RECOMMENDED ACTION:
Introduce Ordinance No. /Vf-Yg6 amending the Carlsbad Municipal Code to designate
NO PARKING from 11:OO p.m. to 500 a.m. on the west side of Carlsbad Boulevard from
Shore Drive (south) to a point 345 feet southerly of Manzano Drive.
ITEM EXPLANATION:
The Carlsbad Police Department has experienced problems when automobiles or recreation
vehicles park overnight on the west side of Carlsbad Boulevard from Shore Drive (south) to
about Palomar Airport Road. Occupants of these vehicles sometimes use the beach late at night
which leads to problems such as vandalism or loud parties or it generates citizen complaints.
To prohibit overnight parking, the Police Department requested a night restriction on parking,
similar to other locations along Carlsbad Boulevard and consistent with other portions of the Carlsbad Municipal Code. At their October 5, 1998 meeting, the Traffic Safety Commission
unanimously recommended that a parking prohibition from II:00 p.m. to 500 a.m. be
established on the west side of Carlsbad Boulevard beginning at Shore Drive (south) and
continuing to a point 345 feet southerly of Manzano Drive.
FISCAL IMPACT:
Eight new NO PARKING signs with time restrictions will cost about $800 to manufacture and
install.

ORDINANCE NO. NS-486
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER
10.40 OF THE CARLSBAD MUNICIPAL CODE BY THE REVISION
OF SECTION 10.40.041 TO ESTABLISH NO PARKING FROM
12:00 MIDNIGHT TO 5:00 A.M. ON THE WEST SIDE OF
CARLSBAD BOULEVARD FROM SHORE DRIVE (SOUTH) TO A
POINT 345 FEET SOUTHERLY OF MANZANO DRIVE.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION I: That Title 10, Chapter 10.40 of the Carlsbad Municipal Code is amended
by the addition of Section 10.40.041 (b)(4) to read as follows:
“(4J On the west side of Carlsbad Boulevard between Shore Drive
(south) and a point 345 feet southerly of Manzano Drive there will
be no parking between 12:00 midnight and 5:00 a.m.”
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption
and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and, cause it to
be published at least once in a newspaper of general circulation in the City of Carlsbad within
fifteen (15) days after its adoption.
