public input on the renovation alternatives, and directing staff regarding alternatives
available to the City for renovation of the Cole Library facility.
ITEM EXPLANATION:
On January 26, 1999 library staff, architects and consultants presented the results of the
Georgina Cole Library Feasibility Study to the City Council. The study outlined four
renovation alternatives to address the current deficiencies in the building. The
recommended choice, Alternative C, calls for the construction of a new 45,155 square foot
building on the present site.
At the conclusion of the staff presentation (on January 26, 1999) the City Council asked that
staff seek additional public input on the project. On February 25, 1999 a public meeting
was held from 4:30 p.m. to 7:30 p.m. at the Senior Center to solicit public opinion about the
Cole Library renovation alternatives. Invitations to the meeting were mailed to all residents
living in the immediate neighborhood of the library: 49 residents with addresses along
Highland, Elmwood, and Laguna, from Carlsbad Village Drive to Las Flores. Flyers inviting
residents to attend the public meeting at the Senior Center were distributed door to door on
the additional streets of Knowles, Stratford, Cynthia, Buena Vista and Gregory. News
releases announcing the meeting were sent to all of the local newspapers.
At the meeting, site plans for the four renovation alternatives were displayed on easels and
a handout of the Executive Summary of the Feasibility Study was available. Library staff,
architects and staff from the City’s Community Development Department were also on hand
to answer any questions the attendees would have. A questionnaire was answered by forty
of the forty-five persons who attended the meeting.
In addition to the public meeting, a second mailing was made to 176 residences in the
library’s immediate neighborhood asking for a response to the same questionnaire used at
the public meeting. This mailing was sent to all owners and occupants of properties
between Carlsbad Village Drive and Las Flores and between Highland and Pio Pica to
include: Highland, Elmwood, Gregory, Pio Pica, Laguna Drive, Stratford Lane, Knowles
Avenue, Cynthia, Buena Vista and Morning Glory. Twenty questionnaires were returned.
In addition to the public meeting and the second mailing, panels showing the four Cole
Library renovation alternatives were mounted in the library. As part of the display,
questionnaires were available for library users from March 10, 1999 to March 22, 1999.
Ninety-eight questionnaires were completed.

Results of the public response to the three rounds of questionnaires are presented in
Exhibit No. 9. Of the four renovation alternatives provided, the public responding to the
questionnaire selected Alternative C (new building) as their first choice. The number one
issue of concern is disruption of service.
Based upon the Feasibility Study recommendation and public input, it is staffs
recommendation that Alternative C represents the best and most cost effective solution for
addressing the deficiencies in the Cole Library building. The City’s Growth Management
Standard for libraries (800 square feet per thousand population) does not require expansion
of the Cole library at this time. It is projected that the growth management standard will not
require expansion of the Cole Library for five to ten years, depending on how fast the City’s
population grows.
If capital funds are not available now to implement Alternative C, Alternative D represents
an interim solution that will ensure continued delivery of quality library service from the Cole
Library. Implementation of Alternative D will include such things as removing exterior
screen walls, new carpet and paint, new computers and cabling, new furniture, reorganized
shelving to provide more public space and access to a community meeting room, and
replacing windows and window frames.
FISCAL IMPACT:
Currently, $1.9 million has been budgeted in the Capital Improvement Program for FY 1999-
2000 to address the need for Cole Library interim renovations. Depending on which of the
interim improvements are carried out, the Cole Library is not expected to be closed more
than two months initially for basic shelving changes, new furniture, and carpet and paint
upgrades. Other improvements can be phased in over the first several months to minimize
interruptions in library service.

Come and learn about the different alternarives for the future of the Cole Library at a
Public Meeting to be held on Thursday, FEcruary 25’” from 4:30 - 7:30 p.m. at the
Carlsbad Senior Center on 799 Pine Avenue.
With the opening of the new Carlsbad Main Library in the southern part of the city this
summer, many questions remain about ti- ,e future of the Cole Library facility in the
north. Full library service will continue at :he Cole Library site, but a decisicn of
whether to remodel the existing 30-year oid building or construct a new state-&-the-art
facility has yet to be made.
This open forum style meeting will enable the public to view the drawings of the different
plan alternatives. City staff and project architects will be on hand to answer questions
and explain the alternatives relating to project costs, street improvements, traffic
circulation and building access.
Feedback from this meeting will be given to the City Council for them to consider in
making their decision on the future of the Cole Library facility in early spring.

I. EXECUTIVE SUMMARY
Background: The Carlsbad L:brary Master Plan, compiered in 1986. provides the
framework for lmplementatlon of the Cdy of Carlsbad’s Growth Management
Standards for Library Services. The Growth Management Plan Standard for
libraries is 800 square fee! per 1.000 pcpulation. Accorarng to Planning
Depar;nent analysis. maxlmum butld-set to the Growh Management Plan Limit
would rtqcire 101,520 square feet of library space. The Library Master Plan calls
for the development of librav resource centers in both the north and south areas of
the C;ty to achieve geograchlcal panty In access to resources.
The co?strzctlon of the new Carlsbad C,ty Library, sc?eduled for comple!ion !n
summer 1999. represents tne first phase si this plan and wiil create W,OOO square
feet of !&rat-y space. inclcding central tecnn~cal setviczs and adminIstrative
faciiities for :he two-library system.
The second step in the implementation of this plan involves renovation and addition
or new construction at the Georgina Ccie Library site. An initial feasibiiity study for
the Georgina Cole Library sife was prepared in 1990. T?,at study defined the library
program and proposed alternatives for impiementaticn in 1998. Tne purpose of the
current study is to update the building program and to look more kosely at
alternative approaches to meeting the City of Carts&d’s long term library service
needs at the Georgina Cole Library site.
Building frog-m: The Building Program developed by Consulting Librarian
David Smith and appended to this repcrt provides for a scqx of pubiic library
services at the Georgina Cole site ammensurate with the public library services to
be provided at the new Cadsbad City Library. The building program reflec?s
current !rends in planning for public librarjes including:
l Increased spa= needs for information tec!!noicgy user stations and
related growth in published materials.
l Overall growth nationwide in use of computers, bookstores and
libraries.
l Libraries’ increasing role as civic destination points, and growth in
use by both young families and seniors.
l An overall trend in declining school library resourc%: K-12 students
are increasingly relying on public libraries to support their studies.
l Recent surJeys indrcate puclic pnonties are larger pnnt collections
access to lnformatlon technology, and improved library facilities.
In addition to the core iibrany services the Cole Library bullding program provtdes
for the City’s Genealogy and Local History collections, for the Adult Learning
Center and for Public Meeting and Conference Rooms. The building program
indicates that a facility of 45.155 square feet IS required. Together with the new

Building Analysis: T?e exstlng library bullding was visited and construction
drawings reviewed by a prcject team of architects, structural. mechamcal, and
electrical engineers. Tke findings are as foJlows:
The struc:ursI system requires substantial reinforcement to meet
current bulking code life safety standards.
The onglrIal mechanical system is still in place and inctlrs high
operating tests in terms of maintenance and system efficiency.
The bulking is not in conformance with current energy codes. It is
minimally insulated, also contfibuting to high operating costs.
The electrical system is at fuil capacity and will not allow for
increased loads.
The buiiding lacks communications infrastNcture to support current
and proposed library information networks.
The building does not have an automatic fire sprinkler system and
the fire protection system does not meet cumnt code requirements.
Reinforcement of the existing structure requires additional shear
walls which impose constraints to the layout and eficient delivery of
library services.
Existing floor to floor and floor to roof heights are minimal in several
areas, and render the addition of new wnceaied ductwork and
sprinkler systems infeasible.
The ext& of renovation.required to allow for the implementation of the library
program is mprehensie. To provide a facility capable of meeting the library’s
operational requirements over a projected 30 year life span will require demolishing
the bulk of the existing stn&ure and making limited use of existing slabs and
foundations.
: While incremental steps of renovation may allow interim use of the existing facility,
this does not represent a feasible approach to meeting the buiiding program.
Incremental renovation will incur substantial penalties of 1) duplication of
construction effort in subsequent phases, 2) repeated intermption of library
services for construction actlvlty and associated relocation costs. 3) higher
construction costs and extended schedules associated wtth phased work, and 4)
the creation of an end product that does not allow the most effective provsron of
library services.
The extent of renovation required to meet the City’s long term objectives indicates
that replacement of the building with new construction is a strongly competitive
option. This is borne out in the cost analysis which follows.
Sire Analysis: The existing site is well located and is very visible. The extent of
City-owned lots allows sufficient site area to accommodate the building program
and required parking. A proposed facility of 45,155 square feet will require 226
parking spaces at the City’s ratio of 1 space per 200 square feet of library.
Preparation for library site development should address the following:
l Consolidate adjacent City owned legal parcels and make General
Plan amendments to consolidate the R-P-U zoning.
l Construct c&de-sacs at Laguna Drive and Elmwood Street and
vacate existing right-of-way at the Cansbad Village Drive driveway.
l Relocate utilities main lines on the site remaining from the previous
vacation of Elmwood Street.
l Relocate the structure housing the Carisbad Arts office !o an
adjacent lot or find an attemative location for this fundion.
Project Attemativss and Cost Analysis: Three site development approaches
meeting the goal of constructing the library program on this site are analyzed, as
well as an interim improvements attemative.
Project Budgets for each Alternative are presented by cost cons&ant Ccnstrudion
Analysts Incorporated. Estimates are based on engineen’ reports, site plan
drawings, and oonstiction specifications similar to those used for the Carlsbad
City Library ourrentiy under construction. Of&site work for street improvements
and uti#tk &o&ion are inciuded as a separate line item. Related project costs
including library furnishings and equipment, testing, permit and design fees,
own&s mwagemetnt costs, public art program, and owner’s project contingency
are included. Construction costs are escalated to reflect a July, 1999 bid date.
l Alternative A: Renovation for Future Expansion (30,680 Squats Feet). This
alternative represents a limited first phase of 30,680 sqw feet which will
enable future expansion of approximately 15,NKl ware feet to meet the
building program. The anticipated final configuration of the site after future

addition would be stmilar to Alternative 6. Alternatlve A requires temporary
reiocatron for construction, and alSO for the subsequent addition. The scope of
rencvation work is extensive. including demolition of all superstructure down to
the level of existing slabs and foundations. The future addition ~111 remove and
reczcfigure some of this work at the point of connection.
Total Project Budget: $7.9 M
. Alternative B: Renovation and Addition to meet the k/ding Program
(45, ? j 5 SccJare Feet). This alternative requires temporary relocation of the
librav durtng construction. The scope of renovation work includes demolition of
all superstructure down to the level of existing slabs and foundations. The
costs of this work are equal to that of new construction. and addrtional costs
are incurred for temporary relocation.
Total Projec: Budget: % 1 I. 9 M
. Alternative C: New Construction to meet the Building Prcgram (45,155 Square
Peer). This alternative has the advantages of minimal interruption of library
operations and the fewest constraints to :he site design and layout of the
library. The project can be phased to create interim parking and access to the *
existing library during construction. Demolition of the existing building and
remaining site improvements occur as a final phase.
Total Frcject Budget: % 7 I. 6 M
l Alternative D: Interim improvements (24,352 SquaE Feet). This akemative
will address the following in order of priority as far as the existing 1998-1999
and 1 ggg-2000 Capital Improvement Projects budget of $1 .p million allows:
1) highest priority life safety improvements 2) reallocation of staff and public
meeting spaces, and 3) minor improvements to building finishes. This
alternative represents a ‘holding action’ approach to defer the major program
improvements outlined in this study. The improvements will require
temporary closure of the library and will Se demolished in the course of future
library expansion or replacement.
Total Pm&3 Budget $7.9 M

l Consolidate adjacent parcels into a single parcel for Library use.
l Subdivide the existing parcel between the Library and City Hall.
l Amend the General Plan for R-P-Q zoning on the entire Library site.

Parking. Under no circumstance shall City eliminate Public Garden for parking. We
support the modernization of our library but cannot support an increase in traffic on
Stratford Lane
l Build now, price can only go up. Libraries are one of the last free places to go for
value. Make it a appealing as possible. Will community garden be disturbed? With the
increased awarness via traffic flow will you be fencing the garden? I would also
question any parking; impact on Stratford Lane.

l My concerns include traffic, parking & improvements on Elmwood where I live at 2886.
I am concerned that people will park on Elmwood & walk to the librarv to avoid traffic
on Carlsbad Village Drive. I also do not want street improvements. I like the rural look
to our neighborhood & I don’t want to lose 3 or 4 feet of my front vard. I also hope for
some landscape to block the view of a parking lot from our neighborhood.

I guess you really need more space for computers and more books. I love it like this,. It

Note only “B” has one parking lot and entry to C.V.D. which is the only safe
alternative. One entrance and parking lot is very important, Alternative C has
an entry to C.V.D. across from Fire Station at crest of road.
Scheduled La Costa Library construction completion can be accessed w/o major
hardship by most residents now and future needs. Another maior library cost does not
seem warranted at this time; however, improvements to the present library are
warranted/upgraded facilities necessary;

Do you have any concerns not addressed above?
I am 100% in favor of a brand new library. It is an invaluable communitv resource.
Increased use of facilities by older people (Seniors). Do we have any particular
plans for accommodating them in the future?
I am confused. Do no disrupt present services and amount of resources!!
Alternative C creates two separate parking lots. There needs to be a road to connect
them. Possiblv switch location of sculpture park and west parking lot.
Aesthetic results of the alternatives - don’t want it to look substandard
I really like the present location - very convenient to highwav and rest of Carlsbad

obvious - start over with C
Too much of library funds are spent (or planned) for construction and not enough
for books. You have not explained what the construction is supposed to do. Whv is
it needed? Questions: What is the safetv problem? If building; is required why not
separate the infant facilities and that for adults? What is the basis for deciding that
more space is needed? What would it cost to provide temporary library facilities
during construction? How can one have opinions without information? (no name )
Forget those six parking spots, I3, and add more parking Bring back the coffee shop.
Leave it alone, it’s so new - 1967 is not an old building. Build libraries in the
communitv. Neinhborhood, small libraries, next to where people paying taxes live.
Not just 2 large libraries. Put accessible libraries at 5 locations, next to schools or
parks in the surrounding; local neighborhoods.

Final cost may be less in C as remodels can never address the new trends, traffic,
ideas, etc.
One of the advantages of living in Carlsbad is our fine librarv. The staff is
professional, helpful & friendlv. It has a generous accession program. Coastal
Southern California has the finest weather in the U.S. Unfortunately the dominant
culture is best described as Philistine with distorted values. For example, there are
ample funds to enlarge the stadium and provide the S------familv with a seat
guarantee and to build a new baseball stadium. Millions are spent on the lottery
(tax on stupiditv) and in the Indian casinos but a few pennies a dav sales tax for
libraries is voted down. San Diego was without a symphony for years and has
trouble supporting; one now. Meanwhile, Boston and Cleveland, smaller cities,
support world class symphonies. Unfortunately the future looks even bleaker. The
schools in the poorer sections of the City (San Diepo) are some of the worst in the
nation.

I’m concerned that new construction might emphasize computers, visual materials
etc in favor of the acquisition of books. Also the genealogical section should be
given great emphasis - it is a resource to be treasured!
Communitv garden - will it go?
The location of this existinp library serves the communitv far better than moving; it
to a high income area.

None of the alternatives other than D merit ranking; or consideration. New
construction costs versus doing the minimum required by code - That the City
Council, staff and committees are driven to be big time land developers, trying to
build things everywhere with the tax base its taken so long to develop - even to the
extent of trying to buy power plants to operate!
Leave open whatever you decide. Please don’t close!!!
Libraries should be quiet. How about a “noise level” detector. Something like a
smoke detector, when noise levels rise about a certain level, trigger something - like
an announcement or other.
No to all options. Leave the library the way it is and use the monev to buy new
books and store any that are out of date. The Citv of Carlsbad seems able to spend
money, but make little use of it.
Keep library open for magazines (adults) & children’s books, videos, newspapers,
business reports.
Would like some parkinp accessible off of Elmwood street for neighborhood users.

Will collection be as good as current main collection? Thanks for beinp considerate
enough to ask the immediate population for their input. Please keep us posted.
Just a concern that the north library needs to be equitable with the library in the
south. We need a facility that has the high speed cabling ports required for
computer research. WE need more terminals to keep pace with the growth. The
children’s area seems small and cramped. Also, school libraries are iust not the

emphasis in public schools. I know, I am a teacher. More space is needed in public
schools for class size reduction. Because of this, library services and personnel are
just not a priority. The public library is the prime source for computer access and
research for the students that I serve
