ENG RECOMMENDED ACTION: Adopt Resolution No. 9 4 - I y adopting the l-5 Corridor Landscape Master Plan as a set of guidelines for the future enhancement of the freeway corridor through the City of Carlsbad. ITEM EXPLANATION: In 1996, City staff was authorized to prepare a landscaping concept plan for the Interstate 5 corridor throughout the Carlsbad city limits, a distance of approximately 6.5 miles. This direction began as a result of an effort to landscape the recently completed improvements to the Palomar Airport Road interchange, During the review of that project, staff realized the need to establish a corridor theme along the l-5 route because of near term improvements to both the Poinsettia Lane and La Costa Avenue interchanges. Staff recommended that a landscape treatment program be established along the entire l-5 corridor in order to succinctly tie each interchange and the stretch of freeway in-between in a cohesive, theme based approach. The theme would be designed in such a way as to emphasize the coastal nature and historical aspects of the City. To assist in the development of the Landscape Master Plan, the Council appointed an ad-hoc committee, entitled the l-5 Corridor Landscape Advisory Committee, to assist in the development of the theme based approach. The Committee consists of one Council member, two Planning Commissioners, two Arts Commissioners, two members of the business community and two citizens at large. This Committee was formally appointed by resolution at the May 14, 1996 Council meeting. The first task of the Committee was the selection of a consulting firm, including an artist, for the development of the Master Plan document. After the review of proposals from interested firms including an oral interview process, the firm of Kawasaki, Theilacker, Ueno and Associates (KTU+A) was chosen. Based on the comments received from the Committee, in addition with public input from four community workshops, the consultant team developed several alternative conceptual approaches for the l-5 corridor. The lagoons were identified as key features unique to Carlsbad, with locations at the northern and southern ends, and one near the middle. The overall proposed art and landscape theme for the corridor uses the lagoons to link Carlsbad’s history with its future by using contemporary and historical art icons and images to accent a corridor landscape concept. Landscape plantings that simulate the aquatic plants of the lagoons are proposed to be used to carry the natural theme through the corridor. The Master Plan also proposes a phasing plan emphasizing landscape improvements first with art structures to follow as funding becomes available. The l-5 Advisory Committee determined that landscape improvement should have the highest priority for funding since much of the southern portion of the corridor is currently lacking adequate landscape planting. Additionally, the northern portion of the corridor is in need of landscape maintenance and clean up only. The proposed art and landscape improvements identified in the Master Plan for the entire corridor is estimated at $3.6 million. Page 2 of Agenda Bill No. or On December 9, 1997, the City Council authorized staff to solicit public input through presentations at the Planning, Parks and Recreation, and Arts Commission meetings including the display of the rendering boards at both City libraries. The Council further requested that the l-5 Corridor Landscape Advisory Committee review the public comments and make final recommendations for Council acceptance of the Master plan document. Therefore, staff and KTU+A provided detailed presentations as follows: l Arts Commission January 8,1998 l Parks and Recreation Commission January 19,1998 l Planning Commission March 4, 1998 Also, staff displayed the rendering boards and a copy of the document at both the downtown and La Costa libraries for a 30 day period at each location. Actual public comments were minimal in numbers. Staff received only three (3) comments from the 60 day period of display at the libraries. At the public meetings, no members of the public commented and only a few Commissioners provided insight. The following is a list of comments received from the three public meetings and public input from the library displays: 1. Generally, the comments received through both processes were mixed. A majority of the Commissioners supported the master planning effort with a concern about funding and long term maintenance costs. Based on the three comment forms from the libraries, all three were not in favor of spending money on the enhancement of the freeway corridor. 2. Wave on La Costa Avenue - As was expected, the Commissioners and the public were divided on this item. The concern is centered around the possibility of drivers being distracted. However, a few Commissioners thought that this idea had merit and should be included as an alternative in the final version. 3. Art Icons - A couple of the Arts Commissioners were concerned that the placement and size of the proposed art icons will distract the drivers on the freeway. 4. Long term maintenance - At all three Commission meetings, the Commissioners were concerned about the maintenance responsibility and costs for the City. 5. Priorities - The Commissioners agreed with the l-5 Committee that landscaping should be the first priority when funds become available. On April 20, 1998, the l-5 Corridor Landscape Advisory Committee convened to screen the comments received through the extensive public review process and develop final recommendations on revisions to the master plan. The l-5 Committee agreed with the above comments and added the following: 1. Priorities - The Committee unanimously agreed that the corridor enhancements should be implemented in phases with the first phase focusing on cleaning-up the existing landscaped areas in the northern portion of the City. The second phase would include planting the unimproved areas. However, the Committee also agreed to integrate the art elements in each phase so they can be installed to ensure compatibility with the landscaped themes. In addition, the interchanges should be enhanced beginning with the Palomar Airport Road connection with l-5 with the others following based on the availability of funding. -, Page 3 of Agenda Bill No. S;oOl 2. Implementation and future funding - The l-5 Committee recommended that this project be placed in the CIP, possibly on the unfunded list, such that staff reviews the elements of the master plan in light of possible funding. The Committee was concerned that this document would be “shelved” and forgotten. The Committee further recommended that the Council appoint a lead department to actively pursue various state and federal funding sources for implementation. By consensus, the l-5 Committee considered all the comments from the public forums as well as their Committee members recommended to accept the report and forward a summary of comments to the Council for final consideration. Based on the completed process, staff is recommending that no changes be made to the final document. In addition, since this completes the l-5 Master Plan, staff also recommends that the l-5 Corridor Landscape Advisory Committee be abolished and thanked for their time and efforts. Staff and representatives of KTU+A will be providing a brief presentation before the Council highlighting the aspects and recommendations for the Master Plan document. ENVIRONMENTAL REVIEW: The Planning Director issued a Negative Declaration on January 26, 1998 for this project. FISCAL IMPACT: As part of the adoption of the 1996-97 Capital Improvement Program, the Council appropriated $125,000 for the completion of the l-5 Corridor Landscape Master Plan. There is currently no funding available for the implementation of any identified enhancement project. However, with the adoption of the final document, the City would be in a position to include any project within the CIP. This document could also be used as a tool in order to require identified enhancement projects as mitigation for anticipated projects along the freeway. One such anticipated project would be the construction of HOV lanes adjacent to the median of the freeway. The removal of the Oleander bushes for the HOV lanes could require mitigation and the l-5 Landscape Master Plan would be the vehicle for the identification of appropriate landscape projects. No projects are being proposed as part of this action. However, if the Council desires, specific projects could be included in future Capital Improvement Programs and authorized as part of the annual budgetary process. EXHIBITS: 1.
