HD. t-@b- J-G. 12-15-98 EPT. m CURRENT AND NEW POSITIONS; AND AMEND BUDGET AND CITY ATTY brz’ GENERAL EMPLOYEES’ SALARY SCHEDULE CITY IMGRi: ECOMMENDED ACTION: Adopt Resolution No. ‘I 6: - W 6 establishing the new classifications of Systems Administrator I, II, III and Applications Specialist I, II, III; deleting the classifications of Computer Operator/Programmer, Programmer/Analyst, Systems Analyst, Public Safety Systems Specialist, Network Specialist I and II; reclassifying eleven positions into the new series; and amending the FY 98-99 budget and General Employees’ Salary Schedule to reflect the proposed changes. ITEM EXPLANATION: Information technology is one of the fastest growing industries dramatically affecting the way in which business is conducted today. In the last five years, the City has experienced an enormous change in the use of technology increasing our capacity to process information productively and efficiently affecting almost every aspect of our business. Parallel to these rapid business changes, the City’s staffing needs have also been rapidly evolving into broader specializations with constantly changing requirements. Based on this changing environment, the Information Systems Department requested a review of the information system classifications to provide more flexibility and breadth in the descriptions. In addition, staff surveyed the salaries in the market to ensure competitive compensation in hiring and retaining staff in this job field. As a result of this review, staff recommends the following changes: 1. Establish the new classifications of Systems Administrator I, II, III and Applications Specialist I, II, III. Amend the FY 1998-99 budget and the General Employees’ Salary Schedule to reflect the proposed changes. BACKGROUND The City’s information systems have changed significantly over the last five years. In the past, computer applications ran on closed systems which operated independently of each other. Typically, each application was used by one department and data was distributed by paper or voice. Today, the computer environment connects computers to both inside and outside the City’s systems sharing data on-line in an open system. Applications interface with each other to reduce manual data input and distribution as well as increase the accessibility to more information at a faster rate. In addition, the City’s network has grown from 200 personal computers (PCs), one minicomputer and one operating system to over 400 PCs with workstations and four minicomputers using four operating systems that “talk” to each other. See Exhibit 1 for a graphical display of the current information system network and applications. Because the technology is rapidly changing, a flexible classification series is necessary to accommodate the changing needs of the organization. The current job descriptions are job specific and limit the assignment of responsibilities to a functional area. The proposed job descriptions are broadly described to encompass general duties and responsibilities, yet flexible to accommodate unique responsibilities that may cross over several functional areas depending on where the position will be assigned. As the information systems grow across the City, the proposed classifications are designed to accommodate the variety and scope of assignments from the basic to the journey to the highly expert levels. All information system jobs City-wide will be encompassed into the proposed new series to link comparable responsibilities as the systems grow and develop. The attached job descriptions for Systems a PAGE3OFAB# /79&?3 Administrators and Applications Specialists (Attachment A and B) are submitted for Council consideration. In addition, the current high demand in the market for information technology jobs are dramatically raising the salary levels. Recent recruitments to till temporary and hourly jobs have been hampered by the City’s current salary ranges indicating the need to recommend more appropriate salary range levels. Council has approved five new positions in the FY 1998-99 budget and appropriate salary levels will be critical to finding qualified candidates for hire. NEW CLASSIFICATIONS AND SALARY ANALYSIS The Systems Administration series describes positions that support the operation and maintenance of the networks, integration to all systems and the applications numing on network systems. Positions assigned to these classes require knowledge of internal structures, functionality and capabilities of assigned operating systems. The levels progress as the complexity of assigned systems require more coordination between major service areas and technical expertise to integrate within City-wide systems. Application Specialists support the maintenance, modification and upgrade of assigned applications. Application Specialists require programming and department operations knowledge. Similarly, the levels progressively describe more complex applications which require multiple user coordination across major service areas. The salary market data collected includes the review of both public and private sector jobs based on mutual competition for the same qualified applicants. The proposed salary ranges are based on market data and include all internal information systems classification comparisons. Staff recommends placement of the Systems Administrator I, II, III in salary ranges 5 1, 87, 113 respectively; and Applications Specialist I, II, III in salary ranges 75,94, 109 respectively in the General Employees’ Salary Schedule. In order to accommodate the proposed new salary ranges, the General Employees’ Salary Schedule has been extended from range 91 to range 113 and is submitted for Council’s approval as Attachment C. RECLASSIFICATIONS Staff recommends that eleven current, new or vacant positions be reclassified into the proposed new series. 1. Systems Administrator I - four positions-ne current Network Specialist I and three new positions, now vacant, are recommended to be classified into the proposed ,Systems Administrator I at salary range 5 1. All four positions will be the support staff assigned to various major service areas to provide “help desk” or first-contact services to users on their PCs. The proposed lower salary range affects one incumbent who is currently in a probationary period ending in January. The Network Specialist I incumbent will be assigned to the new classification and salary range at the successful completion of the 3 PAGE4OFAB# 17 983 probationary period. The resolution preserves the Network Specialist I classification until the incumbent vacates it. 2. Systems Administrator II - two positions are currently classified as Network Specialist II and Public Safety Systems Specialist and are recommended to be reclassified. Both are responsible for local and wide area network integration across several major service areas as well as provide lead responsibilities to lower level staff in support of these functions. 3. Systems Administrator III - one vacant position is recommended by the Information Systems Department to be converted from a Computer Operator/Programmer to a Systems Administrator III. As the systems have become more complex and difficult, the department requires a position at a highly technical level to support the integration of the multiple systems and to ensure optimum system performance. 4. Applications Specialist I - two new positions are recommended to be classified at this level. One position will be assigned to the Geographic Information System (GIS) to support the expansion of this application. The other position will be assigned to the new Library facility to support the new minicomputer and the 150 PCs network system. 5. Applications Specialist II - one limited term position, currently classified as Programmer Analyst, is recommended to be classified at this higher level based on the assigned responsibility supporting the new Integrated Financial Accounting System (IFAS) which includes the budget, accounts payable, accounts receivable, purchasing and human resources/payroll systems. 6. Applications Specialist III - one position currently classified as Systems Analyst is recommended to be reclassified to this higher level based on the assigned responsibility to support multiple applications across several major service areas. His current duties include implementation of the new Permit system, support of the Library and GIS, and all the remaining applications on the old system, such as, Fleet and water billing, slated for conversion before January 2000. The increased cost to each department’s budgets is as follows: l Information Systems - The estimated total annual cost to reclassify eight current, new and converted positions is $35,000. l Police - There is no additional cost to reclassify the two positions because one new position originally budgeted at a higher salary level will cover the increased cost of the second position. l GIS - There is no additional cost because the budgeted salary of the new position is the same as the proposed salary for the new classification. FISCAL IMPACT: The estimated annual cost to reclassify eleven positions is $35,000. The Information Systems Department estimates their increased cost to be $17,000 for the remainder of FY 1998-99 and requires a fund transfer. Staff recommends the $17,000 be transferred f?om the PAGE5OFAE3# Pi; w.3 Council Contingency Account to the Information Systems Department account. Provide lead support for system management, configuration, security, resource monitoring, reporting and troubleshooting. Trains and supports users on system operation and maintenance.
