TITLE- AUTHORIZATION TO ADVERTISE FOR BIDS FOR A TRAFFIC SIGNAL AT IIITG. 5/l 8199 AVIARA PARKWAY AND POINSETTIA LANE PROJECT NO. 3588 )EPT. ENG I RECOMMENDED ACTION: Adopt Resolution No. 990 165 approving plans and specifications and authorizing the City Clerk to advertise for bids for the construction of the Aviara Parkway and Poinsettia Lane Traffic Signal, Project No. 3588. ITEM EXPLANATION: Plans and specifications to construct a traffic signal at the intersection of Aviara Parkway and Poinsettia Lane have been completed. The developer of the Ocean Bluff project, Catellus Residential Group, is currently in the process of constructing Poinsettia Lane from Aviara Parkway east to Black Rail Road. Once completed, the intersection of Poinsettia and Aviara Parkway will be open to east bound traffic from the Ocean Bluff development as well as from the existing residences and businesses along Black Rail Road. Completion of these improvements will necessitate the installation of a new traffic signal at the intersection of Poinsettia Lane and Aviara Parkway. ENVIRONMENTAL REVIEW: On May 6, 1998, the Planning Director found the project to be categorically exempt under the provisions of the California Environmental Quality Act(CEQA), section 15301. Staff has reviewed the provisions of CEQA and site conditions used to make the determination of categorical exemption. Neither the law nor the conditions have changed. FISCAL IMPACT: The Engineer’s Estimate for the construction cost of the traffic signal is $100,000. Construction inspection, administration and contingencies will be about an additional $25,000. Funds in the amount of $125,000, from the Public Facilities Construction (PFF) fund, have been appropriated for this traffic signal and are available for this project. EXHIBITS: 1. 2. Location Map. WHEREAS, the City Council of the City of Carlsbad, California has determined it necessary, desirable, and in the public interest to construct a traffic signal at the intersection of Aviara Parkway and Poinsettia Lane; and WHEREAS, the plans and specifications for furnishing of all labor, material, tools, equipment, transportation and other expenses necessary or incidental of said project have been prepared and are on file in the Engineering Department of the City of Carlsbad and are incorporated by reference herein; and WHEREAS, funding from Public Facilities Construction (PFF) includes sufficient funds to construct this project and said project is included in the 1998/99 Capital Improvement Program. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction of the Aviara Parkway and Poinsettia Lane traffic signal, Project No. 3588, in accordance with the plans, specifications, and contract documents referred to herein.
