CLK RECOMMENDED ACTION: , Adopt Resolution No. 99-53 , appointing one member to the Sister City Committee. ITEM EXPLANATION: At the meeting of March 9, 1999, Council made one appointment to the Sister City Committee, and continued another appointment to a future meeting. The appointment which was continued was to fill the vacancy created by the resignation of Gary Stetzel. The appointee to fill this vacancy will serve the remainder of the term, which will expire in April, 2000. Other members of the Committee are: Jan Bischoff, Barbara Brill, Bill Dominguez, Carm Finocchiaro, Michael Klima, Leonard Martyns, Elizabeth Paegel, and Allan Wanamaker. NOTE: Members of the Sister City Committee are subject to the Political Reform Act and must file Conflict of Interest Statements. EXHIBITS: 1. Resolution No. 99-53, appointing one member to the Sister City Committee. 2. Letter of resignation from Gary Stetzel, dated February 9, 1998. 3. Copies of applications received during calendar year 1999 (none on file at this time). Sandra and I have decided to relocate to Santa Rosa in Northern California. Ifit doesn’t get washed away by El Nino we will be moving to our new home the lkst part of March. We have enjoyed the five years that we resided in Carl&ad very much. Your openness and wiUingness to include us in civic affairs through the Committee made us feel very much a part of the community. Being able to help welcome the Kalovy Vary and Futsu delegations turned out to be a lot of fim for both Sandra and I. CA 92008 EDUCATON: I graduated from San Pasqual High School in 1981. I recently returned to college and I am currently working on my degree in psychology. EXPERIENCE: I was employed by the Carlsbad Police Department as a Police Officer/Detective for over 15 years. As a result of a knee injury, I retired from the Department in January of this year. While employed by the department, I had the opportunity to become quite familiar with the geographic make up of our City and many of the civic groups, business owners and individuals that reside and work here. The following is a list of a few contributions I made to the Department and the Community during my service with the Department: 1) I researched, wrote, and proposed the change from the traditional work schedule (5/8 hour days) to the “302 work plan”; which is now in substantial use throughout the Law Enforcement community. 2) I sought out training in “Community Otiented Policing” and formed a committee that Provided direction and training in Community Policing to members of the department. 3) I researched, wrote, and proposed the bicycle patrol program now in affect. 4) I was the Department’s Crime Prevention Officer for 2 ‘/ years. This assignment provided me with the opportunity to get out into the community and become familiar with the neighborhoods, community members, and their concerns. COMMUNITY ACTMTIES: I have 2 children ages 9 % and 11 years old. I have coached their sports teams, and served as a leader of their Brownie Troop and Indian Braves Tribe; I also regularly volunteer at their elementary school. ADDITIONAL INFORMATION OR COMMENTS: My retirement from the Department after 15 years of service came as a great disappointment. I am excited over the prospect of continuing my service to the community with service as a member of the Parks and Recreation Commission.
