ESTABLISH A PRIMA FACIE SPEED LIMIT rllTG. 6/l 5199 UPON A PORTION OF ADAMS STREET IEPT. ENG RECOMMENDED ACTION: CITYATTY ’ Introduce Ordinance No. NS - c143 to establish a prima facie 25 mile per hour speed limit upon Adams Street from Chinquapin Avenue to Park Drive. ITEM EXPLANATION: The Carlsbad Police Department has requested that a prima facie speed limit be established upon Adams Street from Chinquapin Avenue southerly to Park Drive. This road segment is unclassified on the Circulation Element of the General Plan and does not qualify as a Residence District according to the requirements set forth by the California Vehicle Code. The subject segment of Adams Street is a two-lane road about 0.83 miles in length. For most of its length there are no curb and gutter, sidewalks or street lights installed. Adams Street follows a curvilinear alignment adjacent to the Agua Hedionda Lagoon and has steep slopes next to portions of the road. Travel lanes are separated by a double yellow centerline or a single broken yellow centerline and carries an Average Daily Traffic (ADT) volume of about 1 ,I 00 vehicles. Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establish a prima facie speed limit on the basis of the results of an Engineering and Traffic Survey. The Engineering and Traffic Survey considers such factors as the number of collisions that have occurred on the road segment, roadway features, adjacent land uses, driveway locations, traffic volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sight distance, and conditions that may not be readily apparent to the driver. At their meeting of May 3, 1999, the Traffic Safety Commission considered the results of the Engineering and Traffic Survey to establish a prima facie speed limit upon Adams Street. The Commission recommended by a 3-O vote to establish a 25 mile per hour prima facie speed limit from Chinquapin Avenue to Park Drive. The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic Engineer. FISCAL IMPACT: Installing four speed limit signs on Adams Street between Chinquapin Avenue and Park Drive will cost about $500. EXHIBITS: 1. Location Map. 2. NS-493 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44, OF THE CARLSBAD MUNICIPAL CODE BY THE ADDITION OF SECTION 10.44.590 TO ESTABLISH A PRIMA FACIE 25 MILE PER HOUR SPEED LIMIT UPON ADAMS STREET FROM CHINQUAPIN AVENUE TO ITS INTERSECTION WITH PARK DRIVE. The City Council of the City of Carlsbad, California, hereby ordains as follows: SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is amended )y the addition of Section 1044.590 to read as follows: “10.44.590 Adams Street: Upon Adams Street from Chinquapin Avenue to its intersection with Park Drive, the prima facie speed limit shall be twenty-five miles per hour.” ,EFFECTIVE DATE: This ordinance ‘shall be sffective thirty (30) days after its adoption Ind the City Clerk, City of Carlsbad, shall certify to the adoption of’this ordinance and cause it to be published at least once in a newspaper of general circulation in the City of Carlsbad within ifteen (15) days after its adoption.
