Adopt Resolution No. qqcaq 0 creating and providing for the classification of Management Intern and establishing an annual salary range of $32,413 - $34,034. ITEM EXPLANATION Backaround A management internship program can be an effective way to provide professional level personnel resources for an organization. Internships in cities are typically structured to offer a broad range of experience to an individual over a one to two year period. The city benefits by having the flexibility to assign management interns to projects that may otherwise be delayed due to overriding commitments by staff. In addition, at the conclusion of their internship, management interns will typically apply for an entry level position within the city. It is envisioned that the management interns will be overseen by the City Manager’s Office with the intern’s time split between working on projects for the City Manager’s Office and for departments. Departments will submit requests to utilize a management intern through the Leadership Team. Potential assignments will be evaluated on their benefit to the city and their potential for the intern’s development. Typical projects will involve budgetary research, program analysis and development, special projects and presentation development. If approved, the city will recruit two management interns to serve as at-will employees for up to a maximum of a period of one year, with the option for a one year extension at the City Manager’s discretion. After a rigorous application process, including a city application, letters of references, copies of school transcripts, a supplemental questionnaire and essay submission, the top candidates will be interviewed by the City Manager’s Office for final selection. The key responsibilities and qualifications of this position, are set forth in the attached Classification Specification. The appointment letter from the City Manager will clarify that management interns are not permanent employees, will not be subject to the Performance Management and Compensation System, but will receive full benefits and be privy to confidential management information. It is also requested that the city’s Conflict of Interest Code be amended to require this position to file under disclosure categories 1,2,3 & 4. The annual salary established for this position of $32,413 - $34,034 was based on a comparison of two similar programs and in relation to other entry level management positions within our city. The salary was specifically limited to only a 5% range as the maximum length of employment under the program is two years. The City Manager’s Office has budgeted for two full-time management interns in FY 1999-00, the cost of which is partially offset from savings realized by the elimination of the Assistant to the City Manager position. Recommendation Staff recommends that the City Council adopt the attached Resolution providing for the Management Intern classification and establishing a salary range of $32,413 - $34,034. DISTINGUISHING CHARACTERISTICS: This class is specifically designed as a limited term classification to expose incumbents to a broad range of professional municipal management experiences in a variety of governmental functions. KEY RESPONSIBILITIES: Perform entry-level budget and program analysis, organizational and administrative field studies, statistical analysis of research data, and preparation of special reports and public presentations. Report findings of research or studies in writing or in person. May attend management meetings, community meetings, committee meetings, workshops and/or council meetings and assist in the preparation or presentation of information. Perform other related duties as assigned. OUALIFICATIONS: To perform a job in this classification, an individual must be able to perform the essential duties as generally described in the specification. EXPERIENCE AND EDUCATION: Bachelor’s degree from an accredited college or university in public administration, business administration or closely related field and substantial course work completed towards a master’s degree in a similarly related field. Work experience in a professional public or private setting is desirable but not required. PHYSICAL/MENTAL DEMANDS AND ENVIRONMENTAL SETTING: While performing the duties of this class, an employee is regularly required to sit; talk or hear, in person and by telephone; use hands to finger, handle, feel or operate standard office equipment; and reach with hands and arms. An employee is frequently required to walk and stand. Specific vision abilities required by this job include close vision and the ability to adjust focus to read and operate office equipment as necessary during the course of the work assignments. While performing the duties, employees of this class are regularly required to use written and oral communication skills; read and interpret financial and statistical data, information and documents; analyze and solve problems; use math and apply mathematical reasoning and abstract statistical concepts; observe and interpret people and situations; learn and apply new information or skills; perform highly detailed work on multiple, concurrent tasks; work under intensive deadlines; and interact with staff, Council members and others encountered in the course of work.
