ENG . 1 - Cl I Y OF CARLSBAD -AGENDA MGRS CITY RECOMMENDED ACTION: Adopt Resolution No. 99 - SY 1 approving Amendment No. 1 to Agreement with RECON Environmental, Inc., for Construction Monitoring for Faraday Avenue, Project No. 3593. ITEM EXPLANATION: This project involves the rough grading of Faraday Avenue from its existing westerly terminus to future Cannon Road. Features of the construction include the grading of the roadway, construction of the backbone drainage system and installation of two pedestrian undercrossings. Grading is expected to take seven months. The scope of work for this amendment includes data recovery of an archaeological site classified as significant according to the Cultural Resources Guidelines of the City of Carlsbad. The scope of work has been established in three phases. The first phase will excavate up to thirty sample units. Sample units are one meter by one meter excavations where soil is removed in 10 cm levels until no culturally related artifacts or bedrock are found. The soil is screened through a l/&inch mesh screen allowing collection of artifacts. Artifacts are labeled and taken to a laboratory to clean, sort, and analyze. This phase includes radiocarbon dating analysis. There may be sufficient information gathered with fewer sample units to negate the need for all thirty sample units and the need to complete the second phase. The second phase, if necessary, will excavate up to twenty additional sample units. The archaeologist, in consultation with City staff, will determine if the second phase is necessary. The second phase may be necessary if the first phase turns up any unusual site elements that would benefit from additional sampling or human burials. The third and final phase will be the controlled destruction of the remaining site area within the alignment and/or area of impact. Controlled destruction within the project limits is the removal of all site sediments to formational or bedrock layers in a controlled and careful manner under direct supervision of the archaeologist. If additional buried artifacts are uncovered, they will be removed. This controlled destruction negates the need for a biological monitor during the construction as all soil that may contain artifacts will be removed. The final phase will also include a technical report. FISCAL IMPACT: The proposed budget for the data recovery services of the archaeological site is $93,524. The total of the contract including Amendment No. 1 is $168,408. Deleting Phase II from the scope of work should sufficient data be recovered in Phase I will result in a $28,980 decrease for the data recovery services. Sufficient funds are available for this work in the project account. The project was reviewed in the Mitigated Negative Declaration, approved on September 8, 1998. Significant environmental impacts identified by those CEQA documents were determined to be mitigable to levels of less than significant. All permits from the resource agencies have been received. Box 7184 - Canoga Park, CA 9 13Og-71 I EXHIBIT “B” DATA RECOVERY PLAN FOR A PORTION OF CA-SDI-8303 FARADAY AVENUE EXPANSION PROJECT SCOPE OF WORK Phase I: Phase I will include hand excavation of a data recovery sample of thirty square meters of site deposit. These sample units will be distributed across the project area within the defined limits of site deposit as defined by the Gallegos study. The units will be organized around the productive sample units and shovel test pits from the Gallegos significance evaluation. Specifically near Sample Unit 4A and Shovel Test Pits IOA, 1 IA, and 12A in the larger western site segment and in the vicinity of Sample Unit 3A in the smaller eastern segment. A combination of single and clustered unit arrangements will be used to maximize the sample coverage. A total of three radiocarbon samples will be submitted from sample units completed during this first phase. Based on a visual and initial cataloging impression of the materials recovered from the first phase of sample units, we may recommend the need for a second phase of up to twenty square meters of additional sample. 1. Survey and layout grid for the Phase I data recovery effort. 2. Excavate up to thirty square meters of archaeological deposit. 3. Clean, sort, and analyze the recovered archaeological sample. 4. Submit up to three samples for radiocarbon analysis. 5. Provide a summary of results to City staff for determination of the requirement of Phase II. Phase II (if required): Phase II would be implemented in the event that buried features, including human burials were uncovered, which would require additional exploration, or in the event that the first phase of sample units revealed activity foci or other unusual site elements that would benefit from additional sampling. The decision to conduct Phase II would be made in consultation with City or Carlsbad staff. 1. Excavate up to twenty square meters of archaeological deposit. 2. Clean, sort, and analyze the recovered archaeological sample. 3. Submit up to two samples for radiocarbon analysis. 2t2t98 Phase Ill: Phase Ill of work will include the controlled destruction of the portions of CA-SDI-8303 that are within the project APE. Under the direction of the project archaeologist a front-end loader will be used to remove site sediments in a controlled and careful manner. Archaeological monitors will be present during this phase to collect diagnostic artifacts and to divert the grading equipment if buried features are uncovered. This phase would replace the need for construction monitoring as all of the site soil within the APE would be removed during this phase of work. Staking will be used to define the limits of grading and areas outside the staking will be off-limits to construction vehicles and activity. 1. Provide equipment and direct controlled removal of archaeological deposit. 2. Provide a qualified archaeological monitor during the removal process. 3. Collect diagnostic artifacts and record uncovered features. 4. Prepare a final technical report providing methods and results of all completed phases for clients use.
