RECOMMENDED ACTION:
Introduce Ordinance No. /VS- ti q to establish a prima facie 50 mile per hour speed limit upon
Melrose Drive from Ranch0 Santa Fe Road to Alga Road and a 55 mile per hour prima facie
speed limit upon Melrose Drive from Alga Road to Palomar Airport Road.
ITEM EXPLANATION:
The Carlsbad Police Department requested that a prima facie speed limit be established upon Melrose Drive from Alga Road to Palomar Airport Road. This newly constructed road segment
was opened to the public on October 1, 1998. Additionally, the portion of Melrose Drive between
Ranch0 Santa Fe Road and Alga Road, currently posted with a 45 mile per hour speed limit, was
re-evaluated based upon results of the recent Engineering and Traffic Survey.
Melrose Drive is designated as a prime arterial on the Circulation Element of the General Plan.
Except for the portion between Corintia Street and Ranch0 Santa Fe Road, which has four traffic
lanes, Melrose Drive is built as a six lane, divided road according to City standards for a prime
arterial.
Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establish
a prima facie speed limit on the basis of the results of an Engineering and Traffic Survey. The
Engineering and Traffic Survey considers such factors as the number of collisions that have
occurred on the road segment, roadway features, adjacent land uses, driveway locations, traffic
volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sight distance, and conditions that may not be readily apparent to the driver.
At their meeting of November 2, 1998, the Traffic Safety Commission considered the results of the
Engineering and Traffic Survey to establish a prima facie speed limit upon Melrose Drive. The
Commission recommended establishing a 55 mile per hour prima facie speed limit from Alga Road to Palomar Airport Road. Because Melrose Drive now extends northerly of Alga Road, the
Commission recommended revising the existing 45 mile per hour prima facie speed limit from Ranch0 Santa Fe Road to Alga Road to a 50 mile per hour prima facie speed limit.
The current version of the Engineering and Traffic Survey is on file in the Ofice of the City Traffic
Engineer.
FISCAL IMPACT:
Changing two speed limit signs on Melrose Drive between Ranch0 Santa Fe Road and Alga Road
will cost about $250.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER
10.44, OF THE CARLSBAD MUNICIPAL CODE BY THE
AMENDMENT OF SECTION 10.44.240 TO ESTABLISH A PRIMA FACIE 50 MILE PER HOUR SPEED LIMIT UPON MELROSE
DRIVE FROM RANCH0 SANTA FE ROAD TO ITS
INTERSECTION WITH ALGA ROAD AND A 55 MILE PER HOUR
SPEED LIMIT UPON MELROSE DRIVE FROM ALGA ROAD TO
ITS INTERSECTION WITH PALOMAR AIRPORT ROAD.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is amended
by the revision of Section 10.44.240 to read as follows:
“10.44.240 Melrose Drive:
a. Upon Melrose Drive from Ranch0 Santa Fe Road to its
intersection with Alga Road, the prima facie speed limit shall be fifty
miles per hour.
b. Upon Melrose Drive from Alga Road to its intersection with
Palomar Airport Road, the prima facie speed limit shall be fifty-five
miles per hour.”
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption
and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to
be published at least once in a newspaper of general circulation in the City of Carlsbad within
fifteen (15) days after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the
day of , 1998, and thereafter,
