H/RED RECOMMENDED ACTION: Adopt Resolution No. 9 9 a 120 approving an appropriation of $4,688 from the Housing Trust Fund to provide funding assistance for the Vista Winter Regional Emergency Shelter. ITEM EXPLANATION: On December 8, 1998, the City of Vista declared a crisis regarding the need for a Winter Emergency Shelter. Vista opened an emergency shelter within seven days to serve homeless individuals in North County. A case management program was included in the shelter operations to refer individuals to appropriate agencies for further assistance. The shelter closed on March 15, 1999. City of Vista staff report that the shelter and case management program were very successful in assisting many of homeless persons from North County. Providing the shelter cost the City of Vista approximately $87,000. The Federal Emergency Management Agency will be providing approximately $15,000 in funding assistance for the shelter. The City of Vista is requesting funding assistance from other North County cities to help offset their cost of providing the regional shelter. As of March 5, 1999, the shelter served 430 people, including 45 children and teenagers. There were 28 individuals from Carlsbad seeking assistance at the shelter. Based on these estimates and the City of Vista’s costs to provide the shelter, minus the anticipated FEMA contribution, the cost to provide shelter for those from Carlsbad was approximately $4, 688. RECOMMENDATIONS: Staff recommends that the City Council approve an appropriation of $4,688 from the Housing Trust Fund to help offset The City of Vista’s cost of providing the 1998-99 Winter Regional Emergency Shelter. FISCAL IMPACT: A total undesignated balance of approximately $2,529,000 currently exists in the Housing Trust Fund. Appropriation of a $4,688 financial contribution to help offset the City of Vista’s cost to operate the Emergency Winter Shelter will not substantially impact the fund balance. EXHIBITS: 1. WHEREAS, the City of Carlsbad desires to cooperate with other local agencies to address the shelter needs of homeless persons and families; and WHEREAS, the City of Vista is requesting assistance in funding the 1998-99 Vista Winter Regional Emergency Shelter for homeless individuals; and WHEREAS, approximately twenty-eight individuals from Carlsbad utilized the 1998-99 Vista Winter Regional Emergency Shelter; NOW, THEREFORE, BE IT RESOLVED as follows: 1. That the above recitations are true and correct. 2. That the City Council hereby appropriates $4,688 from the Housing Trust Fund as a financial contribution to the City of Vista for their Winter Regional Emergency Shelter and authorizes the City Manager to forward the contribution to the City of Vista. Within seven days the City opened the Vista Emergency Shelter serving North County homeless individuals and families. The shelter has been very successful providing cased managed services to homeless resident’s of North County. The cost of running the shelter this year was approximately $87,000. The City of Vista respectfully requests that North County Cities located in the shelter’s service area provide contributions to assist with the cost. of operating the shelter. . While some cities hate allocated and approved funding for the shelter, others have not. If your City has approved funding, thank you. If you have not sent the funds, please send them as soon as possible. If your City has not approved funding yet, the City of Vista respectfully requests that you consider providing assistance. The shelter will close qn March 15, 1999. From December 15 to March 5,430’people used the shelter, including 45 children and teen-agers. Of the 430 people served, 122 were from Oceanside, 63 were from Escondido, 57 were from San Diego, 28 were from CarJsha$23 were from San Marcos, 8 were from Encinitas, and the remaining from other tieas.
