RECOMMENDED ACTION:
Adopt Resolution No. 98-35.3 to appropriate and encumber $57,693, to satisfy the C
of Carlsbad’s pro-rated share of the cost of the proposed March 2, 1999, Special Electi
ITEM EXPLANATION:
On June 9, 1998, the City Council approved a Resolution in support of Proposition L to be
placed on the March 2, 1999, ballot by the San Diego County Library Authority. Propositi(
L will create a five year 1/4 cent sales tax measure for public libraries. Funds necessary to
conduct the special election must be deposited with the County in advance of the election
County counsel has requested that each jurisdiction pass a resolution committing to pay it
pro-rated share of the cost. It is unknown at this time what will happen if a jurisdiction is n
able to pay its pro-rated share of the election cost.
FISCAL IMPACT:
The March 2, 1999 election will be a Special Election with only the library measure on t
ballot, at a total cost of $1.775 million. Carlsbad’s share of that cost is $57,693, payal
only if the measure fails to pass. A similar measure on the November, 1996 Gene
Election ballot failed to pass. The $300,000 cost of that election was shared by the City a
County of San Diego.
If Proposition L passes, the City of Carlsbad would receive approximately $1 9.8 million o!

RESOLUTION NO. 98-353
A RESOLUTION OF THE CITY OF CARLSBAD, CALIFORNIA,
IN SUPPORT OF PROPOSITION L, TO BE PLACED ON THE MARCH 2,
1999 SPECIAL ELECTION BALLOT, APPROPRIATING AND
ENCUMBERING $57,693 TO SATiSFY THE CITY OF CARLSBAD’S
PRO-RATA SHARE OF THE COST OF THAT ELECTION.
WHEREAS, the citizens of Carlsbad rely on their libraries for a variety of
services; and
WHEREAS, current funding levels are insufficient to provide for essential
library programs and operations; and
WHEREAS, the library is a vital part of our community; and
WHEREAS, a sales tax increase of one-quarter cent for a period of five
years would generate an estimated $19.8 million over 5 years for the public
libraries in the City of Carlsbad; and
WHEREAS, the San Diego County Regional Library Authority has voted to
place before the voters of San Diego County on the March 2, 1999 ballot a
measure to consider a sales tax to be used exclusively for library purposes; and
WHEREAS, the San Diego County Counsel has requested that each
member jurisdiction formally commit to its pro-rated share of the cost of the March
2, 1999, special Election;

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows;
1. That the above recitations are true.
2. That the City Council of Carlsbad hereby authorizes the transfer of
$57,693 from the City Council Contingency Fund to the Library’s
General Fund Election Expense Account.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City
Council of the City of Carlsbad, California, at a regular meeting held on the 27th
day of October , 1998, by the following vote, to wit:
AYES: Council Members Lewis, Nygaard, Kulchin and Hall
NOES: None

Dear Ms. McCarty:
In anticipation of the Library Authority’s upcoming deliberations regarding the proposed
March 2, 1999 Special Election to place a countywide sales tax measure benefiting the
branch libraries, please find the attached spreadsheet showing each city’s share, based on
the number of registered voters, of the election’s estimated $1.775 million cost.
Funds necessary to conduct the special election must be deposited with the County in
advance of the election. Although the Library Authority is the governing body officially
calling the election and, therefore, is responsible for any and all election costs, we would
be happy to invoice each of the jurisdictions separately based on their respective share
should you so desire. Once the election is completed and actual costs are determined,
refunds and/or balance due billings will be provided.
