RECOMMENDED ACTION:
Adopt Resolution No. 58 -3b i accepting bids and awarding the contract for Project No. 36 for the construction of the 1998 Street Sealing Project.
ITEM EXPLANATION:
It is staffs recommendation to follow the Northeast and Southeast Quadrant Overlay Project the 1998 Street Sealing Project as part of the City's ongoing pavement maintenance program. It effort to prolong the life of city streets, the street sealing project will construct a layer of sand m with emulsified asphalt to produce a slurry over the existing street section. Streets selected for project are generally older streets, in relatively good condition, and not in need of a comr structural repair. Small areas of patching and sealing of cracks on these streets will accomplished prior to the application of the emulsified asphalt.
On October 1, 1998, a single sealed bid for the project was received:
American Asphalt Repair and Resurfacing Company, Inc. - Total Bid = $514,991
The Engineer's Estimate for the project is $835,000. The low bid price for the project is $514,991
The low bidder, American Asphalt Repair and Resurfacing Company, Inc., has completed necessary subcontractor forms correctly and affirms it will be performing more than 50% of the w with its own forces.
ENVIRONMENTAL COMPLIANCE:
This project is categorically exempt from the environmental review process under Section 15: Class 1 (C) of the Public Resources Code (California Environmental Quality Act).
FISCAL IMPACT:
Funds in the amount of $1,699,805 are available in the pavement management account to cover construction costs for this project as well as other pavement management projects during the 19
99 fiscal year.
Following is the breakdown of costs to complete this project:
Construction
$77,249 Construction Contingencies (15%)
$51,499 Inspection and Administration (1 0%)

Total $643,739

5 WHEREAS, plans have been reviewed by the City Council of the City of Carlsbad fc

7 WHEREAS, one (1) sealed bid was received on October 1, 1998 by the City of Cal
8 for the construction of said project; and
WHEREAS, the low bid received to construct said project submitted by American AI 9
Repair and Resurfacing Company, Inc., is responsive; and
10 WHEREAS, the total estimated costs for said project if performed by American A
