ENG ClTYAny-G LA GRAN VIA REMOVAL AND RECONSTRUCTION PROJECT CITY MGR~ PROJECT NO. 36671-B Y" RECOMMENDED ACTION: Adopt Resolution No. 98- 3 LO accepting bids and awarding the contract for Project No. 36671 for the construction of the La Gran Via Removal and Reconstruction Project. ITEM EXPLANATION: La Gran Via between Levante Street and Madrilena Way was originally identified for repair via overlay in the 1998 Northeast and Southeast Quadrant Combined Overlay Project, which w authorized for award on July 14, 1998. Since the time that La Gran Via was identified for overlc and because of the recent wet winter, the existing pavement structure on La Gran Via h deteriorated to a condition such that asphalt overlay will not remediate the street properly. Tt deterioration was due in part to a poor base material beneath the existing pavement struck placed when the road was constructed years ago as part of the County of San Diego roadw system. Therefore, the complete removal and replacement of the poor base material and asphal concrete (A.C.) surface will be required to repair the street properly. Paving, Inc. $78,537.85. $140,896.84 - Excavating Engineers $1 14,280.00 . Sean Malek Engineering & Construction $1 07,185.00 . The Engineer's Estimate for the project is $160,000. The low bid price for the project is $78,537.81 The low bidder, Nicholas Grant Corporation, has completed all necessary subcontractor forr correctly and affirms it will be performing more than 50% of the work with its own forces. ENVIRONMENTAL COMPLIANCE: This project is categorically exempt from the environmental review process under Section 1531 Class 1 (C) of the Public Resources Code (California Environmental Quality Act). FISCAL IMPACT: Funds in the amount of $1,699,805 are available in the pavement management account to cob the construction costs for this project as well as other pavement management projects during t 1998-99 fiscal year. PROJECT NO. 36671-8. 5 WHEREAS, plans have been reviewed by the City Council of the City of Carlsbad fol 6 construction of the La Gran Via Removal and Reconstruction Project, Project No. 36671-B; a1 WHEREAS, five (5) sealed bids were received on October 1, 1998 by the City of Carl: 7 8 for the construction of said project; and WHEREAS, the low bid received to construct said project submitted by Nicholas ( 9 Corporation is responsive; and 10 WHEREAS, the total estimated costs for said project if performed by Nicholas ( I I 11 Corporation are $98,172.32; and 12 WHEREAS, Subsection 3.28.172(c)(l) of the Carlsbad Municipal Code authorize l3 bid award; and 14 City Manager to approve change orders in the amount equal to the contingency set at the til 15 WHEREAS, City Council has previously appropriated $1,699,805 in the 1998-99 C 16 Improvement Program for design, construction, administration, and inspection of said Projec NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Car 17 California, as follows: 18 19 1. That the above recitations are true and correct. 2. That the low bid of $78,537.85 submitted by Nicholas Grant Corporation f *' 11 construction of the La Gran Via Removal and Reconstruction Project is accepted and the 21 is hereby authorized to execute a contract therefor. 22 3.
