PUBLIC HEARING FOR LOCAL LAW
ENFORCEMENT BLOCK GRANT FUNDING
IEPT. POL
RECOMMENDED ACTION:
CITY OF CARLSBAD - AGENDA BILL
MGR- CITY
1. City Council hold a public hearing regarding the proposed use of Department of Justice Local
Law Enforcement Block Grant funds.
2. City Council adopt Resolution No. W-65 accepting the Block Grant funds and
appropriating the funds to support various police department functions.
ITEM EXPLANATION:
The City of Carlsbad’s application for funding under the US Department of Justice’s Local Law
Enforcement Block Grants Program from the Omnibus Fiscal Year 1998 Appropriations Act was
approved in the amount of $88,708.
These one-time funds can be used only to enhance but not replace law enforcement budgets and
must be spent within two years from the receipt of the grant. The federal funds may not exceed 90
percent of the total program costs. The City must provide at least 10 percent of the total program
cost in cash. It is recommended that these matching funds come from the police asset forfeiture
fund. With a block grant award of $88,708, the cash match must be $9,856 for a total program
funding amount of $98,564 for eligible projects/programs.
1. The police department is requesting that the following appropriations totaling $98,564 be made:
Containment team equipment ($26,000), North County drug court support ($lO,OOO), total
station surveying system ($1 O,OOO), recruiting video and portable monitor ($1 O,OOO), community
awareness/education program (lO,OOO), shotguns for new patrol vehicle program ($8,500),
Palomar police academy defensive tactics facility support ($5,000), PC software for ARJIS
($5,000), equipment for two new evidence technicians ($4,400), Scantron system ($4,000),
citizens academy ($3,500), spike strips ($2,164). These proposed expenditures comply with the
requirements of the grant.
2. As required by the regulations for the funding, an advisory committee must make
recommendations to the City Council on the projects proposed for funding under the subject
block grant. The Carlsbad Advisory Board met on January 14, 1999, and recommended City
Council approval of staffs proposed expenditures.
A public hearing must be held regarding the proposed use of the funds and must be held prior to
the obligation of the funds. Staff is recommending that the City Council accept public testimony on
the proposed expenditures as explained above. If the proposed expenditures are acceptable, staff
then recommends that the City Council approve the attached resolution accepting the funding and
appropriating funds to the projects noted above.
FISCAL IMPACT:
The total program cost is $98,564; $88,708 would come from the block grant award. The required
cash match of $9,856 would be appropriated from the police asset forfeiture fund.
