RECOMMENDED ACTION :
Adopt Resolution No. 99 -29 approving the Temporary Replacement Plan for Split Pavilion.
ITEM EXPLANATION :
At their October 3, 1998 meeting, Council awarded the contract for the demolition of Split
Pavilion. The contract includes removal of the structure, shaping of the existing soil into a low
mound, and replacing the north south walkway along the bluff top. The new walkway will be
made of “exposed aggregate” concrete (rough finish) to discourage skateboarding.
Council to date has taken no formal action on a temporary replacement plan. Exhibit 1 depicts
staffs proposed Temporary Replacement Plan which includes turf, new irrigation, and 10
concrete benches (similar to those existing on the boardwalk) set in small areas of decomposed
granite (the decomposed granite around the benches is also intended to discourage
skateboarding around the seating area). The work will be done by City forces.
The Council may also want to consider the option of leaving the area unimproved until more
permanent plans can be developed at a later date.
ENVIRONMENTAL REVIEW
The Planning Department issued a Notice of Exemption on August 20, 1998, and the Carlsbad
Design Review Board approved a Coastal Development Permit on October 8, 1998. The project
description for both these actions covered the elements depicted in the Temporary Replacement
Plan (Exhibit 1).
I FISCAL IMPACT:
The budget for the current demolition contract does not include funds for any replacement. Staff
recommends appropriating $23,000 from the General Capital Construction Fund to cover the
cost of the Temporary Replacement Plan.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING THE TEMPORARY
REPLACEMENT PLAN FOR SPLIT PAVILION
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to construct a Temporary Replacement
5 Plan; and 6
7 WHEREAS, an appropriation of $23,000 is required from and available in the
8 General Capital Construction Fund to cover the cost of constructing the Temporary
9 Replacement Plan.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, the following:
1. That the above recitations are true and correct.
2. That the Temporary Replacement Plan is hereby approved.
3. That an appropriation of $23,000 is hereby approved.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the City Council
