RECOMMENDED ACTION:
Adopt Resolution No. 98 : ??q appropriating $2,480 from the Housing Trust Fund as a
contribution to the San Diego County Cold Weather Shelter Voucher Program and authorizing the
City Manager to forward the contribution to the County of San Diego.
ITEM EXPLANATION:
The County of San Diego is conducting a Cold Weather Voucher Program from November 1,
1998 through April 30, 1999. The program will provide emergency shelter for homeless families
with children, disabled individuals, and the elderly. Catholic Charities will administer the program,
which will provide vouchers entitling the holder to stay in specified hotels and motels located in
various locations throughout the County. About a dozen other nonprofit organizations selected
for their experience in providing homeless services in specific areas of the County will be
assisting Catholic Charities in issuing the vouchers.
The County conducted a similar program last year and the City Council agreed to the County’s
request at that time to contribute $2,480 for the program based on the City’s percentage of the
total Community Development Block Grant funds coming into the region. The County’s Chief
Administrative Officer is requesting that the City Council appropriate that amount again as a
contribution for this year’s program.
Staff recommends that the City Council appropriate $2,480 from the Housing Trust Fund as a
contribution to the Cold Weather Voucher Program. Money from the Trust Fund is to be used to
provide affordable housing or other programs consistent with the Housing Element of the General
Plan. The Voucher Program is consistent with Objective 3.3 of the Housing Element regarding
the provision of shelter and assistance to the homeless.
FISCAL IMPACT:
A total undesignated balance of approximately $3,902,000 currently exists in the Housing Trust
Fund. The recommended appropriation of $2,480 will not substantially impact this fund balance.

A RESOLUTION OF THX CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROPRIATING $2,480 FROM THE HOUSING TRUST FUND
FOR THE SAN DIEGO COUNTY COLD WEATHER SHELTER VOUCHER
PROGRAM AND AUTHORIZING THE ClTY MANAGER TO FORWARD THE
APPROPRIATION TO THE COUNTY OF SAN DIEGO.
WHEREAS, the City of Carlsbad desires to cooperate with other local agencies to address the
shelter needs of homeless persons and families; and
WHEREAS, the County of San Diego is requesting assistance in funding a Cold Weather
Voucher Program to provide emergency shelter for homeless families, disabled individuals and the
elderly from November 1, 1998 through April 30, 1999;
NOW, THEREFORE, BE IT RESOLVED as follows:
1. That the above recitations are true and correct.
2. That the City Council hereby appropriates $2,480 from the Housing Trust Fund for the San
Diego County Cold Weather Shelter Voucher Program and authorizes the City Manager to forward the
contribution to the County of San Diego.

Dear Mr. Patchett:
On October 20,1998, the Board of Supervisors approved, for a second year, a Cold Weather Shelter
Voucher Program for families with children, the disabled and the elderly for the 1998-99 season.
This program provides additional homeless shelter capacity throughout the region in hotel/motel
rooms on an emergency basis. With this action, the Board allocated $176,647 to the voucher
program.
In approving this program, the Board authorized me to again request contributions from all
Community Development Block Grant (CDBG) entitlement cities to increase the size and scope of
the program through a regional partnership. Based on an estimated $300,000 total program cost and
subtracting the County contribution, we calculated those shares on the basis of each city’s block
grant percentage of the total of all CDBG dollars coming to the region (1997-98) and applied the
resulting percentages to an additional $150,000. Your city’s share, based on that formula, is listed
under Attachment A of the enclosed October 20 report to the Board of Supervisors.
As in the past year, Catholic Charities will administer the program. In addition, about a dozen local
nonprofits specifically selected for their familiarity with local regions of the County will be partners
in issuing vouchers. The enclosed report (Attachment B) on last year’s program by Catholic
Charities includes the names of those nonprofits, hotels/motels used and other statistical information.
In addition to this year’s cold weather shelter program, this week the Board of Supervisors also
approved a supplemental program to assist homeless families with their immediate needs and link
them with activities that will lead to long term stabilization and self-sufficiency. Within 24 hours
of admission to shelter assistance, families will be put in touch with their County case manager for
the development of a plan to address barriers such as substance abuse, domestic violence, mental
illness, and lack of child care and transportation.

This year the County’s Health and Human Services Agency is also prepared to provide various
services for all families in the regional shelter program including: 1) physical health and
immunization assessments/referralsfor medical care; 2) mental health assessments and referrals for
counseling and treatment; 3) Child Protective Services risk assessments; and 4) training for shelter
staff on assessing need for services.
The Board of Supervisors believes that the long-term solution to meeting emergency shelter needs
is a coordinated approach and shared financial participation. We hope your City Council will join
with us in addressing this pressing regional problem.
