICS: Incumbents in the Community Service Officer Ill class perform a variety of non- sworn, non-hazardous advanced and specialized tasks in critical or sensitive functional areas, such as, assisting in investigations or crime scene evidence collections, requiring more in-depth knowledge and/or accountability in processing information. Depending on the assignment, duties and responsibilities vary. Each position in the series is classified at a level commensurate with the duties and level of responsibilities required of the position. KEY RESPONSIBILITIES: (May vary depending on the assignment) As assigned, assist in administering the department’s designated programs, such as, domestic violence, juvenile diversion, child abuse, property and evidence, crime prevention, lagoon patrol, etc. Under the direction of a detective, interview victims and witnesses, screen and follow-up on investigations; refer victims to the appropriate community resources. Assist the District Attorney’s Office and probation officers in presentation of cases and court exhibits; testify in court as required. A typical background may include: Equivalent to graduation from high school and three years of progressively responsible experience performing police civilian duties at a level equivalent to the City’s classification of Community Service Officer II. Additional experience in a police-related area or vocational and/or college level coursework in criminal justice are desirable. SPECIAL REQUIREMENTS: l Possession of a valid California drivers’ license. l Must pass a detailed background investigation which may include a psychological evaluation. l Must be willing to work overtime, rotating evening, night, weekend and holiday shifts.
