TITLE- d ESTABLISH AN ALL-WAY STOP AT
THE INTERSECTION OF
POINSETTIA LANE/PASEO ESCUELA

RECOMMENDED ACTION:
Introduce Ordinance No. NS- Y’i 7 to install STOP signs on Poinsettia Lane at the intersection
of Paseo Escuela.
ITEM EXPLANATION:
Carrillo Elementary School is under construction and will open on August 6, 1999 with about
300 students. After one year it will grow to about 450 students in grades kindergarten through
fifth grade. The main school driveway is located on Poinsettia Lane, directly across from
Paseo Escuela.
Fred Wise, Principal of Carrillo Elementary met with Sgt. Cain of the Carlsbad Police Department and Robert Johnson of the Engineering Department to review the Suggested Route to School for
students that will attend the new school. Although many students will be driven by their parents,
others will walk or ride bicycles and the San Marcos Unified School District will bus some students
to the school.
Based upon roadway geometries and the vehicular and pedestrian circulation patterns expected at
the school entrance, the Poinsettia Lane/Paseo Escuela/school entrance was identified as a
candidate for an ALL-WAY STOP intersection. Poinsettia Lane is a four-lane divided roadway that
currently terminates about 1400 feet west of the school driveway. Sidewalks have been
constructed on both sides of the street. In the future, when Poinsettia Lane is extended westerly
to El Camino Real, a traffic signal would replace the proposed ALL-WAY STOP. Paseo Escuela
serves a small residential subdivision and is controlled by a STOP sign where it intersects
Poinsettia Lane.
Staff presented results of the traffic study regarding the subject intersection to the Traffic Safety
Commission at their June 7, 1999 meeting. The proposed ALL-WAY STOP and school zone
signing and striping was discussed by the Commission. By a 4-O vote, the Traffic Safety
Commission recommended that an ALL-WAY STOP be established at the intersection of Poinsettia Lane/Paseo Escuela.
FISCAL IMPACT:
Installing four STOP signs with STOP AHEAD signs and STOP AHEAD pavement legends will
cost about $2,000.

ORDINANCE NO. NS-497
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.28 OF THE CARLSBAD MUNICIPAL CODE BY THE
ADDITION OF SECTION 10.28.470 REQUIRING STOPS ON
POINSETTIA LANE AT PASEO ESCUELA.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended
by the addition of Section 10.28.470 to read as follows:
“10.28.470 Paseo Escuela. Drivers shall stop where the following
described street intersects Paseo Escuela.
Poinsettia Lane.”
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption
and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to
be published at feast once in a newspaper of general circulation in the City of Carlsbad within
fifteen (15) days after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the
day of , 1999, and thereafter,
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the day of 3 1999 by the following vote, to wit:
