ITEM EXPLANATION:
In fiscal year 1999-2000, the City of Carlsbad will be entitled to a new allocation of C
Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban De1
(HUD). As a participant in the San Diego Urban County HOME Investment Partnership Consc
City will also receive federal HOME funds. To receive these funds, the City must submit a "CDI
Consolidated Funding Plan" to HUD by May 15, 1999.
CDBG Proqram
This figure includes an estimated $606,000 in new CDBG entitlement allocation, $57,550 in
income from Villa Loma developer lease payments, and $21,770, which is available for realloc;
previously approved activities. Of the $627,770 total CDBG funds available, approximately $1 2
be used for the City's administration of the CDBG Program and $191,538 will be used for paym
City's Section 108 Loan for the Villa Loma affordable housing project.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING DISTRIBUTION OF A REQUEST FOR
COMMENTS AND APPROYING THE 1999-2000 CDBG/HOME FUNDING PLAN
STRATEGY; AND APPROVING THE CDBGEIOME APPLICATION REVIEW
PROCESS.
WHEREAS, the City of Carlsbad, California, is entitled to a new allocation of Comi

Development Block Grant (CDBG) funds from the U. S. Department of Housing and
Development (HUD) for fiscal year 1999-2000; and,
WHEREAS, on July 17, 1996 an agreement between the City and the County of San Diel
Partnership Consortium, and is, therefore, entitled to an allocation of HOME Investment Partr
funds for the fiscal year 1999-2000; and,

REQUEST FOR PROPOSALS

I. Introduction
Funding for the federal Community Development Block Grant (CDBG) Program is authorized
under Title I of the Housing and Community Development Act of 1974, Public Law 93-383. The
program provides grants on a formula basis to entitled cities and counties to develop viable
by expanding economic opportunities for low and moderate income persons.
The amount of each entitlement grant is determined by statutory formula which uses several
objective measures of community need, including the extent of poverty, population, housing
overcrowding, age of housing and growth lag in relationship to other metropolitan areas.
Entitlement communities and consortiums, such as the City of Carlsbad, develop their own
programs and funding priorities (see CDBG/HOME Funding Plan Strategy and 1995-2000
Consolidated Plan). However, maximum feasible priority will be given to activities which meet at
least one of the local community development objectives and at least one of the three broad
national objectives for the CDBG program or best meet the housing need priorities established in
the City’s Consolidated Plan.
II. Prosram DeveloDment
The City of Carlsbad is eligible to receive CDBG funds on an annual basis. In order for Carlsbad
to receive the grants, a list of community development objectives must be developed along
with an outline of proposed projects. The City of Carlsbad must also certify that it has followed
an approved Consolidated Plan for Housing and Community Development and that not less
than 70% of the CDBG funds will be used for activities that benefit low and moderate income
persons. Low and moderate income guidelines are based upon household size and a chart is
attached for your reference.
Ill. Reauest for ProDosals
The total amount of CDBG funds from the U.S. Department of Housing & Urban Development
estimated to be available for Carlsbad in 1999-2000 is approximately $685,320. This figure
includes an estimated $606,000 in new CDBG entitlement allocation and $79,320 which will be
reallocated from program income and previously approved projects which were canceled or
were completed with a surplus of funds.
Of the $685,320 total CDBG funds available, $1 21,200 will be used for the City’s administration of
the CDBG Program and $191,538 will be used for payment of the City’s Section 108 Loan.
Approximately $90,900 will be available for public service activities and $281,682 will be
available for public facilities and improvements.
To develop a 1999-2000 CDBG program which meets the needs of the low and moderate income population, Carlsbad requests assistance from members of the community. Citizen
participation is critical to the success of the Carlsbad CDBG program. Therefore, we are
encouraging all community members to consider the needs of low and moderate income
persons within Carlsbad and submit an application for a proposed project(s) or service. The
Proposal Review Process for the CDBG Program is attached for your information.

Activities that can be carried out with CDBG funds may include, but are not limited to: public
service activities, acquisition of real property, relocation and demolition, rehabilitation of
residential and nonresidential structures, construction of public facilities and improvements and
conversion of schools for eligible purposes. In addition, CDBG funds may be used for activities
provided to profit-motivated businesses to carry out economic development activities which
benefit low and moderate income persons/households.
The types of activities that generally are @eligible for CDBG funding include: buildings for the
general conduct of government, political activities, income payments, construction of new
housing and other facilities offering 24-hour care.
The City of Carlsbad is committed to using CDBG funds to finance projects and services which
provide direct benefit to low and moderate income residents. Every project proposed for the
CDBG program must address at least one of the three broad National Objectives for the
program. The National Objectives are:

3. Meet other community development needs having a particular urgency because
existing conditions pose a serious and immediate threat to the health or welfare of the
community where no other financial resources are available to meet such needs.
In addition to meeting the National Objectives, every project proposed for CDBG funding must
meet at least one of the local Community Development Objectives which are:
1. AFFORDABLE HOUSING:
relating to energy conservation and renewable energy resources. Assistance may also be

Provide direct benefit to lower income persons through the provision or retention
of affordable housing units in Carlsbad;
Provide shelter or services to homeless or near homeless persons/families which

treatment of mental, or substance abuse problems, etc.; and,
Provide direct assistance to lower income households to prevent or eliminate
residential Building or Municipal Code violations and/or improve the quality of
housing units in Carlsbad through residential (rental and/or owner occupied)
rehabilitation programs.
2. SOCIAL SERVICES (GENERAL):
Provide assistance to non-profit public service providers who meet the basic
needs of lower income Carlsbad residents. Basic needs are defined as those
which provide food, shelter, clothing and, in some cases, health care;
Provide assistance to non-profit public service providers who offer counseling and
self-improvement programs/activities for lower income Carlsbad residents; and,

Provide assistance to non-profit public service providers who offer recreational
and/or cultural programs/activities for lower income Carlsbad residents.
3. SOCIAL SERVICES (CHILDREN & ADULTS]:
Provide assistance to organizations which administer programs that directly
benefit lower income children living in Carlsbad. The programs must provide one
or more of the following activities: day care, after-school care, cultural
enrichment, recreation, health care/immunization or self-improvement. The City
may also give priority to single-parent assistance programs such as counseling
services; and
Provide assistance to organizations which administer programs that directly
benefit low income adults living in Carlsbad. The programs must provide one or
more of the following activities for adults: employment services, job training, and
educational programs. Programs designed for elderly adults only must provide
one or more of the following activities: meals, homemaking or personal assistance
services, financial assistance services, counseling, transportation, or shared
housing or other housing related services.
It is the intent of the City to only approve CDBG-assisted projects which do not result in the
displacement of low/moderate income persons from their homes. Therefore, all persons
submitting project proposals to the City should consider the displacement impact upon
low/moderate income households.
IV.
All persons, organizations, agencies, etc. wishing to submit an application for funding
consideration under the CDBG program must obtain a “Funding Proposal Application” from the
City of Carlsbad Housing and Redevelopment Department. Interested persons may request a

IV.
The City will hold an information session on the application review process. Funding Proposal
Applications can also be obtained by attending the scheduled information session. Training will
include CDBG funding eligibility, completing the CDBG application, the application review
process and program obligations once awarded funding. An announcement of this information
session will be mailed to all persons requesting information on the City’s CDBG program.

1999-2000
The City of Carisbad Community Development Block Grant (CDBG) funds will be allocated to
organizations, agencies, City Departments, or persons to implement programs or developlimprove public
facilities which meet the following community development objectives:
1. AFFORDABLE HOUSING:
Provide direct benefit to lower income persons through the provision or retention of
affordable housing units in Carlsbad;
Provide shelter or services to homeless or near homeless persons/families which result in
an improved situation through employment, permanent housing, treatment of mental, or
substance abuse problems, etc.; and,
Provide direct assistance to lower income households to prevent or eliminate residential
Building or Municipal Code violations andlor improve the quality of housing units in Carlsbad
through residential (rental andlor owner occupied) rehabilitation programs.
2. SOCIAL SERVICES (GENERAL):
Provide assistance to non-profit public service providers who meet the basic needs of lower
income Carlsbad residents. Basic needs are defined as those which provide food, shelter,
clothing and, in some cases, health care:
Provide assistance to non-profit public service providers who offer counseling and self-
improvement programs/activities for lower income Carlsbad residents; and,
Provide assistance to non-profit public service providers who offer recreational andlor
cultural programs/activities for lower income Carlsbad residents.
3. SOCIAL SERVICES (CHILDREN &ADULTS):
Provide assistance to organizations which administer programs that directly benefit lower
income children living in Carlsbad. The programs must provide one or more of the following
activities: day care, after-school care, cultural enrichment, recreation, health
care/immunization or self-improvement. The City may also give priority to single-parent
assistance programs such as counseling services; and
Provide assistance to organizations which administer programs that directly benefit low
income adults living in Carlsbad. The programs must provide one or more of the following activities for adults: employment services, job training, and educational programs. Programs
designed for elderly adults only must provide one or more of the following activities: meals,
homemaking or personal assistance services, financial assistance services, counseling,
transportation, or shared housing or other housing related services.

PROGRAM STRATEGY
The City of Carlsbad, as a member of the San Diego Urban County HOME Consortium, will
allocate its HOME Investment Partnership funds to implement the following activities directly,
through local housing authorities, or for-profit or non-profit organizations:

1. Housing Acquisition/Rehabilitation

connection with the acquisition of existing housing for lower-income persons and special
needs groups.
3. Housing Construction
HOME funds may be used for all eligible costs of housing construction for lower-income
persons and special needs groups, where the existing housing stock is not appropriate
for the development of affordable housing.
4. Rental Assistance
HOME funds may be used for tenant based rental assistance, related residential
security deposit assistance programs, and other eligible related costs.
5. Home Buyer Assistance
HOME funds may be used for home buyer assistance programs for lower income
persons. Such programs may include, but are not limited to, downpayment and closing
cost assistance, direct loan to the home buyer, interest subsidy to the lender, or “gap”
financing.
6. Administration/Planning
A portion of HOME funding may be used for eligible HOME administration and planning
costs, including direct administrative and overhead costs, public information, fair
housing, and program development costs.

7. NOFA Process
The City's portion of HOME funds will be awarded to eligible housing activities
implemented by the City or by for profit or non-profit organizations on behalf of the City.
Staff of the Housing and Redevelopment Department shall evaluate and determine
those eligible housing activities to be considered for funding under the HOME Program
based upon the housing need priorities established in the City's General Plan Housing
Element and the Consolidated Plan.
Staff will present to the Housing Commission for funding consideration those eligible
housing activities which best meet the housing need priorities of the City. The Housing
Commission's funding recommendation will then be presented to the City Council for
consideration and final approval.
Additionally, the Urban County HOME funding program will be implemented through
twice yearly Notices of Funding Availability (NOFAs).
8. Leverage
In so far as possible, HOME funds will be leveraged with other public and private
funding sources to enhance program productivity.
9. Area of Activity
HOME funds may be used for housing activities implemented within the City of
Carlsbad.

APPLICATION REVIEW PROCESS
PUR POSE
TO set forth procedures to be used for allocating the annual City of Carlsbad Community
Development Block Grant (CDBG) Entitlement funds.
BACKGROUND
Each year the City of Carlsbad is entitled to receive funding from the U.S. Department of Housing
& Urban Development, through the Community Development Block Grant (CDBG) Program, to
finance projects and/or services which benefit low/moderate income persons/households within
the community. In response to the City’s “Request for Proposals” for the CDBG Program, the City
receives numerous applications for funding from local service agencies. In an effort to facilitate
the activity selection and CDBG funding allocation process, the following procedures have
been established for the program.
OBJECTIVE
The intent of this process is to streamline the CDBG funding allocation procedures and
implement specific proposal evaluation criteria which can be used to assist in the selection of
activities for funding on an annual basis. This process describes the CDBG application process;
outlines the review process for activity selection and funding recommendations; and,
summarizes the public hearing requirements. A Community Development Block Grant Funding
Advisory Committee, will be appointed to review and make recommendations to the City
Council on funding levels for each of the CDBG eligible activities submitted by local service
organizations and/or city departments.
PROCEDURES
The goal of the City of Carlsbad is to develop a well balanced CDBG program that reflects the
various public service and public facility needs of its low/moderate income residents, with three
primary areas of focus: 1) affordable housing; 2) general social services for lower income
persons; and 3) services for children and adults, including the elderly.
The following procedures outline the steps to be used by the CDBG Funding Advisory Committee
and staff of the Housing and Redevelopment Department in selecting activities which provide
for a well balanced CDBG program and in making recommendations for allocation of the
CDBG funds on an annual basis:
1. Interested persons, non-profit organizations, City departments and others may submit a
request for CDBG funding on the appropriate application form. A public notice in a
local newspaper of general circulation will indicate how to obtain an application and
the due date for all proposals. Generally, the application review process will begin in
November or December of each year.
2. Upon receipt of proposals/applications for funding, Housing and Redevelopment
Department staff will make a determination regarding the eligibility of each proposed
project for funding consideration under the CDBG program. Requests for CDBG funds
shall be considered by the City of Carlsbad for funding only if the application is complete
and demonstrates that all of the following conditions have been met:

The proposed use of funds is an eligible activity, per the Federal regulations for

program, as established by the City of Carlsbad's Community Development Plan;
and,
The organization and the proposed activity must not have any outstanding or
unresolved findings of violation of the federal regulations governing the CDBG
program.

3. All complete applications for CDRG funds, which have met the condifions outlined
above, shall be considered eligible for funding consideration and shall continue in the
activity selection and funding allocation process. All applications which are deemed
ineligible for funding consideration shall receive written notification that the application
for CDBG funds is ineligible due to a specified reason and will not be reviewed further by
staff or the Advisory Committee.
The Community Development Block Grant Funding Advisory Committee will serve as an
advisory committee to consider the needs of low/moderate income Carlsbad residents
and to make recommendations to the City Council for the funding of activities which are
the "most qualified" to meet those needs. The Committee will consist of seven (7)
members and will include the following representatives to be appointed by the City
Council: Senior Commissioner, Planning Commissioner, Housing Commissioner, and four
citizens-at-large (one from each quadrant of the City). The CDBG Program Administrator
will serve as staff liaison to this committee for the purpose of considering the funding
recommendations for this program.
Each eligible proposal/application for CDBG funds shall be reviewed and evaluated, for
ranking purposes, based upon the criteria outlined below. Housing and Redevelopment
Department staff will evaluate each eligible proposal/application for funds and assign a
score based on a maximum 100 point scale using the following criteria:

Housing and Redevelopment Department staff will initially evaluate the organization's
proposal according to the above pre-established criteria. A total of 100 points are
available for each proposal. Each proposal will be ranked according to total points
received in the evaluation process. The Advisory Committee will then evaluate each
proposal based upon the benefits of the proposed activity to the citizens of Carlsbad
and an overall impression of the organization and the proposal.
A copy of the Evaluation Form to be used by the Advisory Committee and Housing and
Redevelopment Department staff is attached as Exhibit A for information purposes only.
To facilitate the complete evaluation of eligible proposals/applications, applicants will
be given the opportunity to participate in a 10 minute interview with the CDBG Funding
Advisory Committee and staff during a public meeting. The public will also be given the
opportunity to comment on the eligible proposals being considered for funding.
The noted interview will provide the Advisory Committee and staff with an opportunity to
obtain additional information regarding the organization and the proposed activity that
may not have been provided in or was unclear within the application. It will be
suggested that applicants provide any documents which may assist the Advisory
Committee and staff in evaluating the proposal/application prior to this interview.
Following the interview and evaluation of each eligible proposal/application, staff will
complete its evaluation of the proposal according to the criteria noted above and then
categorize the eligible proposals/applications in rank order into the following three

9. The Advisory Committee's funding recommendations will be presented to the City
Council for action during a public hearing. All applications submitted and the
funding recommendations made by the Advisory Committee will be submitted to
the City Council for consideration by April of each year.
The City Council will consider the recommendations of the Advisory Committee
during a public hearing. After accepting public comments, the City Council may
accept the Committee's recommendations as submitted or modify them as
necessary to meet the needs of low/moderate income persons within the
community.
Following City Council action, a Consolidated Funding Plan, including the list of
selected activities and funding amounts for the CDBG Program, Will be submitted
to the U.S. Department of Housing and Urban Development by May 17th'for final
approval.

Each eligible proposal/application for CDBG funds shall be reviewed and evaluated, for ranking
purposes based upon the attached criteria. Both Housing and Redevelopment Department
staff and the CDBG Funding Advisory Committee will ultimately evaluate each eligible proposal
for funds. Housing and Redevelopment staff will evaluate the organization’s proposal based on
pre-established criteria for a total of 100 points. The CDBG Funding Advisory Committee will
then evaluate the proposals and their benefits to low and moderate income residents of
Carlsbad.
To assist in reviewing and evaluating each proposal based upon the established criteria,
measurement examples, where appropriate, have been provided. These are to be used as a
guide only and is not intended to cover every circumstance which may occur. Best judgment
must be used in evaluating the proposals with the criteria that has been provided,
To facilitate the complete evaluation of eligible proposals, applicants will be given the

PURPOSE
To set forth procedures to be used for allocating the City of Carlsbad's HOME Investment
Partnership funds, as a member of the San Diegg County Urban County HOME Consortium.
BACKGROUND
On July 17, 1996, an agreement between the City of Carlsbad and the County of Sun Diego was
executed to form the Sun Diego Urban County HOME Investment Partnership Consortium. AS a member of the County HOME Consortium, the City will be entitled to receive federal HOME
funds to implement such housing activities as housing acquisition/rehabilitation, housing
rehabilitation, housing construction, rental assistance, security deposits, and associated
administration/planning which benefit lower income persons/households within the community.
OBJECTIVE
The intent of this process is to provide the funding allocation procedures for the City's available
HOME funds. This process describes the HOME application process; outlines the review process
for activity selection and funding recommendations; and, summarizes the public hearing
requirements. The Housing Commission will serve as the advisory body to City Council. Housing
Commission will review and make recommendations to the City Council on funding levels for
each of the HOME eligible activities submitted by local service organizations and/or city
departments.
In an effort to facilitate the activity selection and HOME funding allocation process, the
following procedures have been established for the program,
PROCEDURES
As detailed in the City's 1995-2000 Consolidated Plan, the goal of the City of Carlsbad is to
address the imbalances between its need for housing assistance and its affordable housing and
supportive housing inventory. It is the general policy of the City of Carlsbad to assist very low
income residents and lower income renter households as a high priority through the use of
available federal resources. The construction or creation of new housing units is considered the
primary strategy to meeting the identified housing needs of the community.
The following procedures outline the steps to be used by the Housing Commission and staff of
the Housing and Redevelopment Department in selecting activities which meet the housing
needs of lower income households and in making recommendations for allocation of the HOME
funds on an annual basis:
1. Staff of the Housing and Redevelopment Department shall recommend eligible housing
activities to the Housing Commission for HOME funding consideration.
2. Upon receipt of proposals/applications for funding, Housing and Redevelopment
Department staff will make a determination regarding the eligibility of each proposed
project for funding consideration under the HOME program. Requests for HOME funds
shall be considered by the City of Carlsbad for funding only if the application is complete

and demonstrates that clll of the following conditions have been met:
a. The governing board formally authorized the organization's request for HOME
funds from the City of Carlsbad;
b, The proposed use of funds is an eligible activity, per the Federal regulations for
the HOME program:
The proposed use of funds is consistent with the City of Carlsbad's funding
strategy as established for the CDBG/HOME program.

3. All complete applications for HOME funds, which have met the conditions outlined
above, shall be considered eligible for funding consideration and shall continue in the
activity selection and funding allocation process. All applications which are deemed
ineligible for funding consideration shall receive written notification that the application
for HOME funds is ineligible due to a specified reason and will not be reviewed further by
staff or the Advisory Committee.
The Housing Commission will serve as an advisory committee to consider the housing
needs of low/moderate income Carlsbad residents and to make recommendations to
the City Council for the funding of activities which are the "most qualified" to meet those
needs. The Housing and Redevelopment staff will serve as liaison to this Commission for
the purpose of considering the funding recommendations for this program.

action during a public hearing. All applications submitted and the funding
recommendations made by the Housing Commission will be submitted to the City
Council for consideration by April of each year.
The City Council will consider the recommendations of the Housing Commission during a
public hearing. After accepting public comments, the City Council may accept the
Commission's recommendations as submitted or modify them as necessary to meet the
needs of low/moderate income persons within the community.

NOTICE OF PUBLIC HEARING AND SOLICITATION OF COMMENTS
The citizens of Carlsbad are hereby notified that Carlsbad's City Council will hold i
public hearing on Tuesday, November IO, 1998 at 6:OO p.m. in the Counci
Chambers located at 1200 Carlsbad Village Drive to accept public comments anc
consider for approval: 1) the City's CDBG/Home Funding Strategy Plan to bc
submitted as pgrt of the City's 1999-2000 CDBG/HOME Consolidated Fundins
Plan; 2) the proposal review/funding recommendation process for CDBG and HOME
funds; and, 3) authorization to distribute a "Request for Proposals" for the 1999.
2000 Community Development Block Grant/HOME Funds.
The City expects to receive a new CDBG allocation in FY 1999-2000 from the U.S
Department of Housing and Urban Development (HUD) and also has additiona
funds that need to be reallocated from previously approved CDBG programs, whict-
were canceled or completed with a surplus of funds. As a participant in the Sar,
Diego County HOME Consortium, the City will also have HOME funding available
for FY 1999-2000.
The City of Carlsbad is committed to using CDBG and HOME funds to finance
projects/services which provide direct benefit to low and moderate income
residents. To develop a CDBG/HOME program which meets the needs of the Ion
and moderate income population, the City of Carlsbad requests assistance from
members of the community. Citizen participation is critical to the success of the
Carlsbad CDBG program. Therefore, the City encourages all community members
to consider the needs of low and moderate income persons within Carlsbad and to
provide comments on the proposed CDBG/HOME Funding Plan Strategy for
Carlsbad's CDBG/HOME program. These housing and community development
objectives will be cited, within the City's CDBG/HOME Consolidated Funding Plan,
as the strategies the City will pursue in the upcoming year to meet the needs of
low and moderate income Carlsbad residents.
