RECOMMENDED ACTION:
Staff recommends Council adopt Resolution No. VI-60 awarding fire hose
bids for the period February 17, 1999 through February 16, 2bO0, with the option
to renew the contract for three (3) additional one (1) year periods to Fire Service
Specification, Allstar Fire Equipment Inc. and Supply and KMP Fire.
ITEM EXPLANATION
The City of Carlsbad and eleven (11) other member agencies of the San Diego
County Fire Equipment Committee participated in the joint cooperative bid for
various types of fire hose. Although a bid for this hose was awarded slightly more
than one year ago, staff decided two significant specification changes justified a
rebid. First, a modification in the hose outer liner would provide a cost savings
without compromising hose performamce. Secondly, specifications were
changed for the inner liner of two hose types to allow transport of potable water.
This will provide important safety benefits in emergency situations.

Based on a questionnaire distributed to the agencies, an estimated quantity of
25,000 feet of fire hose will be purchased from this bid which contained seven
items in three categories. The anticipated orders will result in hose purchases in
excess of $60,000. Each individual public agency will place their respective
order(s) with the selected vendor.
In accordance with Section 3.28.120 of the Municipal Code, Notice to Bidders
was published and Requests for Bid were sent to thirteen vendors. Eight
responses were opened, witnessed and recorded on January 5, 1999.
Representatives from San Diego County Fire Equipment Committee and the
Purchasing Department evaluated the bids and made the following
recommendations:
The lowest, responsible bidder submitting a responsive bid for items 1, 2, 4 and
5 was Fire Service Specification and Supply. The lowest, responsible bidder
submitting a responsive bid for item 3 was Allstar Fire Equipment Company. The
lowest, responsible bidder submitting a responsive bid for items 6 and 7 was
KMP Fire.
All three vendors accepted the Public Agency Clause allowing any public agency
in the State of California to participate in this award during the contract period.

FISCAL IMPACT
The City of Carlsbad’s Fire Department anticipates spending approximately
$4500 for fire hose this fiscal year. These funds are available in the Fire
Department’s Fire Hose and Appliances Account.

9 NOW THEREFORE BE IT RESOLVED by the City Council of the City of Carlsbad,

1. That the bid from Fire Service Specification and Supply, PO Box 10817,
Santa Ana, CA for items 1, 2, 4 and 5 is hereby accepted and the
Purchasing Officer is hereby authorized to execute a Purchase Order for
these items as the need arises for a period of one year beginning February
17, 1999 through February 16, 2000 which may be renewed by the City
Manager for three (3) additional one (1) year periods.

2. That the bid from AllStar Fire Equipment Inc., 13450 Brooks Drive, Unit A,
Baldwin Park, CA for item 3 is hereby accepted and the Purchasing Officer
is hereby authorized to execute a Purchase Order for these items as the
need arises for a period of one year beginning February 17, 1999 through
February 16, 2000 which may be renewed by the City Manager for three (3)

6 and 7 is hereby accepted and the Purchasing Officer is hereby authorized
to execute a Purchase Order for these items as the need arises for a period
of one year beginning February 17, 1999 through February 16, 2000
which may be renewed by the City Manager for three (3) additional one (1)
year periods.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the
City of Carlsbad held on the 16th day of February , 1999, by the following
vote, to wit:
