ITEM EXPLANATION: This project replaces Reaches VC5B through VC9 of the Vista/Carlsbad Intercepl constructs the Oak Street Storm Drain, and includes an asphalt pavement c Jefferson Street and Oak Street. Reaches VC5B through VC9 include 36-inch ar diameter interceptor sewer pipelines in Jefferson Street from Las Flores Drive sol Street, and in Oak Street from Jefferson Street to the railroad right-of-way. Thc jointly owned by the Cities of Vista and Carlsbad. The existing sewer manholes t severely corroded due to hydrogen sulfide gas, and the daily flow rate now exceec design capacity. The existing sewer pipeline will be abandoned along this reach. The Oak Street Storm Drain is a portion of the new South Carlsbad Village St Project. The Oak Street Storm Drain extends along Oak Street from Roosevelt St railroad right-of-way. This new storm drain will collect surface storm water flows \ Street and mitigate the flooding which occurs during storm events. In an effort tc Storm Drain in conjunction with Reaches VC8 and VC9 of the Vista/Carlsbad I Sewer. I construction impacts, staff recommends proceeding with construction of the new ( On May 5, 1998, the City Council authorized the advertisement of bids for construc Vista/Carlsbad Interceptor Sewer Reaches VC5B through VC9, CMWD Project N Contract No. 31821 B, Oak Street Storm Drain, Contract No. 3528, and Pavemer Contract No. 35581. Two methods for construction of the interceptor sewer were i the plans and specifications. One method included conventional open tfench co the other included microtunneling. Seven (7) sealed bids were received, four (4) t open trench method of construction and three (3) bids for the microtunneling construction. The bids are summarized below in TABLE 1. The Contractor's each bid are contained in separate envelopes and are unknown at this time. RECOMMENDED CONSTRUCTION METHOD FOR INTERCEPTOR SEWER: The bidding process for construction of the interceptor sewer provided the oppc consideration of two methods of construction: specifically, open trench and micrc The three lowest bids for open trench construction (Bid Schedule A) ranged from $ to $4.0 million. The three bids for microtunneling construction ranged from $4.5 $5.6 million. Staff has evaluated both methods of construction based on the issues: 1. Project funding - Funds in the amount of $4,400,000 have been appropriatl project. The Engineer’s estimate suggested a price difference between open microtunneling of $400,000. However, comparing the actual “lowesl microtunneling to the “lowest” bid for open trench the difference in cost $1,000,000. In reviewing the “lowest” bids received, the open trench mI $400,000 under the Engineer’s estimate and microtunneling was $600,000 mo Engineer‘s estimate. SDG&E could potentially save some cost by r to relocate the entire length of interfering gas pipeline if microtunneling v However, after investigating the age and condition of their existing gas line in Street, and finding that portions of the gas line date back to the 193Os, they indi they would eventually need to replace their pipeline. Therefore, SDG&E WOL from a complete gas line relocation and does not consider financial s microtunneling beneficial in this case. The City of Vista established a budget for this project based on their 1993 Mi and updated their budget by the Engineer's estimate. Vista's share is approxim of the project cost. Vista has indicated that they have insufficient funds to cor additional $700,000 for their share of the microtunneling cost. The project budgets including inspection, contingencies, and pipeline cost shoi difference of approximately $1,000,000 for the two methods of construction. further contributions would be received from SDG&E or the City of Vista, Carls need to increase its appropriation by $800,000 to pay the increase in microtunneling. 2. Groundwater - Open trench will require groundwater removal the entire len alignment and microtunneling will require dewatering of only the boring and pits. As a result, microtunneling will produce substantially less groundwater fc into the sewer. The groundwater will ultimately be placed in the sewer system a at the Encina Treatment Plant. 3. Traffic Impacts - Traffic detours, interim road closures and delays will be ex open trench construction. However, the detours and road closures will be throughout the project and traffic impacts have been reviewed and mitigation in( to reduce public inconvenience. 4. It is my hope that you will choose the least messy and the fastest methods with the least inconveniences to the resident: and the businesses in the Jefferson Street area. They have hz more than their share. Madison Street is a completely inadequate traffic alternative during construction. It is poor now. When it rains there is flooding. People can not walk into the residences. There are spotty sidewalks, curbs and gutters, sc there is little curbside parking, Pedestrians must walk in tlr middle of the street. The utilities need undergrounding. Since this blight in the middle of the Redevelopment area must corrected sometime, why not bring Madison and Arbuckle Place c to standard in conjunction with the Jefferson project so that Village businesses don't take another "hit" just when they arc recovering from this one? We feel the presentation by the Carlsbad Municipal Water District's 'I CMWD STAFF" was inaccurate and or incomplete at best, regarding the following issues: 1) TWO-WAY TRAFFIC As per the CMWD Plans and Specifications, the MICROTUNNELING contractor is obligated to provide TWO-WAY traffic around the Jacking and Receiving pits during daytime operations and nighttime shot-downs. Attached, please find copies of Pages TC-28 through TC-35 of the CMWD project bid plans. Two-way traffic will be maintained through Jefferson Street between Las Flores and Oak Avenue durinq construction. As a confirmation of this matter, we consulted with a reputable microtunneling contractor in San Diego area for their expert opinion. Attached, please see the response from BRH-Gamer, Inc.. 2) MICROTUNNELING TRAIN Microtunneling will be performed at one location at any given time. The maximum Jacking Pit area is only 20' wide x 220' long, as allowed per the Plans & Specification: The Receiving Pit area is limited to 20' wide x 60' long. These are the maximum areas that will have to be occupied at any given time during the construction of this project. There will be TWO-WAY traffic maintained around the pair of pits at all times, while thc rest of Jefferson Street will enjoy FOUR-LANE traffic and full parking privileges. In other words, business as usual. 0 0 3) DURATION OF CONSTRUCTION The CMWD Plans & Specifications allow maximum 16 months for construction usin< Open-Trenching and only 9 months for Microtunneling. The actual Microtunneling fr each Jacking pit would take 4-6 weeks. Then the pit will be sealed off and all the microtunneling equipment be moved to the next Jacking Pit location. Not all the pits be opened up for the entire duration, adding to the safety of the people in the area, I you were so concerned with in the meeting. Receiving pits need to be open for less fhan one week, long enough to remove tunneling machine. 4) SEWER PIPELINE CAPACITY The Open-Trenching method is required to install approximately 2,000 LF of 36-inch and 3,600 LF of 42-inch reinforced concrete pipe. The mictrotunneling is installed using ALL THE SAME SIZE 42-inch Hobas Pipe. The MICROTUNNELING method provide an additional 25% flow capacity, decreasing the potential for another forced capacity expansion proiect, from VISTA in a few years. A larger diameter pipe resL in larger future flow capacity. 5) CONSTRUCTION WORKING HOURS to Saturday, the Open-Trenching is limited to 7:OO AM to 500 PM, Monday to Friday The design engineer allowed lonqer hours and more number of days for Microtunneling, only because it is less disruptive to the flow of visitors to the Village area. The CMWD did not want to have the traffic of 70-80 dump trucks a day, along with noise and dust of cutting and excavation equipment to continue beyond 5 PM 01 weekdays and anytime during weekends. While Microtunneling method is allowed to construct from 7:OO AM to 7:OO PM, Mom 6) CONSTRUCTION COST When the project bid on July 9: 1998, over four months ago, there were a total of foc open-trenching and three microtunneling bids received by the City of Carlsbad for thi project. The approximate cost differential between the low bidder of each method Wi one million dollars. Hobas Pipe USA has confirmed that up to date, out of the origin; 7, the lowest Open-Trench and the highest Microtunneling bidders have declined to extend their bids beyond November 7, 1998. This has resulted in a net increase of $100,000 in the open-trenchinq method, per the second low-bidder's proposal, and r decrease of $1 00,000 between the two methods. The City of Carlsbad with its cash reserves at $6-$10 million should be able to justify the added cost of microtunneling order to save the local businesses from massive financial losses. 0 0 7) SOCIAL IMPACT There are well over 200 businesses along Jefferson Street, Grand Avenue, Laguna Avenue and Carlsbad Village Drive, that will be impacted by this project. This is a Ci of Vista project that will be moving down the heart of Carlsbad in a grand scale durin 1999. The impact of lost business due to loss of traffic flow, parking and access is basically imposed upon these 200 taxpayers in the area. If the $900,000 cost difference is divided up among these businesses, each will receive a share of $4,501 am confident that the City's revenue from sales tax and business licening fees alone more than $4,500 per business per year. Is the City of Carlsbad willinq to risk the future of these taxpayers and sacrifice over half of them lust to act as the nice guys 1 the Citv of Vista? Is this fair to the people of Carlsbad Village? As a conclusion, the problems associated with Open-Trenching method far exceed t levels acceptable in this project in Carlsbad. Perhaps this project, in the City of Vist; would have been installed by Open-Trenchl but not in the City of Carlsbad. The economical impact of excavated streets for 9-16 months along Jefferson is in million dollars. The City of Carlsbad Council Members are supposed to provide public servi to the "people of Carlsbad" and not the "people of Vista." We would propose to mlcrotunnei that reach and only have an open-cut excavation for the connectil itself at Las Flores. 2- Could the project be completed in 6 to 9 months with microtunneling versus the maxim 16 months allowed for the open trench option? We feel that the 6 to 9 month time frame is achievable bv the microtunnelins operation. 3- How many jacking and receiving pits would be required to complete this project? What the largest fenced-off areas required for these pits? How long these area will have to b fenced-off? There would be four jacking pit areas that would need to be fenced-off. The w( areas for these plts would have to be 20 feet wide by 220 feet long. The actual jacking pit slze would be 20 feet long by 12 feet wide. Attached, please find copies of Pages TC-28 through TC-35 of the CMWD project bid plans. Two-way traffic will be maintained throucah Jefferson Street between Las Flores and Oak Avenue durinq construction. As a confirmation of this matter, we consulted with a reputable microtunneling contractor in San Diego area for their expert opinion. Attached, please see the response from BRH-Garver, Inc.. 2) MICROTUNNELING TRAIN Jackinq Pit area is onlv 20' wide x 220' lonq, as allowed per the Plans & Specification: The Receiving Pit area is limited to 20' wide x 60' long. These are the maximum area: that will have to be occupied at any given time during the construction of this project. There will be TWO-WAY traffic maintained around the pair of pits at all times, while thr rest of Jefferson Street will enjoy FOUR-LANE traffic and full parking privileges. In other words, business as usual. Microtunneling will be performed at one location at any given time. The maximum I. 0 0 3) DURATION OF CONSTRUCTION The CMWD Plans 81 Specifications allow maximum 16 months for construction using Open-Trenching and only 9 months for Microtunneling. The actual Microtunnetins frc each Jackinq pit would take 4-6 weeks. Then the pit will be sealed off and all the microtunneling equipment be moved to the next Jacking Pit location. Not all the pits c be opened up for the entire duration, adding to the safety of the people in the area, a* you were so concerned with in the meeting. Receiving pits need to be open for less than one week, long enough to remove tunneling machine. 4) SEWER PIPELINE CAPACITY The Open-Trenching method is required to install approximately 2,000 LF of 36-inch and 3,600 LF of 42-inch reinforced concrete pipe. The mictrotunneling is installed using ALL THE SAME SIZE 42-inch Hobas Pipe. The MICROTUNNELING method provide an additional 25% flow capacity. decreasina the Dotential for another forced caDacity expansion proiect, from VISTA in a few years. A larger diameter pipe resu in larger future flow capacity. 5) CONSTRUCTION WORKING HOURS While Microtunneling method is allowed to construct from 7:OO AM to 7:OO PM, Monc to Saturday, the Open-Trenching is limited to 7:OO AM to 500 PM, Monday to Friday The design enqineer allowed lonaer hours and more number of davs for Microtunnelinq, onlv because it is less disruDtive to the flow of visitors to the Villaqe - area. The CMWD did not want to have the traffic of 70-80 dump trucks a day, along with noise and dust of cutting and excavation equipment to continue beyond 5 PM 01 weekdays and anytime during weekends. 6) CONSTRUCTION COST When the project bid on July 9, 1998, over four months ago, there were a total of fot open-trenching and three microtunneling bids received by the City of Carisbad for th project. The approximate cost differential between the low bidder of each method w one million dollars. Hobas Pipe USA has confirmed that up to date, out of the origin 7, the lowest Open-Trench and the highest Microtunneling bidders have declined to extend their bids beyond November 7, 1998. This has resulted in a net increase of $100,000 in the open-trenchinq method, per the second low-bidder's proposal, and decrease of $1 00,000 between the two methods. The City of Carlsbad with its cast reserves at $6-$10 million should be able to justify the added cost of microtunneling order to save the local businesses from massive financial losses. s. 0 0 7) SOCIAL IMPACT There are well over 200 businesses along Jefferson Street, Grand Avenue, Laguna Avenue and Carlsbad Village Drive, that will be impacted by this project. This is a Cii of Vista project that will be moving down the heart of Carlsbad in a grand scale durin! 1999. The impact of lost business due to loss of trafftc flow, parking and access is basically imposed upon these 200 taxpayers in the area. If the $900,000 cost difference is divided up among these businesses, each will receive a share of $4,500 am confident that the Clty's revenue from sales tax and business licening fees alone more than $4,500 per business per year. Is the Citv of Carlsbad willina to risk the future of these taxDavers and sacrifice over half of them iust to act as the nice QUVS t the Citv of Vista? Is this fair to the people of Carlsbad Village? As a conclusion, the problems associated with Open-Trenching method far exceed tl levels acceptable in this project in Carlsbad. Perhaps this project, in the City of Vista would have been installed by Open-Trench, but not in the City of Carlsbad. The economical impact of excavated streets for 9-16 months along Jefferson is in million. dollars. The City of Carisbad Council Members are supposed to provide public servi to the "people of Carlsbad" and not the "people of Vista." I am extremely concerned about the disruption that project will incur on my building for parking, ingress, egress, dirt, and just plain inconvenience for such a long period of time. T have many elderly people coming to my building and under the best of circumstances, it is difficult for them. This project may make it impossible for them to get the medical attention they need. Progress is important, however my experience has been that there seems to be a general lack of urgency by both the city and the contractors doing the job. A contractor is quick to barricade, bar up the street, dig trenches, then as often is the case, days go by without any work being done, or weeks of one subcontractor taking his good '01 time performing his little portion of the job while holding the project up for weeks or months. I would like to suggest that the project be done in phases so that only one portion (block) be tom up at a time and all efforts are made to get in and out of a particular block in the shortest amount of time possible. I have also hcard of a microtunncling possibility that I would strongly support. I understand that the project will disrupt Jefferson Street traffic, street parking, driveway and parking lot access due to an OPEN-TRENCH method of construction. 1 am not at all pleased with the ongoing construction project on Jefferson to the North of 4 Las Flores Drive. The intersection of Las Flores and Jefferson has been blocked to traffic for months with no end in sight. I can not imagine why the City of Carlsbad and CMWD would attempt to take on more of the same disruption down Jefferson Street. The spring/summer construction will coincide with the tourist season, which this City depends 011. The potential for loss of business due to restricted traffic and access is beyond comprehension. This project will generate traffic nightmares, dust, dirt and unsafe streets for a period of 8-10 months. The loss of revenue to the business and existence of hazardous environment due to the large open trench, truck and heavy equipment traffic is not acceptable. Please consider an alternative method of installation for this project. I understand that you do have other options and this is the time to exercise those options for the residents of Carlsbad. We believe the City of Carlsbad with its $6-$10 million cash reserves is able to accommodate the less disruptive microtunneling method of installation, which cost only $0.75 million more. The cost difference between the two methods is insignificant. We have already seen the impact of heavy construction on Jefferson Street north of Las Flores Drive. We are not in favor of repeating the same on our street. Mr. Mayor, PLEASE DO THE RIGHT WING. Do not let our businesses suffer for almost the entire 1999.
