ENG Ch I Y OF CARLSBAD -AGENDA dlLL TITLE- -- AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE 1999 PAVEMENT OVERLAY PROJECT PROJECT NO. 3667-2 RECOMMENDED ACTION: Adopt Resolution No. City Clerk to advertise ITEM EXPLANATION: approving plans and specifications and authorizing the Pavement Overlay Project, Project No. 3667-2. For a number of years, the City of Carlsbad has made a strong commitment to a preventative maintenance program for city streets. The goal of the program is to extend the life of city pavements. Placing an asphalt overlay will prevent the complete reconstruction of these streets in the near future. Streets in need of rehabilitation were systematically surveyed, using a combination of visual inspection, input from the street maintenance division, and recommendations from MicroPaver Pavement Management Software. In the past, a quadrant based rotation system was used. Street identification was based on a quadrant by quadrant assessment, with the quadrant order rotated in a clockwise direction. The identification process described above now uses a City wide area for assessment. The streets in need of the most attention are attended to first, independent of the streets’ location within the City. This eliminates the possibili of a three year wait for a roadway rehabilitation. F Once streets are identified a combination o slurry seals and pavement overlays are used to revitalize, protect and prolong the life of existing pavements. ENVIRONMENTAL REVIEW: This project is categorically exempt from the environmental review process under Section 15301 Class 1 (C) of the Public Resources Code (California Environmental Quality Act). FISCAL IMPACT: The estimated cost to complete this project is: Construction (Engineer’s Estimate) Construction Contingent Y (10%) fwg; Project Administration & nspection (10%) TOTAL tJ%% I I $1,495,800 is available in the 1998-99 Capital Improvement Program that will fund pavement maintenance contracts. Sufficient TransNet/Local funds have been appropriated to build this project. The cost for adjustin sewer manholes to finished roadway grade is estimated to be $4000. The costs for this work wi I be funded by the Wastewater Operations fund for fiscal year 1998/99. The cost for 9 adjusting water valve boxes to grade is estrmated to be $10,000. The costs for this work will be funded by the Water Operations fund for fiscal year 1998/99. The Carlsbad Municipal Water District facility adjustments will be paid for through the provisions set forth in the joint City of Carlsbad/Carlsbad Municipal Water District agenda bill AB#l5,044, approved on February 9,1999. PROJECT NO. 3667-2. WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary, desirable, and in the public interest to resurface asphalt streets with an asphalt overlay; and WHEREAS, the plans and specifications for furnishing of all labor, material, tools, equipment, transportation and other expenses necessary or incidental for said project have been Irepared and are on file in the Engineering Department of the City of Carlsbad and are ncorporated by reference herein; WHEREAS, sufficient TransNet appropriations are available to complete the project; , WHEREAS, CMWD has entered into a Utility Construction Agreement with the City, which vas adopted in a joint agenda bill, CMWD Resolution No.’ 1042 and City Resolution No. 99-48, vhich provides for reimbursement to the City for the relocation and/or,reconstruction of CMWD owned facilities; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, >alifornia, as follows: 1. 2. tpproved. v ‘/ v r/ ‘I ‘/ ‘/ 71 II That the above recitations are true and correct.
