ENG TITLE- AWARD OF CONSTRUCTION CONTRACT x TRAFFIC SIGNALS AT ROMERIAILA COSTA AVENUE, VIEJO CASTILWLA COSTA AVENUE AND CITY ATTY CADENClA4.A COSTA AVENUE, PROJECT NO. 3610 RECOMMENDED ACTION: Adopt Resolution No. 98 -380 accepting bids and awarding a contract for the traffic signals at Romeria/La Costa Avenue, Viejo Castilla/La Costa Avenue and Cadencia/La Costa Avenue, Project No. 3610. ITEM EXPLANATION: On September 8, 1998, the City Council approved the plans and specifications for the traffic signals at Romeria/La Costa Avenue, Viejo Castilla/La Costa Avenue and Cadencia/La Costa Avenue, and directed the City Clerk to advertise for construction bids. On October 29, 1998, the following seven (7) sealed bids were received: 1. Sierra Electric $247,180 2. T & M Electric, Inc. $262,001 3. HMS Construction $270,109 4. DBX, Inc. $273,132 5. Knox Electric, Inc. $277,135 6. Select Electric, Inc. $278,035 7. Lekos Electric, Inc. $280,307 The Engineer’s Estimate for the three traffic signals is $275,000. Bids for the project have been reviewed and analyzed. The lowest responsible bidder is Sierra Electric, at $247,180. Staff, therefore, recommends the award of the contract to Sierra Electric. ENVIRONMENTAL REVIEW: This project is categorically exempt from the environmental review process under the provisions of the California Environmental Quality Act (CEQA) Section 1503 Class 1 (f). FISCAL IMPACT: The project cost breakdown is as follows: Design $14,000 Construction $247,180 Inspection & Project Administration (10%) $24,718 Construction Contingencies (15%) $37,077 TOTAL CONSTRUCTION COSTS $322,975 Funds in the amount of $370,000 have been appropriated for all three (3) traffic signals and are available for this project. WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary, desirable, and in the public interest to construct the traffic signals at Romeria/La Costa Avenue, Viejo Castilla/La Costa Avenue and Cadencia/La Costa Avenue; and WHEREAS, seven (7) sealed bids were received on October 29, 1998 for the project; and WHEREAS, the lowest responsive, responsible bid for the project was submitted by Sierra Electric, in the amount of $247,180. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the low bid submitted by Sierra Electric in the amount of $247,180 is hereby accepted and the Mayor is hereby authorized to execute a contract on behalf of the City for the traffic signals at RomerialLa Costa Avenue, Viejo Castilla/La Costa Avenue and Cadencia/La Costa Avenue 3. That the City Manager is hereby authorized to approve construction change orders up to $37,077. That the award of this contract is contingent upon the bidder submitting the lowest responsive bid executing the required contract and submitting the required bonds and insurance policies, as described in the contract, within twenty (20) days of adoption of this resolution. The City Manager may grant reasonable extensions of time.
