ENG TITLE- L AWARD OF CONSTRUCTION CONTRACT FOR CARLSBAD BOULEVARD BIKE LANE PROJECT NO. 3591 VY’ D%HD. <r-f CITY ATTY. de RECOMMENDED ACTION: Adopt Resolution No. 99 ) 166 accepting bids and awarding a contract for the construction of Carlsbad Boulevard Bike Lane, Project No. 3591. ITEM EXPLANATION: On March 16, 1999, the City Council approved the plans and specifications for the construction of the Carlsbad Boulevard Bike Lane, and directed the City Clerk to advertise for construction bids. On April 29, 1999, the following five (5) sealed bids were received: 1. Lee P. Shelberg DBA New Century Construction Co. $53,727.00 2. Single Eagle, Inc., DBA Concrete Contractors Interstar $53,935.00 3. Templeton Engineering $60,596.00 4. L.C. Paving & Sealing !$62,678.00 5. Amtek Construction $67,004.31 This project involves the installation of 300 lineal feet of eight-foot wide bike lane to complete a missing segment on northbound Carlsbad Boulevard, beginning 350 feet north of Island Way. This project will also require some re-grading of slopes and additional paving and striping. The Engineer’s Estimate for this project is $52,000. Bids for the project have been reviewed and analyzed. The lowest responsible bidder is Lee P. Shelberg DBA New Century Construction Company. Staff, therefore, recommends the award of the contract to Lee P. Shelberg DBA New Century Construction. ENVIRONMENTAL COMPLIANCE: This project is categorically exempt from the California Environmental Quality Act (CEQA) under Section 1530 (h) and a Notice of Exemption was issued by the Planning Director on December 29, 1998. This project is within the Coastal Zone and a Minor Coastal Development Permit was issued by the Planning Department on December 30, 1998. FISCAL IMPACT: The project cost breakdown is as follows: Design Construction Inspection & Project Administration (10%) Construction Contingencies (15%) TOTAL CONSTRUCTION COSTS $10,000 - $53,727 $5,373 $8,059 $77,159 Funds in the amount of $88,500 are available in the project account. CAR~SRAD ENGINEERING OFPT 2 3 4 5 6 7 8 9 IO 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 26 - RESOLUTION NO. 99-166 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING A CONTRACT FOR THE CONSTRUCTION OF CARLSBAD BOULEVARD BIKE LANE, PROJECT NO. 3591. WHEREAS, the City Council of the City of Cartsbad, California, has determined it necessary, desirable, and in the public interest to construct the Carlsbad Boulevard Bike Lane; and WHEREAS, five (5) sealed bids were received on April 29, 1999 for the project; and WHEREAS, Lee P. Shelberg DBA New Century Construction, submitted the lowest responsible bid in the amount of $53,727. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the low bid submitted by Lee P. Shelberg DBA New Century Construction iri the amount of $53,727 is hereby accepted and the Mayor is hereby authorized to execute 3 contract on behalf of the City for the Construction of Carlsbad Boulevard Bike Lane, Project No. 3591. 3. That the award of this contract is contingent upon the bidder submitting the lowest 2 3 4 responsive bid executing the required contract and submitting the required bonds and insurance ~ policies, as described in the contract, within twenty (20) days of adoption of this resolution.
