ITEM EXPLANATION:
On March 3, 1998, the Planning Commission conducted a public hearing and recommended
approval (7-O vote) of a street name change to rename LEG0 Drive to LEGOLAND Drive.
LEGOLAND California has requested the name change consistent with the adopted LEGOLAND
development agreement.
The proposed street name change conforms to all requirements of the City Council’s Street Naming
and Addressing Policy No. 20, based on the following:
1, The name LEGOLAND does not conflict with other street names in the City.
2. The Police and Fire Departments have stated that, provided their emergency response maps
and databases are updated, no emergency response concerns exist with the proposed street
name change.
3. The name LEGOLAND Drive does not exceed 16 letters and spaces which is the maximum
established in Policy No. 20.
An additional consideration is the fact that the road segment will only affect one address which is
LEGOLAND California.
ENVIRONMENTAL REVIEW:
The renaming of a street is exempt from environmental review pursuant to Section 15301(g) of the
State CEQA Guidelines. The Planning Director will issue a Notice of Exemption upon final project
determination.
FISCAL IMPACT:
The fiscal impact to the City will be negligible since the applicant has agreed to pay all costs
associated with the street name change, including street signs and database updates, and has
accepted a condition of approval to that effect.

WHEREAS, pursuant to the provisions of the Municipal Code, the Planning
Commission did, on March 3, 1999, hold a duly noticed public hearing as prescribed by law to
consider a Street Name Change; and
WHEREAS, the City Council of the City of Carlsbad, on the 13th day of
April , 1999, held a duly noticed public hearing to consider said Street Name Change
and at that time received the recommendations, objections, protests, comments of all persons
interested in or opposed to SNC 98-03; and
NOW, THEREFORE, BE IT HEREBY RESOLVED BY The City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the LEG0 Drive Street Name Change (SNC 98-03) is adopted and
LEG0 Drive is renamed LEGOLAND Drive, and that the findings and conditions of the Planning
Commission as set forth in Planning Commission Resolution No. 4479, on file with the City
Clerk and made a part hereof by reference, are the findings and conditions of the City Council,

LEGOLAND California family park.
4. That the Planning Director has determined that the project is exempt from the
requirements of the California Environmental Quality Act (CEQA) because it is not
a “project” under CEQA and will not have any adverse significant impact on the
environment.

1. Staff is authorized and directed to make or require the Developer to make all corrections
and modifications to the Street Name Change Documents necessary to make them
internally consistent and in conformity with City Council’s final action on the project.
Development shall occur substantially as shown on the approved exhibits. Any proposed
development different from this approval, shall require an amendment to this approval.
2. The applicant shall reimburse the City for any expenses related to changing LEG0
Drive to LEGOLAND Drive, such as street name signs, emergency response maps
and data bases.

I. COMMENDATION
That the Planning Commission ADOPT Planning Commission Resolution No. 4479
RECOMMENDING APPROVAL of Street Name Change SNC 98-03, based upon the findings
and subject to the conditions contained therein.
II. INTRODUCTION
The proposed street name change would rename LEG0 Drive to LEGOLAND Drive. The
proposed street name change is consistent with the City Council’s Policy No. 20 regarding street
naming and addressing. The only address that would be affected by the change is LEGOLAND.
Staff has no issues with the proposal.
III. PROJECT DESCRIPTION AND BACKGROUND
The name LEG0 Drive was identified early in the development process of the LEGOLAND park
for ease of reference. Since that time, the park has been officially named LEGOLAND
California and the LEGOLAND Drive name is more appropriate for the sake of a clear
association between the street and access to the park; Additionally, the development agreement
with LEGOLAND specifies that the street may be named LEGOLAND Drive.
IV. ANALysIs
As discussed above, the only document governing the naming and renaming of private and
public streets is City Council Policy No. 20, the Street Naming and Addressing Policy. In
addition to the regulatory documents, a street name or rename should not interfere with safe and
adequate circulation, including emergency response time. A street name change should also not
create adverse impacts to any existing residences or businesses on that street by affecting postal
or utility services. Therefore, the following analysis is divided into two sections, one discussing
compliance with the Council policy, the other discussing the potential circulation and local
property impacts.

A. Conformance with Council Policy No. 20
The Street Naming and Addressing Policy specifies the types of main names and suffixes for
streets within Carlsbad. As shown on the attached Street Name Classification Map, different
portions of the City have themes for the main name of a street. For example, streets in the
southwest quadrant should be labeled with either names of flowers, trees, ‘plants, birds or nautical
terms (such as Poinsettia Lane, Kestrel Drive and Windrose Circle). The allowed street names
for the northwest quadrant include any non-conflicting name, regardless of theme.
The Street Naming Policy also lists acceptable street name suffixes or designations. These
designations are grouped to indicate size and direction of a street. For example, north-south
trending roadways are typically named streets or drives whereas east-west trending roadways are
typically avenues or roads. To allow the street names to fit on a standard street name sign, most
names are limited to a maximum of 16 characters. The City has allowed street names longer than ,
16 characters in the past, however the project applicant must reimburse the City for the cost of
these customized street signs.
The proposed street name change from simply LEG0 Drive to LEGOLAND Drive conforms to
Council Policy No. 20. The name “LEGOLAND” is not the same as, or similar to, any other
street name in the City. The street designation of “Drive” is consistent with the directional
criteria of street suffix naming. The total number of characters proposed does not exceed 16.
Given the above, the proposed street name is consistent with City Council Policy No. 20.
B. Circulation and Local Property Impacts
As discussed above, confusing or conflicting street names can increase congestion and slow
emergency response times. The current proposal would not create confusion since the name
“LEGOLAND” is not used in any other form throughout the City. The proposed street name
change has been reviewed by the Fire and Police Department and no emergency response
concerns were raised. Some emergency response maps and dispatch data bases may need
adjustment, however the applicant is conditioned to reimburse the city for all costs associated
with these revisions. Therefore, the proposed street name change will not cause any adverse
circulation impacts.
The post office and all utility companies receive addressing information from the City Building
Department and will be advised of the street name change. Based upon the above, no adverse
impact to local properties should occur as a result of the proposed street name change.
V. ENVIRONMENTAL REVIEW
The physical ramification of a request to change a street name involves the refacing of existing
street name signs and qualifies as a minor alteration of existing public structures involving
negligible expansion of use. The proposal is therefore exempt from environmental review a

filed with the County Clerk following final project determination.

BACKGROUND: Due to the number of streets existing and planned in the City of Carl&ad, the City
Council determined that it was in the public interest to adopt a policy for naming and numbering new
public and private streets and changing the names of existing streets, according to authority given in
Government Code section 3409 1.1. ‘Ihe Community development Director has determined that it is in
the public interest to revise the existing policy for naming and numbering new public and private streets
to conform to the Carl&ad Post Of&e’s future computer processing system.
PURPOSE:
1. To establish a policy ensming a un%omr system for naming and ackesskg new public and private
streets in subdivisions and developments in the City of Carl&ad.
2. To establish a policy ensuring a uniform system for changing existing street names in the City of
C&bad.
POLICY:
1. All proposed new public and private street names shall conform to the Geographical Area
Classification Map (Exhibit A) of this Policy.
2. All proposed street names (public and .private streets) shall conform to the Author&d Street
Designation List (Exhibit B) of this Policy.
3. The main name for a street shall be used only once.
4. All proposed building numbers shall conform to the general system for numbering buildings provided
in this Policy.
PROCEDURE&
1. All tentative map developers shall submit street names for approval to the Planning Department for all
private and public streets proposed. These names shall be shown on the fkst submittal of the
Tentative Subdivision Map.
2. In all cases, street names shall be consistent with the Council Policy. No street names will be
approved that use the main name more than once. If there is a Toledo Street, there will never be a
Toledo Way, Toledo Cottrt, etc.

C) Resolution of Intention of the City Council
In all casesi’it shall be the duty of the Planning Department to prepare a report discussing the
justification for such a change, recommending a replacement name and discussing any effects of
the change on 0th streets in the City.
d) Without following the procedures required by this policy, the City Council may directly approve a
street name chauge when such change is due to overriding economic or social considerations.
7. A general system for numbering buildings in the City of Carl&ad is hereby established as follows:
a) On all streets running in a generally east and west direction, numbers shall start with 100 at the
ocean and increase easterly.
b) On all streets running in a generally north and south direction, numbers shah start with 2300 at the
northern border and increase in a southerly direction.
c) Even house numbers shall be located on the east and north side of the street and odd numbers shall
be located on the south and west side.
8. All the addresses shah be assigned by the Development Processing Services Division. Addresses
must be assigned prior to the issuance of a building permit.
9. Addresses shall be placed over or near the principal entrance and be easily seen from the street.
Commercial and industrial building numbers shall be not less than six inches high; residential
numbers shah not be less than three inches high. Both shall be in a contrasting color. Suites with an
entrance on both sides of the building shall have the suite address at both entrances.

NOTICE IS HEREBY GIVEN that the City Council of the City of Carlsbad will hold a public
hearing at the City Council Chambers, 1200 Carlsbad Village Drive, Carlsbad, California, at 6:00
p.m., on Tuesday, April 13, 1999, to consider a request for a Street Name Change to rename

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING A STREET NAME
CHANGE, RENAMING LEGO DRIVE TO LEGOLAND DRIVE IN
THE NORTHWEST QUADRANT.
CASE NAME: LEGO DRIVE STREET NAME CHANGE
CASE NO.: SNC 98-03
WHEREAS, pursuant to the provisions of the Municipal Code, the Planning
Commission did, on March 3, 1999, hold a duly noticed public hearing as prescribed by law to
consider a Street Name Change; and
WHEREAS, the City CounciT of the City of Carlsbad, on the 13th day of
April , 1999, held a duly noticed public hearing to consider said Street Name Change
and at that time received the recommendations, objections, protests, comments of all persons
interested in or opposed to SNC 98-03; and
NOW, THEREFORE, BE IT HEREBY RESOLVED BY The City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the LEGO Drive Street Name Change (SNC 98-03) is adopted and
LEGO Drive is renamed LEGOLAND Drive, and that the findings and conditions of the Planning
Commission as set forth in Planning Commission Resolution No. 4479, on file with the City
Clerk and made a part hereof by reference, are the findings and conditions of the City Council,
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Carlsbad on the 13th day of April 1999, by the following vote, to wit:
AYES: Council Members Lewis, Hall, Finnila, Nygaard and Kulchin
