H/RED CITY OF CARLSBAD - AGENIJA BILL TITLE- -- APPOINTMENTS TO HOUSING COMMISSION I RECOMMENDED ACTION: Approve City Council Resolution No. @-sA to appoint five (5) members to the Housing Commission. I ITEM EXPLANATION As a result of adoption of Ordinance NS-467, new City Council appointments need to be made to the Housing Commission. The Council Subcommittee recommended that the Housing Commission continue with the following existing members assuming the new functions outlined within the new Ordinance: Kathleen Dunn-Wellman (At Large), Kathleen Walker (At Large), Ed Scarpelli (At Large), Roy Latas (Rental Assistance - General), and Bob Rose (Rental Assistance - Senior) . However, due to Kathleen Dunn-Wellman’s recent resignation, it would not be possible for the Council to approve this recommendation as originally submitted by the Council Subcommittee. As a result, on January lgth, the City Council approved the recommendation of the Subcommittee to appoint the following four members to the Commission: Kathleen Walker, Ed Scarpelli, Roy Latas, and Bob Rose. The Council has not yet indicated the length of the initial terms to be served by each of these members. The Council decided to continue the matter for 2 to 3 weeks to allow time for further consideration prior to appointing the fifth member to the Commission. This item has been returned to the City Council at this time for consideration of the fifth member appointment to the Housing Commission. In addition, the Council will need to designate the length of the initial terms for each of the newly appointed members. Staff Recommendation Staff is recommending that the City Council make the final appointment to the Commission. Then, the City Council may approve the attached Council Resolution indicating the initial terms for each member. The new Ordinance states that the initial terms of the Commission shall be staggered as follows: two members shall serve for a period of 2 years and three members shall serve for a period of 4 years. FISCAL IMPACT No fiscal impact. EXHIBITS 1. Commission as representatives of the City’s Tenant-Based. (Section 8) Rental Assistance Program - one to represent the program in general and the other to represent the senior population. NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2.
