RECOMMENDED ACTION:
Introduce Ordinance No. g.5-484 to install STOP signs on Hidden Valley Road at the intersection of Plum Tree Road.
Introduce Ordinance No. /vs-4% to install STOP signs on Camino de las Ondas at the
intersection of Alderwood Drive.
ITEM EXPLANATION:
Pacific Rim Elementary School is under construction and will open to about 500 new students in
September 1999. The school fronts on Camino de las Ondas between Hidden Valley Road and
Solandra Drive. Primary vehicular access to the school will be from a two-way driveway opposite
Alderwood Drive.
Steve Ahle, Principal of Pacific Rim Elementary School met with Sgt. Cain of the Carlsbad
Police Department and Robert Johnson of the Engineering Department to review the Suggested
Route to School for students going to the new school. Based upon pedestrian circulation patterns north of the school and the expected number of vehicles and pedestrians using the
primary school access driveway on Camino de las Ondas, two intersections were identified as
needing consideration to establish an ALL-WAY STOP intersection.
The two candidate intersections for an ALL-WAY STOP were at Hidden Valley Road/Plum Tree Road and at Camino de las Ondas/Alderwood Drive. The exit driveway from Poinsettia Park is
controlled by a STOP sign and is opposite Plum Tree Road, also controlled by a STOP sign. Alder-wood Drive is opposite the primary school entry/exit driveway and is controlled by a STOP
sign.
By installing STOP signs on Hidden Valley Road where both Plum Tree Road and the Poinsettia
Park exit driveway intersects with Hidden Valley Road, an ALL-WAY STOP would be
established. Installing STOP signs on Camino de las Ondas at the Alder-wood Drive intersection
would establish an ALL-WAY STOP in front of the school on Camino de las Ondas. Upon completion of the school driveway, a STOP sign will be installed to control drivers of vehicles
exiting to Camino de las Ondas.
Staff presented results of the traffic study regarding the two intersections to the Traffic Safety
Commission at their May 3, 1999 meeting. School zone signing and striping that will be installed prior to the school opening was also discussed at the meeting. By a 3-O vote, the Commission
recommended that an ALL-WAY STOP be established at the intersection of Hidden Valley Road/Plum Tree Road and also at the Camino de las Ondas/Alderwood Drive intersection.
The Traffic Safety Commission further recommended that an Adult Crossing Guard be provided
in front of the school at the Camino de las Ondas/Alderwood Drive intersection. Funding for the
guard is being processed by the Carlsbad Police Department.

FISCAL IMPACT:
Installing four STOP signs with STOP AHEAD signs and STOP AHEAD pavement legends will
cost about $2,000.

CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.28
OF THE CARLSBAD MUNICIPAL CODE BY THE ADDITION OF SECTION 10.28.440 REQUIRING STOPS ON HIDDEN VALLEY
ROAD AT PLUM TREE ROAD.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by
the addition of Section 10.28.440 to read as follows:
“10.28440 Plum Tree Road. Drivers shall stop where the
following described street intersects Plum Tree Road.
10 Hidden Valley Road.”
11 EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption
12 and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to
13 be published at least once in a newspaper of general circulation in the. City of .Carlsbad within
'14 fifteen (15) days after its adoption.
