ITEM EXPLANATION: On May 5, 1998, the City Council authorized the advertisement of bids for construc Vista/Carlsbad Interceptor Sewer Reaches VCSB through VC9, CMWD Project N Contract No. 31821 B, Oak Street Storm Drain, Contract No. 3528, and Pavemer Contract No. 35581. Seven (7) sealed bids were received, four (4) bids for the 01 method of construction and three (3) bids for the microtunneling method of con Contractor No. 1 and Contractor No. 3 withdrew their bids on October 7, 1998. Th summarized below in TABLE 1. 'i Y 6 0 This project replaces Reaches VC5B through VC9 of the Vista/Carlsbad lntercepi constructs the Oak Street Storm Drain, and includes an asphalt pavement c Jefferson Street and Oak Street. Reaches VCSB through VC9 include 36-inch ar diameter interceptor sewer pipelines in Jefferson Street from Las Flores Drive SOL Street, and in Oak Street from Jefferson Street to the railroad right-of-way. Tht jointly owned by the Cities of Vista and Carlsbad. The existing sewer manholes t severely corroded due to hydrogen sulfide, and the daily flow rate now exceec design capacity. The Oak Street Storm Drain extends along Oak Street from Roosevelt St railroad right-of-way. This new storm drain will collect storm water flows within ( and mitigate the flooding which occurs during storm events. In an effort to construction impacts, Staff recommends proceeding with construction of the C Storm Drain in conjunction with Reaches VC8 and VC9 of the Vista/Carlsbad I Sewer. Plans and specifications for the Vista/Carlsbad Interceptor Sewer Reaches VC5 VC9 Project, Oak Street Storm Drain Project and the Pavement Overlay Prc Code, an invitation to Bid was published. Seven (7) responses were receivec witnessed and recorded on July 9, 1998. On November IO, 1998, the City Counci the method of construction to be used for installation of the interceptor sewer, 1 open trench construction. The Project Manager and purchasing staff have rei complete bid documents from all parties in detail and concluded that the ove responsive, responsible bidder is Excel Commercial Construction for a contract $4,042,512. ENVIRONMENTAL REVIEW: The project is in compliance with the Negative Declaration approved by the Commission on April 1, 1998, for the project's Coastal Development Permit 9t construction of the project would not create any additional environmental impacts not otherwise been evaluated and considered in the EIA Part II and the approvec Declaration that covers the entire project.
