ITEM EXPLANATION ;
Several months ago, Mr. Gary Hill approached City staff with a request to develop and mi
portion of trail within Carlsbad utilizing volunteer services and grant funding received from
Coastal Conservancy. Mr. Hill’s primary objective is to demonstrate that the use of volun,
providing a trail system for Carlsbad would substantially reduce the cost of a city-wide tra
system as identified in the trails portion of the City’s Open Space and Conservation Reso
Management Plan (OSCRMP).
Mr. Hill, working in cooperation with the Carlsbad Watershed Network (CWN), has receivc
grant ($14,000) on behalf of the Buena Vista Lagoon Foundation from the Coastal Cons€
CWN is a conglomerate of non-profit organizations whose focus is to institute a coordinat
for the protection and improvement of Coastal Wetlands in Carlsbad and Encinitas. In ad
demonstrating the effectiveness of the use of volunteers for trail development and mainte
this project will provide trail improvements within the immediate watershed area of the Bu
Vista Lagoon.
The segment of trail which is being proposed for improvement is approximately Y4 of a mil
length and will begin at the parking area of the Hosp Grove Special Use Area. The trail \n
extend to the east, crossing Monroe Street, and proceed uphill until a turn around area w
the return of trail users to the trail beginning at the parking area.
Ultimately, it is Mr. Hills expectation that the volunteer program will prove successful and
appropriate approvals, this pilot program can be expanded and continue to upgrade exist
within the Grove and make new connections for future expansion. Moreover, it is Mr. Hill:

Grove/Buena Vista Lagoon Study and other trail ways within the Carlsbad watershed arel

If Council concurs with implementing this pilot program, staff will process the appropriate
environmental review documents including a Minor Coastal Development Permit and an
Environmental impact Assessment Form with the City of Carlsbad named as the applicar
Because this project emulates a segment of the proposed city-wide Trail system, for CEG
purposes, the project has already been reviewed in the General Plan Master Environmen
Impact Report (MEIR). The General Plan contains a good description of the proposed cii
trail system and the MEIR analyzed the potential environmental effects of the trail system
FISCAL IMPACT:
Funding to provide the necessary tools and associated supplies for the pilot trail developr
has been secured through grant funds provided by the Coastal Conservancy. With the gl
award of $14,000 and the use of volunteer efforts, it is anticipated that the scope of this p
project as outlined in the attached report (Project Parameters, Page 2) can be completed
City of Carlsbad will provide limited support to this endeavor primarily through the use of i
services such as staff time involved with processing approvals, trail design and layout, to(
storage, etc. Although City staff will provide general project supervision, the supervision 1

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING A PILOT PROGRAM FOR
THE DEVELOPMENT AND MAINTENANCE OF A TRAIL SEGMENT
UTILIZING COMMUNITY VOLUNTEER FORCES AND GRANT
FUNDING SECURED FROM THE COASTAL CONSERVANCY
WHEREAS, the Carlsbad Watershed Network (CWN) is a conglomerate
profit organizations whose focus is to institute a coordinated effort for the protec
improvement of Coastal Wetlands in Carlsbad and Encinitas; and
WHEREAS, CWN on behalf of the Buena Vista Lagoon Foundation ha$
for, and received grant funding authorization from the California Coastal Con:
for trail improvements within the immediate watershed area of the Buena Vista

WHEREAS, CWN is requesting the City of Carlsbad to authorize the use
funding and volunteer forces to create trail improvements within a specific area

WHEREAS, CWN is desirous to demonstrate the effectiveness in
volunteer forces to develop and maintain trail areas within the community; and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the
Carlsbad, California, the following:
1. The expenditure of grant funds secured by Carlsbad Watershed
and the use of volunteer forces to construct and maintain a

Recommendation
Prepare an Agenda Bill for City Council consideration to establish a pilot program
which would develop a portion of trail within Hosp Grove utilizing volunteer
forces. Funding for this volunteer effort would be provided through grant funding
received by the Carlsbad Watershed Network (CWN) from the Coastal
Conservancy.
Backsround
Several months ago, Mr. Gary Hill approached City staff with a request to pursue
a volunteer program in Carlsbad to develop and maintain a trail system at a
lower cost than currently identified in the trails portion of the Open Space and
Resource Conservation Management Plan. In essence, his proposal was to
perform a volunteer trails development and maintenance project utilizing grant
funding received from the Coastal Conservancy on behalf of the Catlsbad
Watershed Network (CWN). Subsequent to Mr. Hill’s request several actions
have taken place, they are:
Staff prepared a memo to the City Manager’s Office (Exhibit 1) suggesting a
recommended course of action relative to the Trails request. The
recommendation was threefold: - 1. Present the Volunteer Trails request to the Parks and Recreation
Commission for their consideration and recommendation to the City
Council. - 2. That the implementation of a volunteer pilot Trails Program be subject
to award of a pending grant application submitted by the CWN to the
Coastal Conservancy, and, - 3. That any Trail development occurring at this time as a result of CWN’s
request be performed as part of the Hosp Grovel Buena Vista Lagoon

Pursuant to Commission direction, staff met with Gary Hill on June 23, 1998, to
establish the project parameters and clearly define the expectations and roles
that City staff members and volunteers would have in this project. Listed below
is a project description and the expectations of involvement by several
individuals.
Proiect Parameters
This pilot demonstration project would begin at the parking area within the Hosp
Grove 5.5 acre Special Use Area across Jefferson Street from the duck
observation area at the Buena Vista Lagoon.
The development of a 5 foot wide trail made of natural (native where possible)
soil will be created with the use of volunteer hand labor, utilizing polaskis,
mcleods, maddoxs, picks, and shovels. The trail will lead pedestrians in an
Easterly direction to the corner of Monroe & Marron Road. The natural trail will
temporarily stop at the intersection/ crosswalk, where safe pedestrian access will
cross the street to the East side of Monroe. Development of the natural trail will
then continue. Still heading East, the 5 foot wide natural material trail will begin
its ascent through the more wooded area of the grove, gently meandering uphill
and through the eucalyptus trees. The trail design will avoid radical switchbacks
which may encourage increased erosion. Ultimately, at the top of the hill, the
trail area may provide Westerly vistas overlooking the lagoon and northerly
vistas of Palomar Mountain. The trail will then continue briefly to a plateau area
adjacent to Hosp Way where a future picnic area and staging area are identified
in the Hosp Grove/Buena Vista Lagoon Plan. Eventually, the trail may continue
in a number of directions from the plateau area at Hosp Way, but for the purpose
of this pilot project, the trail will not expand at this time beyond this point.
Accordingly, at this time, signs will identify a turn-around area and direct the trail
users to return to the parking area where the trail originates.
Role Expectations/ Staff and Volunteer Involvement
Gary Hill (Cartsbad citizen and volunteer) - Coordinator of pilot volunteer Trail
Demonstration Program. Facilitate coordination of efforts between appropriate
City staff for respective trail development functions; and, coordination of the
volunteer community labor force to initiate trail development & continued
maintenance, and expenditure of grant funds to purchase required resources for trail construction. Gary will assume a major role in this project.

and securing volunteer serdices. i.e. press releases, flyers, etc.
Mark Stevaert (Park Development Coordinator) - Assist with any required CEQA
. review and processing, trail layout, development inspection, planning efforts, etc.
Douq Duncanson (Park Superintendent) - Provide limited support assistance
when required during trail development process, i.e., project may entail
occasional use of City employees with City equipment (chain saw, truck, hauling
debris or trail material, tool storage, etc.) At this stage, direct involvement of City
Development Coordinator with inspection and trail layout.
Erin Letsch (Risk Manager) - Provide Volunteer Risk Liability Release Forms.
Review safety training provisions for the implementation of volunteer services.
Don Rideout (Senior Planner) - Although not at the meeting, a verbal
commitment was made to take a lead role in processing any required permitting,
Le., CEQA, Planning Department, Conditional Use Permit, Environmental
Assessment, etc. for this pilot project.
Kevin Branca (Assistant Finance Director) - Preparation of a financing report for
the proposed City-wide trail system will include the effectiveness of utilizing
volunteer forces to construct and maintain a trail system. These volunteer efforts
may have a significant impact on the costs of implementing a trail system. The
results of this pilot program will be included in the financing report.
Ken Price (Recreation and Park Planning Manager) - Staff liaison between Gary
Hill, City staff, City Manager's Office, Parks and Recreation Commission,
volunteers, City Council, etc.
Conclusion
Ultimately, if the demonstration trail is proven to be successful, the project may,
with appropriate approvals, be expanded and continue to upgrade existing trails
in the Grove and make new connections. The connections may include access
to the trails which begin at the staging area at Wickham Way , East of Monroe
Street and from the Hosp Grove S.U.A. parking area to Carlsbad Village Drive.

Summarv/Conclusion
Mr. Hills request to develop and maintain a section of trail in Carlsbad utilizing
volunteers is specifically located in Hosp Grove. This particular section of trail is
identified as Section #3 in the trails report of the OSCRMP. As part of the city-wide tr:
system, development of this trail portion has not been approved because the policy
issue of implementing the trail system has not been resolved by Council.
However, the future development,of a similar section of trail has been identified in the
Hosp GrovelBuena Vista Lagoon Study as part of the latest Northwest Quadrant Park
Enhancement Report (Attachment 2). As such, Council has approved, at least in part,
the ultimate development of this trail section. Specifically, this trail begins from a
the 5.5 acre Special Use Area overlooking the Buena Vista Lagoon.
Recommendation
If the City wants to entertain Gary Hills request to illustrate that a city-wide trail system
can be developed and maintained by volunteers at a cost substantially below that
stated in the OSCRMP, this particular section of trail would provide that opportunity
while remaining outside the context (and policy issue) of implementing development o
the city-wide trail system.
Accordingly, if Mr. Hills request is considered for further action it is recommended that
be done with the following caveats.

Project Summary: Estabish a volunteer mall program for construction and maintenance
of trails in the Carlsbad Watershed.
Background: There is a growing interest in trails within the communities of the Carlsba
Watershed. Trail advocates are uniting within their areas and communication between
the various groups has begun. This transfer of knowledge and enthusiasm will encourage
the trail process to proceed faster from the dream through the planning and.into the
implementation stages.
While some groups art currently going from the dream stage to the planning stage, other!
have completed the planning and need to implement the plans. This proposal is intended
to address the last and sometimes the most difficult stage.
The Cxlsbad Citywide Trail System, as an example, was accepted as part of the City's
Open Space and Conservation Resource hlanasement Plan in 1992. However, to date,
Carlsbad has not implemented the plm. This delay has occurred due to concerns over
liability and financial issues. In 1996 it \vas determined that creating a citywide trail
system would not expose the City to significant additional liability. Financing for
constmction and maintenance must now be addressed.
Using other trail pro,(=rams (San Dieguita River Park, City of Poway, Trans County Trail:
