RECOMMENDED ACTION: Adopt Resolution No. 9 9 * aa accepting bids and awarding the contract for Project No. 3667-2 for the construction of the 1999 Pavement Overlay Project to Silvia Construction, Inc. ITEM EXPLANATION: For a number of years, the City of Carlsbad has made a strong commitment to a preventative maintenance program for city streets. The goal of the program is to extend the life of city pavements. Placing an asphalt overlay will prevent the complete reconstruction of these streets in the near future. Streets in need of rehabilitation were systematically surveyed, using a combination of visual inspection, input from the street maintenance division, and recommendations from MicroPaver Pavement Management Software. In the past, a quadrant based rotation system was used. Street identification was based on a quadrant by quadrant assessment, with the quadrant order rotated in a clockwise direction. The identification process described above now uses a City wide area for assessment. The streets in need of the most attention are attended to first, independent of the streets’ location within the City. This eliminates the possibility of a three year wait for a roadway rehabilitation. Once streets are identified a combination of slurry seals and pavement overlays are used to revitalize, protect and prolong the life of existing pavements. Harris, Co. $ 1,359,213.00 1 ABC Construction 1 $ 1.470.785.00 1 The Engineer’s Estimate for the project is $1,530,000.00. The low bid price for the project is $1,247,302.71. The low bidder, Silvia Construction, Inc., has completed all necessary subcontractor forms correctly and affirms it will be performing more than 50% of the work with its own forces. ENVIRONMENTAL COMPLIANCE: This project is categorically exempt from the environmental review process under Section Class l(C) of the Public Resources Code (California Environmental Quality Act). 15301 Page 2 of Agenda Bill No. I 3.23 1 FISCAL IMPACT: Funds in the amount of $2,457,584.00 are available in the pavement management account to cover the construction costs for this project as well as other pavement management projects per the adopted 1999-2000 CIP. Funds in the amount of $25,764.79 are available in CMWD Miscellaneous Outside Services account to cover the CMWD utility relocation costs. Funds in the amount of $206,927.52 will be reimbursed to the City by the State as part of the City’s portion of funds from the State and Local Transportation Partnership Program. Following is the breakdown of costs to complete this project: Construction !$ 1,247,302.71 Inspection and Administration (10%) $ 124,730.27 Construction Contingencies (15%) $ 187,095.41 Total $ 1,559,128.39 The Carlsbad Municipal Water District water and sewer facility relocations will be paid for through the provisions set forth in the joint City of CarlsbadKarlsbad Municipal Water District agenda bill AB#l5,044, approved on February 9, 1999. This agenda bill approved the agreement between the CMWD and the City for the reimbursement of funds for the relocation and/or reconstruction of CMWD owned facilities. I PROJECT NAME PROJECT EXHIBIT 1998/99 0 VERLA Y PROJECT NO. 1 NUMBER 3667-2 7 k I . 7 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. gg-22g A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING A CONTRACT FOR THE CONSTRUCTION OF THE 1999 PAVEMENT OVERLAY PROJECT, PROJECT NO. 3667-2 WHEREAS, plans have been reviewed by the City Council of the City of Carlsbad for the construction of the 1999 Pavement Overlay Project, Project No. 3667-2; and WHEREAS, four(4) sealed bids were received on June 10, 1999 by the City of Carlsbad for the construction of said project; and WHEREAS, the low bid received to construct said project submitted by Silvia Construction, Inc., is responsive; and WHEREAS, Subsection 3.28.172(c)(l) of the Carlsbad Municipal Code authorizes the City Manager to approve change orders in the amount equal to the contingency set at the time of bid award; and WHEREAS, City Council has previously appropriated $2,457,584.00 in the 1999-2000 Capital Improvement Program for design, construction, administration, and inspection of said Project. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the low bid of $1,247,302.71 submitted by Silvia Construction, Inc., for the construction of the 1999 Pavement Overlay Project is accepted and the Mayor is hereby authorized to execute a contract therefor. 3. That the City Manager is hereby authorized to approve construction change orders up to $187,095.41. 4. That a construction contingency in the amount of $187,095.41 is hereby approved. That the award of this contract is contingent upon the bidder submitting the lowest responsive bid executing the required contract and submitting the required bonds and insurance policies, as described in the contract, within twenty (20) days of adoption of this resolution.
