RECOMMENDED ACTION:
Adopt Resolution No. 5 9 c / 0 3 approving out-of-state travel for Mayor Pro Tern Matt Hall and Council
Member Ann Kulchin to attend the Transforming Local Government Conference in Clearwater, Florida, May
12-15, 1999.
ITEM EXPLANATION:
Transforming Local Government 1999 is the annual conference of The Innovation Groups. This national
conference will showcase the best practices of change and innovation in local government, and will feature
new approaches and strategies from other cities’ top organizational change efforts. The City of Carlsbad has
been asked to participate in the conference as presenters focusing on the City’s experiences in managing the
strategic change process developed through the City’s strategic planning process. Mayor Pro Tern Hall and
Council Member Kulchin’s comments will occur during the “Engaging Your Organization in Change” session
of the conference, which will cover critical leadership and management challenges in effecting change in an
organization. Additional presenters from the City of Carlsbad include City Manager Ray Patchett and
Administrative Services Director Jim Elliott. Participants will examine their current and/or planned change
initiatives and will learn about the essential principles for successful engagement. Participation in the
Transforming Local Government 1999 conference will present an excellent opportunity to highlight the City
of Carlsbad’s efforts in this area, while at the same time learning how other jurisdictions are innovating and
managing change. Staff recommends that Council approve out-of-state travel for Mayor Pro Tern Hall and
Council Member Kulchin.
FISCAL IMPACT:
The total cost for Mayor Pro Tern Hall and Council Member Kulchin to attend this conference for four days
will be approximately $2,750. There are sufficient funds in the City Council Department budget to
accommodate this cost.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, APPROVING OUT-OF-STATE
TRAVEL FOR MAYOR PRO TEM HALL AND COUNCIL MEMBER
KULCHIN TO ATTEND THE TRANSFORMING LOCAL
GOVERNMENT 1999 CONFERENCE
WHEREAS, the Transforming Local Government 1999 Conference will be held in
Clearwater, Florida from May 11 through May 15, 1999; and
WHEREAS, this national conference will feature the best practices of change and
innovation in local government, which directly relates to the strategic planning and strategic
change process the City of Carlsbad is currently undertaking; and
WHEREAS, representatives from the City of Carlsbad have been requested to participate
as speakers at this conference, sharing the City’s experiences in how the City organization is
managing change efforts; and
WHEREAS, there are sufficient funds available in the City Council Department Budget
for Mayor Pro Tern Hall and Council Member Kulchin to attend this conference; and
WHEREAS, the City Council of the City of Carlsbad, California hereby finds it
necessary, desirable and in the public interest to authorize out-of-state travel for Mayor Pro Tern
Hall and Council Member Kulchin to attend the Transforming Local Government 1999
Conference in Clear-water, Florida.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the city of Carlsbad,
California, as follows:

2. That out-of-state travel is hereby authorized, in accordance with City policy,
for Mayor Pro Tern Hall and Council Member Kulchin to attend the Transforming
Local Government 1999 Conference in Clear-water, Florida.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
Council held on the 23rd day of March , 1999, by the following vote, to wit:
