ENG TITLE- A AUTHORIZATION TO ADVERTISE FOR BIDS FOR ARENAL ROAD RECONSTRUCTION CITYAllY. Pncr PROJECT NO. 3590 RECOMMENDED ACTION: Adopt Resolution No. 99 - 18 approving plans and specifications, which are on file in the Engineering Department of the City of Carlsbad and authorizing the City Clerk to advertise for bids for Arenal Road Reconstruction, Project No. 3590. ITEM EXPLANATION: Staff recommends approval of the plans and specifications to reconstruct portions of Arenal Road between El Camino Real and the westward terminus of Arenal Road. Arenal Road was originally constructed with a curb-to-curb width of 64 feet in an 84-foot right-of-way. At the time Arenal Road was constructed, the street was planned to extend westerly beyond Columbine Drive, to provide access to the area now known as Aviara. Due to environmental constraints, it is no longer feasible to extend Arenal Road to this area. In connection with the City Council’s decision to open Lupine Road to through traffic, the City Council also made a decision to reduce the width of Arenal Road west of El Camino Real. The reconstruction project for Arenal Road will narrow the curb-to-curb distance at the intersection with El Camino Real to the width of a normal residential street. This narrowing of the road section will reduce the likelihood of motorists using Arenal Road as an access into the Aviara area. The narrowing of the street will extend approximately 300 feet west of El Camino Real. The project will also reconfigure the intersection of Arenal Road and Columbine Drive from a ‘7” to a knuckle. ENVIRONMENTAL REVIEW: The Planning Commission determined that the project is in conformance with the City’s General Plan. The project is a minor alteration of an existing street and involves no expansion of use. The project does not involve the removal of any scenic resource. The project is categorically exempt from the provisions of sections 15300 and 1530 (c) of the Guidelines of the California Environmental Quality Act. FISCAL IMPACT: The engineer’s estimated cost to complete this project is: Construction $84,653 Construction Contingency (15%) $12,697 Project Administration & Inspection (10%) $8,465 PROJECT TOTAL $105,815 , The Capital Improvement Program for 1998-99 has appropriated $150,000 for this project with the funds coming from Gas Tax revenues. Authorized funds on the project total $40,500 leaving $109,500 in funds available for the construction project. EXHIBITS: 1. 2. Location Map. WHEREAS, the City Council of the City of Carlsbad, California, has determined it 6 necessary, desirable, and in the public interest to undertake reconstruction work on Arenal Road 7 west of El Camino Real; and 6 WHEREAS, the Planning Commission of the City of Carlsbad has determined that the 9 project is in conformance to the City of Carlsbad General Plan; and 10 WHEREAS, the project is a minor alteration of an existing street and involves no 11 expansion of use, nor involves the removal of any scenic resource and, under Sections 15300 and 15301(c) CAC, is categorically exempt from the provisions of the California Environmental 12 Quality Act; and 13 WHEREAS, the plans, specifications, and contract documents for furnishing of all labor, 14 materials, tools, equipment, transportation and other expenses or incidental for said project have 15 been prepared and are on file in the Engineering Department of the City of Carlsbad and are ,6 incorporated by reference herein; and 17 WHEREAS, sufficient funds are available to construct the project. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, 18 California, as follows: 19 1. That the above recitations are true and correct. 20 2. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish, in accordance with State law, Notice to Contractors Inviting Bids for the Arenal Road Reconstruction, Project No. 3590.
