CITY TELEPHONE SYSTEM UPGRADE
3ECOMMENDED ACTION:
Staff recommends Council adopt Resolution No. 44-/9L accepting the proposal of NEC
Business Network Solutions, Inc., authorizing the purchase of equipment and labor necessary
to upgrade the City’s telephone system.
ITEM EXPLANATION
In order to provide telephone service to the new library, and incorporate them into the citywide
network, we need to install a telephone switch and instruments. In addition, the new Faraday
building will be coming on line shortly thereafter, and will become the new “hub” for our data
and telephone network. Therefore, it is necessary to install a new telephone switch in that
facility.
Additional projects in the budget this year are the upgrade of the communication links to all 6
Fire Stations, to the Senior Center, to Calavera Community Center, to Stagecoach Community
Center, to the Swim Complex, and to Adult Learning. In order to accommodate all of those projects, it requires the upgrade of the telephone switches at City Hall and the Safety Center.
In conjunction with upgrading the switches, it is time to replace the telephone instruments. The
instruments are 15 years old, and have not been in production for approximately 7 years, so we
have been dealing with refurbished instruments. While we are upgrading our switches and
telephones, we are adding circuits and building redundancy into the entire network.
Rather than deal with each individual project separately, staff felt it would be better to
incorporate them all into one large phased project. This would ensure that we would be dealing
with only one vendor on a complex project, and the City would realize a better price than if we
handled them separately.
In accordance with Section 3.28.140 of the Municipal Code, request for proposal packages were sent to eight vendors. Proposals were received from:

* GTE Communications Corporation
* NEC Business Network Solutions
* Williams Communications Solutions
The proposals were evaluated based on cost, experience and qualifications, corporate health,
responsiveness to the requirements in the request for proposal, references and ability to
provide timely support services. After evaluation, the Information Systems Director
recommends acceptance of the proposal from NEC Business Network Solutions, Inc. While this recommendation is based on the entire proposal, which includes the upgrade and the
continuing maintenance agreement, only the upgrade is addressed in this agenda bill. The
maintenance portion of the proposal, and related agreement, will be presented to Council at a
future meeting.

FISCAL IMPACT
The cost for the upgrade portion of the proposal from NEC is $645,083.89. Since many things
can change between now and the time the last phase is completed, staff is requesting that a
total of $680,000 be appropriated for the project. Recommended funding is as follows:

RESOLUTION NO. w-196
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, ACCEPTING A PROPOSAL AND AUTHORIZING
THE PURCHASE OF TELEPHONE SYSTEM EQUIPMENT.
WHEREAS, the City of Carlsbad requires the upgrade of telephone system
equipment, and;
WHEREAS, proper procedures have resulted in the receipt of proposals from
qualified vendors;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad
as follows:
1. The telephone system upgrade part of the proposal from NEC Business Network
Solutions, Inc. is hereby accepted.
2. That an additional $223,800 is hereby appropriated to the Telecommunications
project from the General Capital Construction Fund balance for the project.
3. The Purchasing Officer is hereby authorized and directed to issue purchase
orders for the telephone systems upgrade.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the City Council of the City
of Carlsbad held on the
