ENG AWARD OF CONTRACT FOR I - DEPT. HD. w - .P PALOMAR AIRPORT ROAD/I-5 RIGHT TURN LANE PROJECT NO. 3266 RECOMMENDED ACTION: Adopt Resolution No. c@I - 1 0 accepting bids and awarding Project No. 3268 for the construction of the Palomar Airport Road/l-5 Right Turn Lane to Peterson-Chase General Engineering Construction, Inc. ITEM EXPLANATION: This project involves the reconstruction of the northbound on-ramp, relocation of the northbound on-ramp signal, relocation of existing sidewalk, and construction of an additional 12-foot turn lane from Palomar Airport Road to northbound l-5 ramps. The majority of the improvements will be within CALTRANS right-of-way and jurisdiction. On October 13, 1998, the City Council approved the plans and specifications for the Palomar Airport Road/l-5 Right Turn Lane and directed the City Clerk to advertise for construction bids. On November 24, 1998, the following two (2) bids were received: 1. Peterson-Chase General Engineering Construction, Inc. 1 $197,677.00 2. Hazard Construction Company 1 $236,108.35 ENVIRONMENTAL COMPLIANCE: This project is categorically exempt from the California Environmental Quality Act (CEQA) as a Class l(c) Existing Facilities in that it involves only minor alterations to an existing road improvement. FISCAL IMPACT: The Engineer’s Estimate for the construction cost of the Palomar Airport Road/l-5 Right Turn Lane is $204,000. A cost breakdown of the costs are as follows: Design Construction Inspection/Administration (10% of Construction Costs) Construction Contingencies (I 5% of Construction Cost) TOTAL $60,000 $197,677 $19,767 $29,651 $307.095 Funds in the amount of $322,000 are available for the construction of this project. WHEREAS, bids have been received by the City of Carlsbad for the construction of said project; and WHEREAS, the low bid received to construct said project was submitted by 8 Peterson-Chase General Engineering Construction, Inc.; and 9 WHEREAS, the low bid received to construct said project submitted by Peterson-Chase ,* General Engineering Construction, Inc., is responsive; and 11 12 13 14 15 16 17 WHEREAS, funds in the amount of $322,000 are available for design, construction, administration, and inspection of said project; and WHEREAS, Subsection 3.28.172(c)(l) of the Carlsbad Municipal Code authorizes the City Manager to approve change orders in the amount equal to the contingency set at the time of the bid award. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 18 2. That the low bid of $197,677 submitted by Peterson-Chase General Engineering 19 Construction, Inc., for Project No. 3268 for construction of the Palomar Airport Road/l-5 Right 20 Turn Lane is hereby accepted and the Mayor is hereby authorized to execute a contract therefor. 21 3. That the award of this contract is contingent upon Peterson-Chase General 22 Engineering Construction, Inc., executing the required contract and submitting the required bonds and insurance policies, as described in the contract, within twenty (20) days of adoption of 23 this resolution. That the City Manager is hereby authorized to approve construction change orders up to $29,651.
