HD. 2 rg RECOMMENDED ACTION: Adopt Resolution No. 99‘ * I 5 1 approving Amendment No. 1 to an Agreement with Woodward-Clyde International Americas to Provide Monitoring Services and Construction Support for the Macario Canyon Bridge, Project No. 3184. ITEM EXPLANATION: The Engineering Department requires an amendment to the existing agreement with Woodward-Clyde International Americas to provide monitoring services and construction support for the Macario Canyon Bridge. On January 29, 1999, the City approved a contract with Woodward-Clyde International Americas to provide the necessary monitoring services for the preparation of recommendations regarding the settlement of the Macario Canyon Bridge embankment. During the construction of the project, additional recommendations from Woodward-Clyde are necessary for the continued work on the Macario Canyon Bridge. Staff has determined that additional subsurface exploration may result in cost savings for the project by requiring shorter piles. The shorter piles will cost less for both supply and installation. The Macario Canyon Bridge crosses the mouth of Macario Canyon. Prior to the initiation of construction, the area was densely covered with wetland vegetation that could not be disturbed. Limited subsurface exploration could be done. Work in the canyon has been initiated and the canyon in the area of the bridge foundation has been completely cleared, allowing the geotechnical engineer access to the canyon. During the pile driving phase of the project, piles were installed between fourteen and twenty-five feet less than their design depth. The ability to access the site and perform additional subsurface exploration will allow a true design depth to be determined. Due to environmental constraints imposed by the resource agencies, the pile driving operation has been shut down until September 1, 1999. This allows subsurface exploration in the actual location of the foundations. Staff recommends approval of this amendment because Woodward-Clyde International Americas is the geotechnical engineer of record, they have intimate familiarity with the project and current issues and they have been working on the project consistently throughout the last ten years. ENVIRONMENTAL REVIEW: The Planning Director has determined that the requested action is consistent with prior CEQA review. The project was reviewed in the Cannon Road Reach 1 Environmental Impact Report, Significant environmental impacts identified by those CEQA documents were determined to be mitigable to levels of less than significant. Permits from the resource agencies have been reviewed. Page 2 of Agenda Bill No. $;A I b b FISCAL IMPACT: The costs associated with the additional subsurface exploration are $5,400. The current agreement is for $24,970. Approval of the amendment increases the contract total to $30,370. It is estimated that the cost saving of the manufacture and installation shorter pile for the bridge foundation will be approximately $25,000. Sufficient funds are available in the Cannon Road West project account. EXHIBITS: 1. PROJECT NO. 3184. WHEREAS, the City Council of the City of Carlsbad has reviewed the need for monitoring and construction support services for the Macario Canyon Bridge; and WHEREAS, the City Council has determined that Woodward-Clyde International Americas is the geotechnical engineer of record and, therefore, has the necessary qualifications; and WHEREAS, sufficient funds are available in the Cannon Road West project account. NOW, THEREFORE, BE IT RESOLVED by ,the City Council of’the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That an agreement between the City of Carlsbad and Woodward-Clyde International Americas for monitoring and support services, copies identified as Exhibit ‘I, are hereby approved. 3. That the Mayor of the City of Carlsbad is hereby authorized and directed to execute said agreements for and on behalf of the City of Carlsbad. PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council held on the 4 th day of May , 1999 by the following vote, to wit: AYES: Council Members Hall, Nygaard .S Finnila NOES: None MATT HALL, Mayor Pro Tern ATTEST: (SEAL) AMENDMENT NO. 1 TO AGREEMENT This Amendment is entered into and effective as of the 4 th day of May , 199JL amending the agreement dated January 29, 1999 by and between the City of Carlsbad, a municipal corporation, hereinafter referred to as “City”, and Woodward-Clyde International Americas, hereinafter referred to as, “Contractor” for preparation of recommendations regarding the settlement of the Macario Canyon Bridge abutment. RECITALS WHEREAS, the initial agreement, dated January 29, 1999 identified a scope of work for monitoring services for preparation of recommendations regarding the settlement of the Macario Canyon Bridge abutment; and WHEREAS, the parties to this aforementioned agreement desire to alter the scope of work as follows: Perform subsurface exploration in the location of Pier 3 left, Pier 4 right, and Pier 5 left using a cone penetration test (CPT); utilize the information to make recommendations to refine estimated pile tip elevations; and WHEREAS, a supplemental scope of work and fee schedule have been negotiated and agreed to between the parties hereto, and as shown on Exhibit “B” Scope of Services and Fee; NOW, THEREFORE, in consideration of these recitals and the mutual covenants contained herein, City and Contractor hereby agree as follows: 1. Contractor shall provide services as outlined on the attached Exhibit “B”. 2. City shall pay Contractor for all work associated with Paragraph 1 above, on a time and materials basis not-to-exceed $5,400. Contractor shall provide City on a monthly basis, copies of invoices sufficiently detailed to include hours performed, hourly rates, and related activities and costs for approval by City. 2/2/98 3. Contractor shall complete all work outlined on the attached Exhibit by April 16, 1999. 4. All other provisions of the aforementioned agreement entered into on January 29, 1999, by and between City and Contractor shall remain in full force and effect. 5. MAR 08 1999 ENGINEERING DEPARTMENT Dear Ms. Howard: URS Greiner Woodward Clyde (URSGWC) is submitting this proposal at your request to perform additional geotechnical explorations at the subject site. We had previously performed a geotechnical investigation for this bridge. The results of that investigation, and our recommendations for design, are presented in our report dated January 10, 1989 (Woodward- Clyde Project No. 8751455R-X02). At the time of our geotechnical investigation in 1989, the canyon bottom was densely vegetated with ws, brush and reeds. This, and environmental constraints, limited the areas that were accessible for subsurface explorations at the time of the design. As a result, the subsurface conditions at Piers 3, 4 and 5 had to be estimated by interpolating between borings that were spaced 180 feet from each other. Recognizing the potential variability in the actual subsurfaw conditions, we had recommended that steel H-piles be used for the foundations, and provisions be made to allow for cutoff or adding to the piles. The piles for Pier 3 Right and Pier 4 Left have recently been driven. The piles at Pier 3 Right met refusal 25 feet higher than our specified tip elevation. The piles at Pier 4 Left met practical refusal 14 feet above specified tip. For environmental reasons, the pile driving of the remainder of the piers will not commence until later this year. We understand that it is desired to refine the estimated tip elevations at the remaining piers to reduce the length of pile cutoffs that may be required. To further evaluate the estimated tip elevations, we would profiose to perform three cone penetration tests (CPT). These CpTs would be performed as close as possible to Pier 3 Left, Pier 4 Right, and Pier 5 Left; it is estimated a total of approximately of 325 feet of sounding will be performed. We will utilize the information from the CPTs to reevaluate the estimated pile tip elevations at those pier locations. We will present the results of the CPTs arid our evaluations in a letter report. We would propose to perform these additional explorations as a modification to our existing contract to provide consultations for the Ma&o Bridge construction.
