PLANNING COMMISSION APPOINTMENTS
Adopt Resolution Nos. 4 &&r/o6 , and 98 ’ ‘/D? , appointing two members to the Planning
Commission.
ITEM EXPLANATION:
The term of Courtney Heineman expires in April, 1998. Mr. Heineman was originally appointed
in June, 1996, to fill an unexpired term, and has served twenty-three months.
The term of Mario Monroy also expires in April, 1998. Mr. Monroy was originally appointed in
May, 1994, and has served four years. Mr. Monroy does m wish to be reappointed.
In accordance with Section 224.020 of the Carlsbad Municipal Code, members are appointed by
a majority vote of the City Council.
The appointees will serve four year terms which shall expire in April, 2002.
Other members of the Planning Commission are: Bill Compas, Robert Nielsen, Bailey Noble,
Peggy Savary, and Kim Welshons.
NOTE: Members of the Planning Commission are subject to the Political Reform Act
and must file Statements of Economic Interests.

Dear Mayor Lewis,
Five years ago when I applied for consideration as a Planning Commissioner, I was an unknown
quantity to you, as you were to me. Getting to know you over the past five years has been one of
the many pleasures associated with being a Parks and Recreation Commissioner. Serving on and
leading the Parks and Recreation Commission has been a very satisfying experiexe. I look back
with pride on resolving serious conflicts relating to active recreation on Agua Hediomla Lagoon
and street tree preservation. Now as I near the end of my second term I am looking for new
challenges. Honestly, lobbying for a fenced-in dog park provides a limited sense of personal
achievement. So now, five years later, with a demonstrated record of service to the city I
respectfully request consideration for appointment to the Planning Commission.
Five years ago the Batiquitos Lagoon Foundation was a loosely organ&d group of eco-
advocates who routinely jousted with the Council As Foundation president for the past six
years, I take great pride in noting the close relationship that has developed between the
Foundation and the City. In partnership with the City we developed a corps of docents that extoll
the natural wonders of the lagoon and the engimering marvels of the Enhancement Project to
children and adults from all over the county. Even in the face of trying events relating to
agricultural mitigation funds and the Flower Fiekls we have shown support for Team Carl&ad
and have actively worked to facilitate agreement between the City and Coastal Conservancy.
In my spare time away from my volunteer career I am environmental consultant and thus familiar
with land use planning, CEQA policy, environmental impact assessment, and mitigation design I
believe that my demonstrated city service, community service, and professional experience qualify
me for the position of Planning Commissioner. I look forward to meeting with you personally to
