AUTHORIZATION TO ADVERTISE FOR BIDS FOR MTG. 3/i 6/99 CARLSBAD BOULEVARD BIKE LANE CITY ATT@

RECOMMENDED ACTION:
Adopt Resolution No. 9 4- 8 9 approving plans and specifications and authorizing
the City Clerk to advertise for bids for the construction of the Carlsbad Boulevard Bike Lane,
Project No. 3591.
ITEM EXPLANATION:
Plans and specifications to construct the Carlsbad Boulevard Bike Lane have been completed. This
project involves the installation of 300 lineal feet of eight-foot wide bike lane to complete a missing
segment on northbound Carlsbad Boulevard, beginning 350 feet north of Island Way. This project
will also require some re-grading of slopes and additional paving and striping.
ENVIRONMENTAL REVIEW:
This project is categorically exempt from the California Environmental Quality Act (CEQA) as a
Class 4 Section 1530(h) and a Notice of Exemption was issued by the Planning Director on
December 29,1998. This Project is within the Coastal Zone and a Minor Coastal Development
Permit was issued by the Planning Department on December 30,1998.
FISCAL IMPACT:
The Engineer’s Estimate for the construction cost of Carlsbad Boulevard Bike Lane is $45,631.
A breakdown of the costs are as follows:
Design $10,000
Construction $45,631
Inspection/Administration (15% of Construction Costs) $6,845
Construction Contingencies (15% of Construction Cost) $6,845
TOTAL $69,321
Funds in the amount of $35,000 have been appropriated. Additionally SANDAG has deposited
funds in the amount of $53,500 for this project as a part of the 1999 Transportation Development Act (TDA). Staff requests that the City Council approve the appropriation of the TDA funds.

RESOLUTION NO. 99-89
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND
AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE CARLSBAD BOULEVARD BIKE LANE,
PROJECT NO. 3591.
WHEREAS, the City Council of the City of Carlsbad, California has determined it
necessary, desirable, and in the public interest to construct Carlsbad Boulevard Bike Lane; and
WHEREAS, the plans and specifications for furnishing of all labor, material, tools,
equipment, transportation and other expenses necessary or incidental of said project have been
prepared and are on file in the Engineering Department of the City of Carlsbad and are
incorporated by reference herein; and
WHEREAS, TDA funds in the amount of $53,500 are available for this project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications, and contract documents are on file in the office of the
City Engineer.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish, in
accordance with State law, a Notice to Contractors Inviting Bids for the construction of Carlsbad
Boulevard Bike Lane, Project No. 3591, in accordance with the plans, specifications, and contract
documents referred to herein.
4. That the appropriation of Transportation Development (TDA) Funds in the amount of
$53,500

5. That the Finance Director is hereby authorized to transfer the Transportation
Development (IDA) Funds in the amount of $53,500 to the project account.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 16th day of March 1999 by the following vote, to wit:
