RECOMMENDED ACTION:
Adopt Resolution No. 99 - 0 Y authorizing staff to pursue Transportation Development Act
(TDA) funding from SANDAG for construction of bicycle and pedestrian facilities in various locations throughout Carlsbad.
ITEM EXPLANATION:
Each year, SANDAG administers distribution of approximately $2500,000 for non-motorized facilities throughout San Diego County for bicycle and pedestrian projects under special provisions of the Transportation Development Act (TDA). Claims for this money can be initiated by any city located in San Diego County by completing an application form and the annual TDA claim form. Projects submitted must be included in an adopted City plan and be included on the seven-year Regional Transportation Improvement Plan (RTIP) update. This update, modified by adding new projects, is submitted annually by the City’s Traffic Engineering Department staff. A resolution
from the City Council for each funding cycle for requesting TDA funding is required as part of the
application process.
At the February 1, 1999 meeting of the Traffic Safety Commission, the Commission recommended 4-O with one abstention that TDA funding be pursued for the following four projects:
Proiect No. 1 - Faraday Avenue Bicvcle Lanes
Faraday Avenue will be constructed to full controlled collector standards (including bicycle lanes) from its current westerly terminus at the boundary of the Carlsbad Research Center development through the future Veteran’s Memorial Park site to Cannon Road. This funding request is for the bicycle lane portion of the project which is estimated at $95,850.
Proiect No. 2 - Alaa Road Sidewalk
This project will construct sidewalk on the south side of Alga Road from Paseo Candelero to Cazadero Drive. This project also includes the construction of a retaining wall (30” high) and a drainage system behind the wall, which is necessary to construct the sidewalk. The cost of the sidewalk, retaining wall, and drainage system is estimated at $126,560.
Proiect No. 3 - Vallev Street Sidewalk
This project will construct missing segments of sidewalk on Valley Street from Basswood Avenue
to just north of Oak Avenue. The cost of the sidewalk construction is estimated at $45,360.
Proiect No. 4 - Laauna Drive Sidewalk
This project will construct sidewalk on the south side of Laguna Drive from Pio Pica Drive to Elmwood Avenue adjacent to City Hall and the City Library. The cost of the sidewalk construction is estimated at $12,590.
The total cost of the Traffic Safety Commission recommended list of projects for application in the 1999-00 Transportation Development Act funding cycle is $280,360.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING STAFF TO PURSUE
TRANSPORTATION DEVELOPMENT ACT (TDA) FUNDING FROM
SANDAG FOR CONSTRUCTION OF BICYCLE AND PEDESTRIAN FACILITIES IN VARIOUS LOCATIONS THROUGHOUT CARLSBAD.
WHEREAS, the City Council of the City of Carlsbad, California has determined that
bicycle and pedestrian facilities shall be part of roadway improvements as indicated in the
Circulation Element of the General Plan; and
WHEREAS, the San Diego Association of Governments (SANDAG) has solicited from
cities projects for the seven-year Regional Transportation Improvement Program; and
WHEREAS, the construction of sidewalk improvements in Carlsbad has been included on
the seven-year Regional Transportation Improvement Program; and
WHEREAS, funds have been established and are available through SANDAG to local
governments for construction of non-motorized improvements which include bicycle and

pedestrian facilities.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

California, as follows:

1. That the above recitations are true and correct.

2. 19 That the City Council authorizes the submittal of an application to the San Diego
20 Association of Government (SANDAG) for the construction of bicycle and pedestrian facilities in
21 various locations throughout Carlsbad.

3. The City Engineer of the City of Cadsbad is hereby authorized and empowered to
execute in the name of the City of Carlsbad all necessary applications to implement and carry out
the purposes specified in this resolution.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 16th day of February , 1999 by the following vote, to wit:
