INSTALL STOP SIGNS ON STREETS THAT

RECOMMENDED ACTION:
Introduce Ordinance No. NT- ‘fqc to install STOP signs on streets that intersect Levante Street.
Establish as a 1990100 City Council strategic goal for staff to develop a City of Carlsbad Traffic
Calming Program.

ITEM EXPLANATION:
At the City Council meeting of March 23, 1999, a group of Levante Street residents addressed the
City Council with their concerns about speeding vehicles on Levante Street. The residents stated
that although the Police Department routinely patrols Levante Street, they recognize that police
officers cannot be on the street at all hours of the day to issue citations. As mitigation, they asked
that STOP signs be installed on streets intersecting Levante Street where none exist and that
traffic circles be installed on Levante Street at four locations.
Levante Street serves as a residential collector street terminating at El Camino Real on the west
and La Costa Avenue on the east. Except near El Camino Real where four traffic lanes exist,
Levante Street is a two lane road with a double-yellow centerline stripe separating the traffic
lanes. Traffic volumes range from 2,100 to 2,800 vehicles per day. Numerous homes are located
on both sides of Levante Street and parking is allowed on both sides for most of the length of the
road. Levante Street is about 2.1 miles in length and has a posted speed limit of 25 miles per hour
from Escenico Terrace to La Costa Avenue. From El Camino Real to Escenico Terrace, the road
has a posted speed limit of 35 miles per hour.
Between El Camino Real and La Costa Avenue, there are 27 streets that intersect Levante Street
either in a four-way or “T” configuration. Eleven of the side streets are presently controlled by
STOP signs and 16 streets are uncontrolled (no STOP sign or YIELD sign) where they intersect
Levante Street.
25 mile per hour speed limit signs have previously been installed on Levante Street at five
locations. To supplement these signs and reinforce to drivers the 25 mile per hour prima facie
speed limit, a work order to install four additional speed limit signs was issued to the Streets
Department. Additionally, at seven locations, the numerals “25” were striped on the pavement
adjacent to the speed limit signs. Two sign locations previously had the “25” number striped on
the street.
Traffic circles are a traffic calming technique used on some types of roads under appropriate
conditions. They can generally be considered as an option to control speed after a thorough study
is conducted for appropriateness to the specific site and in meeting previously established criteria
and guidelines. Traffic circles can be expensive and usually involve the removal of nearby on-
street parking from in front of homes.
At this time, no criteria has been established for evaluation of traffic circles, including when and
where to install, the type of public outreach to conduct, funding, etc. Such information would be
part of a traffic calming program.

Staff recommends that the City Council take the following actions:
1. Instruct the Police Department to continue to conduct speed enforcement on Levante Street.
2. Adopt the ordinance that will install STOP signs on all streets intersecting Levante Street.
3. Direct staff to develop a City of Carlsbad Traffic Calming Program that would allow
Levante Street to be one of many candidate streets to be studied for possible
implementation of traffic calming techniques.
FISCAL IMPACT:
Installing 16 STOP signs, limit lines and “STOP” pavement legends will cost about $4,000.

5 The City Council of the City of Carlsbad, California, hereby ordains as follows:

SECTION 1: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended

by the addition of Section 10.28.460 to read as follows:
“10.28.460 Levante Street. Drivers shall stop where the following
described streets intersect Levante Street:

EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption
and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to
be published at least once in a newspaper of general circulation in the City of Carlsbad within
fifteen (15) days after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the
