RECOMMENDED ACTION:
Adopt Resolution No. f9- a3 8 accepting the bid of $49,000 and awarding the contract to
Ahrens Corp for the installation of infield drainage on the baseball fields at Stagecoach Park,
Contract No. PO2-99.
ITEM EXPLANATION:
The existing baseball fields at Stagecoach Park are a very heavy clay base, and rains make the
Fields unplayable for up to two weeks after each rain. The work to be done to rectify the problem
consists of trenching and installing drainage materials on three softball/baseball infields at
Stagecoach Park and providing drainage completely off the field site. This is necessary to
produce playing infields that provide for rapid drainage of excess water. The infields will be
graded and returned to their pre-existing condition at the completion of the project. The work
will be completed between July 12 and August 27 so as to not interfere with league play.
On May 4, 1999, City Council approved contract documents and special provisions, and
authorized the City Clerk to advertise for bids for Infield Drainage Installation at Stagecoach
Park, Contract No. PO2-99. Four bids were received, opened, witnessed and recorded on June
15, 1999. The bid amounts ranged from $49,000 to $86,950. The bids were reviewed by the
staff of the Purchasing and the Park Maintenance Division and were as follows:
Ahrens Corp. $49,000.00
J.K. Weigle Engineering Contractor $69,000.00
Templeton Engineering, Inc. $86,950.00
D&P Mechanical No bid
Ahrens Corp. submitted the lowest bid. Therefore, staff recommends the contract be awarded
to Ahrens Corp., the lowest responsive bidder, in the amount of $49,000. The contractor’s
registration and bonds are in order and references are satisfactory. Contract documents are on
file in the Public Works/Park Maintenance Division office.
This project has been determined to be exempt from environmental review per CEQA - Class
1 (C) - Minor alteration of existing facilities.
FISCAL IMPACT:
Funding is available in account Number 300-7000-9060-3641 I-900.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AUTHORIZING THE EXECUTION OF CONTRACT NO. PO2-99 FOR INFIELD DRAINAGE INSTALLATION AT STAGECOACH
WHEREAS, bids have been received by the City of Carlsbad, California for Infield
Drainage Installation at Stagecoach Park; Contract No. PO2-99; and
WHEREAS, the lowest responsive bid received was submitted by Ahrens Corp in the
amount of $49,000; and
WHEREAS, sufficient funds are available in the Capital Improvement Program budget;
and
WHEREAS, the award of this contract is contingent upon the contractor executing the
required contract and submitting the required bonds and insurance policies, as described in the
contract, within twenty (20) days of adoption of this resolution. The City Manager may grant
reasonable extensions of time; and
WHEREAS, if the contractor fails to comply with the insurance and bonding
requirements in the prescribed time, the City Council authorizes an administrative award of this
contract to the second or third lowest bidder. The bid security of the lowest bidder may be
forfeited. On the failure of the second or third lowest bidder to whom this contract is awarded to
execute it, the bidders security may likewise be forfeited.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as
follows:

2. The bid of $49,000 by Ahrens Corp. for Infield Drainage Installation at Stagecoach
Park, Contract No. PO2-99 is hereby accepted and the Mayor and the City Clerk are
hereby authorized to execute a contract thereof.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Carlsbad at its
regular meeting held on the 6 th day Of July , 1999, by the following vote, to wit:
