AMENDING THE MANAGEMENT CLASSIFICATION MTG. 5118199 WORKS POSITIONS; AND AMENDING THE CONFLICT
RECOMMENDED ACTION:
Adopt Resolution No. 9 9 * 16 8
l establishing the new classifications of: Deputy Public Works Director, Public Works
Manager, Deputy City Engineer and Construction Manager;
l deleting the classifications of General Manager, Parks Superintendent, Operations
Superintendent, Maintenance Superintendent, Principal Construction Inspector,
Assistant City Engineer, Traffic Engineer and District Engineer;
l reclassifying nine Public Works positions into the new classifications; and
l amending the Management Salary Structure and Conflict of Interest Code to reflect
the proposed changes.
I ITEM EXPLANATION:
The Public Works Major Service Area (MSA) was created in October 1997 to consolidate
all of the maintenance, utilities and engineering functions into one grouping as a way to
streamline the organization, provide better customer service and reduce costs. A
Strategic Plan to combine similar functions and a new Organizational Chart have been
developed to implement the proposed changes. As a result of the organizational re-
design, certain position title changes are needed to appropriately classify job functions.
The revised titles and proposed salary grade ranges reflect the consolidation of like
functions, alignment of like responsibilities and flattening the organizational structure.
See Exhibit I - Proposed Public Works Organization Chart.
To accomplish the revised organizational structure, some existing classifications are
recommended to be replaced by the revised classifications and added to the Management
Compensation Plan at this time. Additional changes to the Public Works MSA
organization will result as staff members retire under the One to Four Years Service
Credit approved by Council in March 1999. All retirements under the One to Four Years
Service Credit must be completed by June 30, 1999. Staff will return to Council in early
fiscal year 99-00 with a comprehensive presentation on the Public Works MSA reflecting
staffing and budget impacts as a result of the completed reorganization and staff
retirements.
Human Resources assisted Public Works in reviewing all the management positions to
appropriately classify and describe the new responsibilities and organization. As a result
of this review, staff recommends the following changes at this time:
1. Establish the new classifications of Deputy Public Works Director, Public Works
Manager; Deputy City Engineer and Construction Manager. Based on the
consolidation of functions, Human Resources revised the classification specifications
to reflect the new responsibilities. The recommended salary grade placements of
these new classifications are based on benchmark classification and salary
information and internal relationships within the organization.

2. Reclassify nine positions into the proposed revised classifications and delete eight
current classifications of General Manager, Parks Superintendent, Operations
Superintendent, Maintenance Superintendent, Principal Construction Inspector,
Assistant City Engineer, District Engineer and Traffic Engineer.
Chart 1 shows the Management positions which will have classification changes with
no change in salary grade. Chart 2 shows the positions that will have both
classification and salary grade changes.

3. Amend the Management Salary Structure, submitted as Attachment A, to reflect the
proposed changes.
4. Amend the Conflict of Interest Code to reflect the proposed changes.
RECLASSIFICATIONS
Staff recommends that nine current positions be reclassified into the proposed new
classifications.
l Deputy Public Works Director - The General Manager will continue to manage the
water and sewer functions and add operational responsibilities for streets
maintenance.
l Public Works Manager - Four service areas will be organized under
construction/maintenance, utility operations, general services and engineering
construction/contracts and headed by a Public Works Manager. Each Public Works
Manager will have divisional responsibilities and direct management supervisors in
the day-to-day program activities. Four positions are recommended to be reclassified.
l Deputy City Engineer - Engineering will be organized into four divisions of Planning
& Programs, Transportation, Utilities and Development Services and headed by a
Deputy City Engineer. Three positions are recommended to be reclassified at this
time.
l Construction Manager - This is a new management level designated to be responsible
for the day-to-day management of the construction program and contracts. One
vacant Senior Construction Inspector position is recommended to be reclassified into
the new classification.
FISCAL IMPACT:
All of the above proposed changes are within the current staffing allocation of the Public
Works Department. The majority of the requested changes do not require additional
funding because existing classifications are compensated within the revised ranges. Two
of the requested position changes will result in an additional salary expense of $8,000
annually equating to approximately $1,000 for the remainder of the current fiscal year
(May and June). Adequate funds exist within the current Public Works budgets to fund
this increase through salary savings of vacant positions.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, REPLACING AND DELETING CURRENT
MANAGEMENT CLASSIFICATIONS; RECLASSIFYING PUBLIC
WORKS POSITIONS; AND AMENDING THE MANAGMENT SALARY
STRUCTURE AND CONFLICT OF INTEREST CODE REFLECTING
THE CHANGES.
WHEREAS, in October 1997, the Public Works Department was created
to consolidate and streamline functions to meet the current organization and
staffing needs; and,
WHEREAS, it is necessary to revise and replace certain management
classifications and establish new classifications of Deputy Public Works Director,
Public Works Manager, Deputy City Engineer, and Construction Manager to
appropriately describe and compensate the assigned responsibilities of this new
department organization; and,
WHEREAS, it is desirable to delete the management classifications of
General Manager, Parks Superintendent, Principal Construction Inspector,
Operations Superintendent, Maintenance Superintendent, Assistant City Engineer,
District Engineer and Traffic Engineer from the Management Classification and
Compensation Plan; and,
WHEREAS, the City Manager recommends that it is desirable and
necessary to reclassify nine Public Works positions into the new Public Works
classifications; and,
WHEREAS, it is necessary to amend the Management Salary Structure
and Conflict of Interest Code to reflect the above changes.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the management classifications of Deputy Public Works
Director at salary grade 7, Public Works Manager at salary grade 6, Deputy City
Engineer at salary grade 6, and Construction Manager at salary grade 4, in the
Management Classification and Salary Plan are hereby approved.
3. That the classifications of General Manager, Parks Superintendent,
Operations Superintendent, Maintenance Superintendent, Principal Construction
Inspector, Assistant City Engineer, District Engineer and Traffic Engineer are
hereby deleted from the Management Classification and Compensation Plan.
4. That the revised Management Salary Structure as shown in
Attachment A, reflecting the above changes is hereby approved.
5 Resolution No. 98-355 and CMWD Resolution 1028 adopted on
October 27, 1998 which approved the “Local Conflict of Interest Code” is
amended to add: Deputy Public Works Director, Public Works Manager, Deputy
City Engineer and Construction Manager with disclosure categories 1,2,3,4; and
to delete the above named former management classifications.

6. That nine Public Works positions as detailed in the agenda bill are
hereby reclassified into the new Public Works classifications.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 18 th day of Mav , 1999, by the
following vote, to wit:
