PLN e CITY MGRm RECOMMENDED ACTION: That the City Council consider the street name change requested by LEGO, and if the finding of overriding economic and social considerations can be made, to ADOPT Resolution No. 49 - UC , renaming a portion of Cannon Road/LEGOLAND Drive. 1 ITEM EXPLANATION: LEG0 has written to the City Council requesting approval of a street name change for a portion of Cannon Road. The segment that would be renamed is the immediate vicinity of the l-5 Freeway between the northbound and southbound ramps, as shown on Exhibit 2. The request is to change the name of this segment to Cannon Road/LEGOLAND Drive. LEGO’s letter states that the reason for the requested change is to make it easier for visitors to LEGOLAND to find the park from the l-5 Freeway. LEG0 is concerned that people coming to LEGOLAND who are unfamiliar with Carlsbad may not know that Cannon Road is the proper exit and may exit at other points along the freeway. CALTRANS will not allow directional statements for private development on their freeway signs. Their policy is to allow only the names of streets that intersect with the freeway. LEGO’s proposal would result in a street name that identifies the proper exit for LEGOLAND and is consistent with CALTFWNS policy. The City’s street naming policy (Policy No. 20) allows the City Council to directly approve a street name change when such change is due to overriding economic or social considerations. It is staffs understanding that LEG0 is asking for approval of the street name change pursuant to this provision. LEGO’s arguments in favor of the request are contained in their letter and are self- explanatory. A City Council Resolution of approval is provided with this agenda bill. If the City Council finds that overriding economic or social considerations exist, your action would be to adopt Resolution No. ?? r VC/ approving the street name change. If the City Council does not find that approval of the request is karranted, or if a variation on the proposal is desired, your action would be to deny the request and direct staff by motion. (Gary Gallegos from Caltrans partly participated via conference call). Enclosed with this letter is LEGO’s official recommendation to City Council, requesting approval. Supported by Caltrans, LEG0 strongly recommends the overhead highway signage solution as being the right thing to do! This is based primarily on safety, visitor service and traffic management points of view. Recalling Team California’s initial invitation to LEGO, we never predicted highway signage to be an issue at this late stage, just two months before opening date. LEG0 acknowledges that this recommendation is costly, and therefore please read LEGO’s acceptance to pay for the extra cost as an indication of the seriousness of the problems we believe could be the consequences of the limited signage which is currently being planned. We very much hope for City Councils timely approval of LEGO’s recommendation and offer to pay for the extra cost, allowing the signage program to be effective as of March 13, 1999. I Bob Montgomery cc: Bill Haviluk Ray Patchett Gary Gallegos, Caltrans Proposal for Cannon Road Street Name Change LEGOLAND recommends that the City Council consider and adopt a resolution changing the name of a short section of Cannon Road to “Cannon Road / LEGOLAND Drive.” The name change applies only to the section of Cannon Road between the north and south bound Interstate 5 freeway off-ramps underneath the overpass. Cannon Road would otherwise remain unchanged. The purpose of this street name change is to provide clear direction to LEGOLAND visitors on the freeway that they must use the Cannon Road / LEGOLAND Drive off-ramp to reach LEGOLAND. Without this change, many park visitors not familiar with Carlsbad may unknowingly exit the freeway onto Palomar Airport Road, Carlsbad Village Drive, Tamarack or Poinsettia Lane/Aviara Parkway. Renaming this section of Cannon Road will make it possible for CALTFUNS to place the name “Cannon Road / LEGOLAND Drive” on the overhead freeway signs. Based on CALTRANS policies, “LEGOLAND Drive” can not be identified on the overhead freeway signage unless Cannon Road is renamed at the off-ramps to include “LEGOLAND Drive.” Although CALTRANS will be providing two small signs for LEGOLAND in the shoulder of the freeway instructing guests to use Cannon Road, these signs are located only at the Cannon Road off-ramps and do not give sufficient notice further up the freeway. By identifying LEGOLAND Drive at more northerly and southerly points on the freeway, the visitor should not mistakenly exit at other local streets such as Carlsbad Village Drive and Palomar Airport Road. Following is an example of the change that would be made to one of the freeway signs: Existing: Carlsbad Village Dr II2 Tamarack Ave 1 Cannon Rd 2 Proposed: Carlsbad Village Dr l/2 Tamarack Ave 1 Cannon Rd Legoland Dr 2 The name change will make it possible to modify a total of nine overhead freeway signs located as far north as Carlsbad Village Drive and as far south as Poinsettia Lane/Aviara Pkwy (see attached map for approximate locations). This will give adequate advance notice to motorists making it possible for them to move into the right hand lane in time to exit at Cannon Road/LEGOLAND Drive. Precedent for this type of street name change has been set in the City of Carlsbad at the Poinsettia Lane/Aviara Pkwy freeway off-ramp. To implement that change, the City renamed a portion of Poinsettia Lane at the freeway intersection to “Poinsettia Lane/Aviara Parkway”. This enabled CALTRANS to place “Aviara Pkwy” on the freeway signs. During the entitlement process for LEGOLAND, the City’s clear intention was for Cannon Road to be the primary access route to LEGOLAND. The City was specifically seeking to reduce any additional visitor traffic on Palomar Airport Road that the park might generate. Please refer to the Curlsbad Ranch Specific Plan, approved by the City Council in January of 1996. The Specific Plan identifies Cannon Road as the primary means of access to LEGOLAND. The following paragraph on page 117 states: “Parkinp and Circulation: Access to the guest parking will be taken from LEG0 Drive by way of Cannon Road. All directional signage including freeway signs, signs on Palomar Airport Road and promotional advertisements shah direct motorists towards Cannon Road.” LEGOLAND recommends this action in the best interest of the City of Carlsbad. This will ensure the park visitor finds his way easily, safely, and directly to the park, thereby achieving the traffic management goals referenced above. - TY OF CARLSBAD EXHIBIT 4 CO~CIL POLICY STATEMENT General Subject: STREET NAMES AND ADDRESSES Specific Subject: STREET NAMING AND ADDRESSING POLICY Policy No. 20 Date Issued b/22/97 Effective Date 4/22/97 Cancellation Date Supersedes No. Copies to: City Council, City Manager, City Attorney, Department and Division Heads, Employee Bulletin Boards, Press, File BACKGROUND: Due to the number of streets existing and planned in the City of Carlsbad, the City Council determined that it was in the public interest to adopt a policy for naming and numbering new public and private streets and changing the names of existing streets, according to authority given in Government Code section 3409 1.1. The Community development Director has determined that it is in the public interest to revise the existing policy for naming and numbering new public and private streets to conform to the Carlsbad Post Offrce’s future computer processing system. PURPOSE: 1. To establish a policy ensuring a uniform system for naming and addressing new public and private streets in subdivisions and developments in the City of Carlsbad. 2. To establish a policy ensuring a uniform system for changing existing street names in the City of Carlsbad. POLICY: 1. All proposed new public and private street names shall conform to the Geographical Area Classification Map (Exhibit A) of this Policy. 2. All proposed street names (public and private streets) shall conform to the Authorized Street Designation List (Exhibit B) of this Policy. 3. The main name for a street shall be used only once. 4. All proposed building numbers shah conform to the general system for numbering buildings provided in this Policy. PROCEDURES: 1. All tentative map developers shall submit street names for approval to the Planning Department for all private and public streets proposed. These names shall be shown on the first submittal of the Tentative Subdivision Map. 2. In all cases, street names shall be consistent with the Council Policy. No street names will be approved that use the main name more than once. If there is a Toledo Street, there will never be a Toledo Way, Toledo Court, etc. 8
